Seed Project (Task Order 0001) Old Hickory Intake Crane:
Old Hickory Intake Crane (September 2022) SEED PROJECT MAGNITUDE: Disclosure of magnitude of the seed project “Task Order 0001 – Old Hickory Intake Crane” is between $10,000,000.00 and $25,000,000.00.
**Offerors are required to submit a proposal for all evaluation factors for the seed project in order to be considered for the MATOC pool.
SCOPE: Replace existing 75 Ton Intake Gantry Crane with a new 105 Ton Intake Gantry Crane at Old Hickory Dam. The Contractor is to design, manufacture, install, test, and commission the new intake crane on both primary shore power and emergency diesel generator power. The new crane must be fully commissioned and operational prior to demolition of the existing crane (Option). Existing intake crane is known to have asbestos containing material and lead based paint.
Old Hickory Intake Crane Project background File Name The existing Intake crane was manufactured by MOFFETT ENG CO. and was completed around 1956, with an original design capacity of 75 tons. The crane was installed to provide the closure of the three intake gates of a unit against unbalanced head in case of runaway turbine, and to handle intake gates as required for unit maintenance. Only one intake gate can be lowered at a time. The crane was also designed to perform gate cracking to re-water generating units with unbalanced head across the gate. Below are the current hoist functions:
Main Hoist - 75 tons Deploy the intake gates for maintenance.
Deploy intake gates for emergency closure.
Perform gate cracking to re-water unit.
Deploy the spillway bulkheads Used for various maintenance lifts, removing hatch covers, deploying floating work platform.
Trash Hoist – 10 tons Remove and install the intake trash racks.
Various maintenance lifts.
Old Hickory Intake Crane Project Crane Functions File Name A new intake crane will be designed to replace the function of the original crane and restore reliability of the plant. The list below describes the function of each hoist.

Basis for award for MATOC and SEEd The statement of work and plans/specifications for the seed project, “Task Order 0001, Old Hickory Intake Crane”, will be included in this single-phase solicitation. Offerors are required to submit a proposal for all evaluation factors for the seed project in order to be considered for the MATOC pool.
Following the evaluation of proposals, the MATOC awards and seed project “Task order 0001 Old Hickory Intake Crane” will be made based on the best value to the Government using the Best Value Trade-Off source selection process in FAR Part 15.
Offerors are cautioned that the award may not necessarily be made to the lowest priced offerors. Any deficiency found in source selection could render the proposal unawardable both for the seed project and the overall MATOC.
The government may award the MATOCs and seed project (Task Order 0001) on the basis of initial offers received without discussions; therefore, an offeror’s proposal should contain the offeror’s best terms from a technical and price standpoint.
Submission requirements to be eligible for the MATOC pool and to be eligible for the seed project can be found in the RFP.
Factors to be Evaluated Factor I: Past Performance Confidence: Each Offeror’s past performance will be evaluated to determine the level of confidence the Government has in the Offeror successfully completing the solicited work. There are three aspects to the past performance evaluation: Recency, Relevancy (including context of data) and Quality (including general trends in contractor performance and source of information).
IMPORTANT: a stand-alone proposal whose past performance projects submitted are as JV’s, are not always available to be evaluated appropriately through CPARS.
Factor II: Technical Approach: Each Offeror’s proposal shall demonstrate the offeror’s approach to performing the required work as outlined in the scope of work and associated references.
Factor III: Small Business Participation Proposal: All Offerors shall submit a Small Business Participation Proposal (SBPP) in accordance with Defense Federal Acquisition Supplement (DFARS) 215.304. The SBPP will be incorporated into any resultant prime contract as the basis for a formal Small Business Subcontracting Plan the successful Offeror (if Other-Than-Small) will be required to submit upon contract award.
Factor IV: Price: Price proposals will be evaluated by a cost engineer (separate from the SSEB) for fairness, reasonableness, price realism and for material unbalancing through the use of price analysis in accordance with FAR 15.404-1. Should certified cost and pricing data be required, then cost analysis may be performed to determine realism and reasonableness. Pricing of the seed project will be used as the total evaluated price for purposes of the best value trade-off.
Task Order procedures
Future Projects: When work under this MATOC arises, a Task Order Proposal Request (TOPR) letter will be issued to all participants in the MATOC pool that have maintained satisfactory performance.
The TOPR will specify construction performance requirements, the schedule for a site visit, and requirements for proposal submission. The TOPR will include such documents as technical specifications, drawings, data, attachments, DOL Wage Determinations, and a statement of work.
Task orders will be competed among the MATOC pool or negotiated on a sole source basis. The circumstances justifying a sole source procurement are stated in W912P523R0004 Solicitation.
Competed task orders will generally be awarded based on the lowest, responsive price received. The Government reserves the right to award task orders based on the best value trade off process, where price may be more important, equal, or less important than past performance or technical factors when combined. The basis of award for task orders will be stated in the individual Task Order Proposal Request (TOPR) letter.
Whenever possible, task order awards will be made without discussions.
