GENERAL REQUIREMENTS
PART 1 GENERAL
1.1 GENERAL
This section comprises an explanation of the general contract requirements needed to accomplish the work. All work specified herein must be accomplished in accordance with the procedures prescribed in the specifications and drawings.
1.2 LOCATION AND ACCESS

1.4 SUBMITTALS
Government approval is required for submittals with a "G" designation;
submittals not having a "G" designation are for information only. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government. The following must be submitted in accordance with Section 01 33 00 SUBMITTAL PROCEDURES:

1.5 REQUIRED MEETINGS
1.5.1 PRECONSTRUCTION COORDINATION CONFERENCE
After award of the contract but prior to commencement of any work at the site, the Contractor shall meet with the Contracting Officer at a Preconstruction Coordination Conference. The purpose of the conference is to acquaint the Contractor with the United States Army Corps of Engineers administrative policy, to give emphasis to certain contract requirements considered unique or distinctive and to introduce personnel who will be representing the Contractor and the USACE Resident Office. The Preconstruction Conference attempts to address significant elements of administrating the contract in sufficient detail to permit all parties to fully understand what is expected of them; to reach an understanding of the scope and conditions of the work; and to outline the authorities of all personnel involved in the work. It is also established at this meeting that the Government personnel will be fair but firm and in strict accordance with contract provisions in all dealings with the Contractor. A comprehensive conference does much to minimize many misunderstandings that might otherwise subsequently occur and facilitates the performance of the work. Major subcontractors who will engage in the work shall also attend.
The Government will set the date and location for the Preconstruction Conference, establish the agenda, and provide meeting minutes. The Contractor should expect the Preconstruction Conference to take no less than 4 hours and no more than 8 hours.
1.5.2 PARTNERING
In order to most effectively accomplish this contract, the Government urges the contractor to join the Government in establishing a cohesive and professional project management team. Through this "partnering" relationship both entities would strive to draw on the strengths of each organization for the ultimate goal of assuring that the project’s intended results are achieved, within budget and on schedule. This endeavor seeks an environment that nurtures team building, cooperation and trust between the Government and the Contractor. The partnering relationship would be bilateral in make-up, and participation will be totally voluntary.
1.5.3 QUALITY CONTROL MUTUAL UNDERSTANDING MEETING
After the Preconstruction Conference, before start of construction, and prior to acceptance by the Government of the CQC Plan, meet with the Contracting Officer and discuss the Contractor's quality control system.
Submit the CQC Plan prior to the Mutual Understanding Meeting. During the meeting, a mutual understanding of the system details must be developed, including the forms for recording the CQC operations, definable features of work, 3 phase inspection requirements submittal procedures, control activities, testing, administration of the system for both onsite and offsite work, and the interrelationship of Contractor's Management and control with the Government's Quality Assurance. Minutes of the meeting will be prepared by the Government, signed by both the Contractor and the Contracting Officer and will become a part of the contract file. There may be occasions when subsequent meetings will be called by either party
SECTION 01 00 00 Page 4 to reconfirm mutual understandings or address deficiencies in the CQC system or procedures which may require corrective action by the Contractor.
1.5.4 ENVIRONMENTAL MUTUAL UNDERSTANDING MEETING
After the Preconstruction Conference, before start of construction, and prior to acceptance by the Government of the Environmental Protection Plan (EPP), meet with the Contracting Officer and discuss the details of the Contractor's environmental protection. Submit the Environmental Protection Plan prior to the Mutual Understanding Meeting. During the meeting, a mutual understanding relative to the details of environmental protection, including measures for protecting natural and cultural resources, required reports, required permits, permit requirements (such as mitigation measures), and other measures to be taken. Minutes of the meeting will be prepared by the Government, signed by both the Contractor and the Contracting Officer and will become a part of the contract file. There may be occasions when subsequent meetings will be called by either party to reconfirm mutual understandings or address deficiencies in the EPP system or procedures which may require corrective action by the Contractor.
1.5.5 SAFETY MUTUAL UNDERSTANDING MEETING
After the Preconstruction Conference, before start of construction, and prior to acceptance by the Government of the Accident Prevention Plan (APP), meet with the Contracting Officer and discuss the Contractor's safety program. Submit the APP prior to the Mutual Understanding Meeting.
During the meeting, a mutual understanding of the safety program details must be developed, including incorporated plans, programs, program management, anticipated AHAs that will be developed and implemented during the performance, additional safety meeting requirements, PPE, mishap reporting, and additional contract requirements considered unique. Minutes of the meeting will be prepared by the Government, signed by both the Contractor and the Contracting Officer and will become a part of the contract file. There may be occasions when subsequent meetings will be called by either party to reconfirm mutual understandings or address deficiencies in the safety program or procedures which can require corrective action by the Contractor.
1.5.6 SCHEDULE EXPECTATION KICKOFF MEETING (SEKO)
Attend a kickoff meeting with the Government. This meeting will cover the schedule specification requirements to ensure correct development of schedule submittals by the Contractor. The Government intends to conduct the SEKO within 7 days after issuing NTP. The COR may provide the contractor with schedule (P6) layouts, templates, and settings to help the contractor develop an acceptable schedule.
1.5.7 SUPERVISOR SAFETY MEETING/WALK
A successful safety program has top-down support to include site supervision. Conduct a monthly safety site walk to review ongoing activities, document any issues and correct on the spot if possible.
Conduct meetings/walks at least once a month for all supervisors at the project location. The SSHO, supervisors, foremen, or CDSOs along with appropriate Government personnel will attend. The Contractor will document meeting minutes to include the date, persons in attendance, subjects discussed, and names of individual(s) who conducted the meeting.
Any concerns identified during the safety meeting/walk will be followed up on in the following week and discussed at the weekly progress meeting
SECTION 01 00 00 Page 5 until corrected. Maintain documentation on-site and furnish copies to the Contracting Officer on request. Notify the Contracting Officer of all scheduled meetings 7 calendar days in advance. Please reference 01 35 26 specifications for additional requirements.
1.5.8 PERIODIC SCHEDULE UPDATE
Conduct periodic schedule update meetings for the purpose of reviewing the proposed Periodic Schedule Update, Narrative Report, Schedule Reports, and progress payment. Conduct meetings at least monthly within five days of the proposed schedule data date. Reference 01 32 01 specifications for additional requirements.
1.5.9 WEEKLY PROGRESS MEETINGS
After receiving notice-to-proceed, the Contractor shall establish a schedule for weekly progress meetings. The purpose of the weekly progress meeting is for the Contractor to:
1) Communicate information relevant to the current status of the project's progress;
2) Communicate risks which may impact near term progress;
3) Identify upcoming activities and necessary actions which precede those activities;
4) Relay relevant personnel information;
5)Go over status of pending modifications, pay requests, RFI's, submittals, deficiencies, and other administrative matters.
This list is not all inclusive and should be expanded as deemed appropriate by the Contracting Officer and the Contractor.
The Contractor shall host the weekly progress meeting on the same day of the week for the duration of the project. The day of the week and time of the meeting shall be approved by the Contracting Officer. The meeting shall be held on-site in a location that provides adequate seating for the Contractor's attendees and the Government's attendees.
The Contractor is responsible for preparing the agenda for the weekly progress meeting. The agenda must be updated as the project progresses so that it remains relevant to the status of the project. The Contractor shall provide the agenda to the Contracting Officer on a weekly basis at least 4 hours prior to the start of the meeting.
The Contractor is responsible for recording meeting minutes at every weekly progress meeting. The meeting minutes shall be provided via e-mail to the Government for review no more than 24 hours after completion of the meeting. The Government may respond with corrections to the meeting minutes, and the Contractor shall provide a final copy no more than 24 hours after receiving Government comments or concurrence. Final meeting minutes will be attached to the QC daily report corresponding to the day the meeting takes place.
1.6 PROJECT SIGNS
1.6.1 General
Furnish and erect, within 15 days after issuance of the Notice to Proceed, a PROJECT IDENTIFICATION SIGN and a SAFETY PERFORMANCE SIGN at the location directed by the Contracting Officer. Letter signs on one side only and conform to EP 310-1-6a (Section 16), EP 310-1-6b , ECB 2020-1 , and
SECTION 01 00 00 Page 6 to the details and colors shown on the sketches attached at the end of Section 01 95 00 FORMS AND ATTACHMENTS. Name the project as follows:

1.6.2 Materials
Construct the sign with a face sheet of 3/4 inch exterior grade plywood mounted on a substantial framework of treated 4-inch by 4-inch material.
Screws must be commercial quality and of sizes shown.
1.6.3 Painting
Apply one prime coat and two finish coats of exterior oil paint to signs and post before lettering. Apply letters and trim to one side only using one coat of enamel of color, style, and size shown.
1.6.4 Erection and Maintenance
Erect signs at the locations designated by the Contracting Officer. Signs must be plumb and backfill of post holes must be well tamped to properly support the signs throughout the life of the contract. Maintain signs in good condition until completion of the contract. Remove signs from the site upon final acceptance of the contract work.
1.7 WORKING HOURS
Normal working hours are Monday through Thursday 6:00 AM to 4:30 PM local time. Work must be scheduled around federal holidays. Any exceptions must be approved by the COR. Submit requests to change work hours at least 14 calendar days in advance of need.

1.8 OCCUPANCY OF PREMISES
Cheatham Powerhouse and Dam will be operating during performance of the work under this Contract.
Before work is started, the Contractor must arrange with the Contracting Officer a sequence of procedure, means of access, space for storage of materials and equipment, and use of approaches and roadways.
1.9 PERMITS AND LICENSES
The Contractor must, at his/her own expense, obtain any licenses, permits or bonding required to perform the contract. The Contractor must comply with current federal, state, and local laws and regulations and must comply with any subsequent changes.
1.10 SAFETY REQUIREMENTS
The Contractor must comply with all applicable provisions of EM 385-1-1 Safety and Health Requirements Manual and Section 01 35 26 GOVERNMENTAL
SAFETY REQUIREMENTS.
1.11 NON-COMPLIANCE OF SAFETY AND SECURITY REQUIREMENTS
If the Contractor fails or refuses to promptly comply with the safety and
SECTION 01 00 00 Page 8 security requirements, the COR may issue an order stopping all or part of the work until satisfactory corrective action has been taken. Time lost due to any such stoppage is not subject to claim for extension of time or for excess costs or damages to the Contractor. The Contractor will not be paid for work not performed as a result of the stop order. Work must not resume until the Contractor provides evidence to the COR that he/she has complied or will comply with appropriate safety and security regulations.
1.12 PROTECTION OF EXISTING WORK AND DAMAGE REPORTS
In all instances when Government property and/or equipment is damaged by the Contractor's employees or any contract employees, the Contractor must immediately suspend all work, and notify the COR. A full written report of the incident including the extent of damage must be submitted to the COR for evaluation within two business days of occurrence. The Contractor must wait for a Notification to Proceed from the COR before resuming any work activities.
1.13 CONTRACTOR'S STAGING AREA
The Contractor will be assigned an area within or near the project site for use as a staging area. The building of structures, the erection of tents or other forms of protection will be permitted only at such places as the Government shall approve, and the sanitary conditions of the grounds in or about such structures must at all times be maintained in a satisfactory manner. Temporary Contractor facilities provided during Construction must be removed prior to final acceptance from the Government. As a minimum the area must be left looking "broom clean" and at least as clean as before the structure placement.
1.13.1 Storage of Equipment and Materials
Storage of equipment and materials will be permitted only in designated staging areas.
1.14 SANITATION FACILITIES
Government's restrooms will not be available for use by Contractor personnel. The Contractor shall furnish sanitation facilities in accordance with EM 385-1-1 and 01 50 00 TEMPORARY CONSTRUCTION FACILITIES AND CONTROLS. All facilities shall be located outside. The location of all facilities will be subject to Government's on-site representative approval.
1.15 AVAILABILITY AND USE UTILITIES
1.15.1 Water
Existing water systems are available for use by the Contractor for construction and domestic purposes. Temporary piping, if required, shall be installed by the Contractor, and shall be removed prior to final acceptance of the work. All temporary piping and connections will be subject to Contracting Officer's approval. The information below describes the availability at project relevant sites:

b. Contractor Trailer: Not Available
c. Warehouse Area: Available

1.15.2 Electricity
Electric power shall be made available to the Contractor from the existing electrical systems and shall be supplied without cost to the Contractor.
The electrical power is available at 120-volts, 60 Hertz, 1-Phase at 20-amps and at 480-volts, 60 Hertz, 3-Phase at 60-amps. Temporary wiring may be required to facilitate the work. The location of all temporary power lines and connections will be subject to Contracting Officer approval. All temporary circuits, wire, extension cords, and devices shall be furnished, installed, connected, and maintained by the Contractor in a workmanlike manner, and shall be removed by the Contractor in like manner prior to final acceptance by the Government. All temporary electrical lines and appurtenances shall be furnished and installed at no additional cost to the Government. The information below describes the availability at project relevant sites:
a. Spillway Gate Area: Available.
b. Contractor Trailer: Available from Warehouse.
c. Warehouse Area: 480-volt, 60 Hertz, 3-Phase.
1.15.3 Compressed Air
Compressed air at 100 psi will be made available for Contractor use from existing outlets. Government personnel will also use the compressed air at times for routine and emergency maintenance operations. Government personnel will have priority for use of the compressed air. The information below describes the availability at project relevant sites:
a. Spillway Gate Area: Available.
b. Contractor Trailer: Not Available
c. Warehouse Area: Not Available
1.15.4 Temporary Utility Connections
All utilities provided by the Government shall be at no cost. Care shall be exercised in conserving all utilities. The contractor shall provide all necessary hoses, cords, couplings, plugs, GFI's and other appurtenances as required to connect to the system(s). All temporary connections shall be subject to approval. The location of all power lines and all temporary connections for electricity shall be subject to approval. All temporary circuits and devices shall be provided, connected, and maintained and removed prior to final acceptance. Ground fault protection shall be provided for all circuits used, inside and outside, and shall be Contractor-furnished. The temporary panel shall conform to current NEC (NFPA 70) standards in EM 385-1-1 .
1.15.5 Telephone/Internet
The Contractor shall be responsible for having the telephone/Internet company furnish all telephone/Internet service needed by him on the job site. The project telephone/Internet system will not be available to the Contractor. Cellular phones are acceptable, but have limited reception at the project site. The information below describes the availability at project relevant sites:

b. Contractor Trailer: Contractor will need to coordinate with current provider.
c. Warehouse Area: N/A

1.15.6 Interruptions of Utilities
a. No utility services shall be interrupted by the Contractor to make connections, to relocate, or for any purpose without approval of the Contracting Officer.
b. Request for Permission to shut down services shall be submitted in writing to the Contracting Officer not less than seventeen (17) calendar days prior to date of proposed interruption. The request shall give the following information:
(1) Nature of Utility (Gas, L.P. or H.P., Water, etc.)
(2) Size of line and location of shutoff.
(3) Buildings and services affected.
(4) Hours and date of shutoff.
(5) Estimated length of time services will be interrupted.
c. Services shall not be shutoff until receipt of approval of the proposed hours and date from the Contracting Officer.
d. Shutoffs which will cause interruption of Government work operations as determined by the Contracting Officer shall be accomplished during regular non-work hours or on non-work days of the Using Agency.
e. Operation of valves on water mains will be by Government personnel.
Where shutoff of water lines interrupts service to fire hydrants or fire sprinkler systems, the Contractor shall arrange his operations and have sufficient material and personnel available to complete the work without undue delay or to restore service without delay in event of emergency.
1.16 WARRANTY
The Contractor must provide the Government a one year warranty from the date of final acceptance by the Contracting Officer's Representative (COR), and comply with applicable warranty requirements of Section 01 78 00 CLOSEOUT SUBMITTALS. The one year warranty period shall start after each completed, in-place item of work has been tested in accordance with the technical specifications and accepted by the Government. The warranty must cover defective materials, design and workmanship. In instances where the material or equipment manufacturer's advertised minimum warranty is in excess of one year, it must remain in force for its full period. Upon receipt of notice from the Contracting Officer of failure of any of the material or equipment during the warranty period, the Contractor must promptly furnish and install new replacement parts at no additional cost to the Government.
1.17 CONSTRUCTION PERIOD
The construction period for when the Contractor can begin on-site work will occur from 1 June through 30 November. This timeframe will be referred to as the construction period herein. The construction period was based on historical low water conditions at Cheatham Dam (below spillway gate top) for a six month duration (1 June through November 30) each year.
If Contractor cannot complete construction activities during the Construction Period, they will be required to return during the following year's Construction Period. Contractor shall ensure that the gates are operable prior to any demobilization.

Prior to start of the construction period the Government reserves the right up to 60-days to award options.
Historical hydrographic data in regards to headwater and tailwater elevations has been provided in Section 01 95 00 FORMS AND ATTACHMENTS for information only.
1.18 CONSTRUCTION SEQUENCING
The work specified under this contract will require extended outages of the spillway gate machinery for the Cheatham Dam. Contractor must coordinate with the Contracting Officer to ensure any temporary electrical outages or usage does not in anyway delay or affect operations at Cheatham Power Plant, Dam or Lock. All requests for feeder outages and gate machinery outages shall be made in advance to the Contractor Officer's Representative. All outages shall be included in the Contractor's project schedules in accordance with Section 01 32 01.00 10 PROJECT SCHEDULE. The following restrictions shall apply to all construction activities:
1.18.1 Spillway Feeder Outages
The methodology of disconnecting the spillway dam feeders shall ensure continuity of power to in-service gates to remain in operation. The feeders shall be deenergized and each gate isolated from power by the Government. The Contractor will be allowed to witness/review the isolation procedures. Provide 7 calendar day notice for any feeder outage.
1.18.2 Spillway Gate Machinery Outages
Unless otherwise approved by the Contracting Officer, the Contractor shall remove no more than two spillway gates from service simultaneously. A gate is considered removed from service when the gate cannot be raised or lowered in a controlled manner, or the gate is not capable of retaining water to the extent of its original designed ability. Removing a gate from service may also be referred to as a gate outage. The Contractor shall notify the Contracting Officer in writing of gate outage dates no less than 14 days prior to commencement of each gate outage.
1.18.3 Spillway Gate Operations
Where a spillway gate requires any amount of movement in either direction, the Government shall solely operate the controls for the allowed movement.
The Contractor shall coordinate with Contracting Officer a minimum of 5 days prior to long term gate operation and a minimum of 1 day for short term operations. A long term gate operation is considered 1 or more hours required of a gate operator, anything less is considered a short term operation.
1.19 SAFE CLEARANCE PROCEDURES
Project personnel use a Safe Clearance System, as stated in ER 385-1-31 and amended by the Nashville District to ensure continuity of service and safety to personnel and equipment. Any work performed which requires taking the Project's operating equipment out of service will be done only after a formal clearance is obtained by the Contracting Officer with 48-hour minimum notice. Contractor personnel must not violate clearance.
Any violation of Safe Clearance Procedures will be grounds for removal of the offender(s). Copies of the Nashville District Safe Clearance

Procedure will be supplied to the Contractor upon request.
1.20 DAILY CLEANUP AND DISPOSAL
Work areas must be kept reasonably neat on a daily basis. Debris resulting from the work, such as empty paint cans, packing cases, scrap lumber, oil and grease spills, and other debris must be collected, removed, and disposed of off-site at least once per week. Government trash cans, dump boxes and other containers shall not be used. Liquid waste must not be disposed of in existing drains.
1.21 STORAGE OF EQUIPMENT AND MATERIALS
Storage of equipment and materials will be permitted only in designated staging areas.
1.22 PROTECTION AND RESTORATION OF EXISTING FACILITIES
Existing facilities must be protected whether or not shown on the drawings. Upon completion of the work, existing facilities, not included as a portion of the work, shall be left in a condition equal to the original condition prior to the contract. Costs for repair and restoration of any facilities must be considered to be incidental to and included in the contract price.
1.23 ENVIRONMENTAL PROTECTION
Contractor must maintain all work within and outside the project boundaries free from environmental pollution that would be in violation of any federal, state, local regulations or permits.
1.24 EVALUATION OF CONTRACTOR PERFORMANCE
The Contractor's performance will be evaluated in accordance with FAR Part
42.15 in the areas of quality, schedule, cost control, management, utilization of small businesses, and regulatory compliance at minimum.
The evaluation will include a written narrative and rating of either exceptional, very good, satisfactory, marginal, or unsatisfactory for each. The format for the evaluation is attached at the end of Section
01 95 00 FORMS AND ATTACHMENTS.
The Contractor's review of the evaluation shall be completed electronically at the CPARS, http://www.cpars.gov . This website also includes guidance and the user's manual.
Upon contract award, the Contractor shall provide the Contracting Officer with the name and e-mail address of the Contractor's Representative to be registered into the system. Following initial completion by the Government, the Contractor will have sixty (60) calendar days to review, comment, and return the evaluation.

PART 1 GENERAL
1.1 SUBMITTALS

1.2.1 Project Location

1.2.2 Scope of Work
The work covered by this section consists of furnishing all labor, materials and equipment for the replacement of the Cheatham Dam Spillway Electrical and Mechanical Components. All work shall be performed in strict accordance with this specification and the applicable drawings, and shall be subject to the terms and conditions of the contract.
1.2.2.1 Base Contract - Spillway Gates 1 and 7
Under the base contract, spillway gates 1 through 7 shall have the components undergo replacement. Reliable power and functionality must be maintained on all other gates that are not being replaced throughout the entire period of performance.
1.2.2.1.1 Demolition
Lead paint and asbestos remediation work of demolished equipment under the base contract shall be incidental to this payment. The demolished equipment includes internal circuitry of the controller cabinets, control station, gate indicator worm drive, cable/wiring, motors, brakes, couplings, and pillow block bearings.
All demolition work shall be performed in accordance with Section 02 41 00 DEMOLITION on the gates specified above.

1.2.2.1.2 Electrical Controls
The electrical controls here refers to controller cabinets, control stations, and the gate indicator equipment. Both the control cabinet and station enclosures shall be reused. Remove existing control circuits from each enclosure and replace with new control circuits as indicated in the contract drawings. The gate indicator within the control station is a mechanical counter positively incremented by a worm driven system. Refer to Section 35 20 20 ELECTRICAL EQUIPMENT FOR GATE HOIST for specification requirements.
1.2.2.1.3 Grounding and Bonding
Install new grounding and bonding conductors to all non-current carrying metallic parts of new equipment and new metallic conduit. New equipment refers to hoist motors, brake assemblies, etc. Refer to Section 26 05 26.00 40 GROUNDING AND BONDING OF SYSTEMS for specification requirements.
1.2.2.1.4 Conductor and Conduit
Remove and replace all conductor runs internal to the controller cabinet and terminating to the spillway machinery equipment types. Equipment types include motor, brake, equipment heaters, and control stations. Exclude the dam feeders and limit switch conductors that shall be reused. Where reconnection of the dam feeders and limit switch conductors are unable to reconnect to the designated terminals of the new control panel design, conductor splices shall be permitted. New conductor or cable requiring a splice is considered incidental work. Refer to Section 26 20 00 ELECTRICAL DISTRIBUTION SYSTEM for specification requirements.
All new conduit shall be incidental to this payment. The contractor is responsible for the determining if the existing conduit system currently used to interconnect all equipment described is able to be reused for the installation of the new conductors.
1.2.2.2 Options
1.2.2.2.1 Option 1 - Brake
Remove the existing brake and brake housing mark 55/7-8 and replace with a new brake and brake enclosure as specified. Refer to Section 35 01 41.00 10 ELECTROMECHANICAL OPERATING MACHINERY FOR LOCKS AND DAMS for specification requirements.
Required quantity: 1 total for each gate included in the base contract.
1.2.2.2.2 Option 2 - Motor
Remove the existing motor mark 55/7-2 and replace with a new motor as specified. Refer to Section 35 01 41.00 10 ELECTROMECHANICAL OPERATING MACHINERY FOR LOCKS AND DAMS for specification requirements.

1.2.2.2.3 Option 3 - Couplings and Pillow Block

1.2.2.2.3.1 Demolition

1.2.2.2.3.2 Drive Shaft Flexible Couplings

PART 1 GENERAL
1.1 CONTRACTOR'S INVOICE AND CONTRACT PERFORMANCE STATEMENT
1.1.1 Submission of Invoices
Monthly invoices and supporting forms for work performed through the anniversary award date of the Contract must be submitted to the Contracting Officer within 5 calendar days of the date of invoice. For example, if Contract award date is the 7th of the month, the date of each monthly invoice must be the 7th and the invoice must be submitted by the 12th of the month.
1.1.2 Final Invoice
a. A final invoice must be accompanied by the certification required by DFARS 252.247.7023 Transportation of Supplies by Sea, and the Contractor's Final Release. If the Contractor is incorporated, the Final Release must contain the corporate seal. An officer of the corporation must sign and the corporate secretary must certify the Final Release.
b. Final invoices not accompanied by the Contractor's Final Release will be considered incomplete and will be returned to the Contractor.
1.2 PAYMENT ITEMS
Payment items for the work of this Contract for which Contract job payments and unit price payments will be made are listed in the BIDDING SCHEDULE and described below. All costs for items of work, which are not specifically mentioned to be included in a particular job or unit price payment item, are included in the listed job item most closely associated with the work involved. The job price and unit price and payments made for each item listed constitutes full compensation for furnishing all plant, labor, materials, and equipment, and performing any associated Contractor quality control, environmental protection, meeting safety requirements, tests and reports, and for performing all work required for which separate payment is not otherwise provided.
