1. 4 Will the Government please identify a level of service (Levels I, II, III, or IV) for each of the assigned areas? This information will be needed to provide accurate pricing (ref. C-3.3: Schedule of Work).
Answer: Generally, most cleaning services in the recreation areas will be at Level III in winter months which is usually October to March. In a typical recreation season the campgrounds open Mid-May at Level I and remain at that level until they close in Mid-October. The other recreation areas typically open in May at Level I and remain at that level until September. Level II may be used for some services such as item #041 and/or #042 up to 2 weeks in transition from Level III to Level I in May and October. Level IV has not been used in the current contract.
Currently there are no plans to use level IV in this contract.
5 Can the Government provide more information regarding the (#043) dumpsters (i.e., sizes, locations, etc.)?
Answer: There are dumpster storage sites at Cage’s Bend, Cedar Creek Campground and Laguardo Day Use.
Additional dumpster locations are at Old Hickory Operation Areas and the Old Hickory Shop Compound. A staging area is located off Double Log Cabin Road in Lebanon. The Double Log Cabin staging area is made available as a convenience to the Contractor and will not be maintained by the Government.
Refer to Section C-3.2.g.:
g. Dumpsters. (Item #043). The Contractor shall provide a front loading dumpster (8 cu. yd. capacity, minimum) in each of the two campgrounds for campers to dispose of their garbage. The contractor shall also provide a dumpster at the Operations Area for the disposal of refuse from the maintenance shop and operations area.
The grounds around the dumpsters shall be kept free of litter and garbage. If campers fail to deposit their garbage into the dumpster, the Contractor shall deposit this trash into the dumpsters. All dumpsters shall be sprayed with disinfectant each time the units are emptied. Disposal shall be at State approved landfills only.
Trash, litter, or debris collected from other recreation and access areas shall not be disposed of in the dumpsters located in the camping areas or the Operations Area. If the Contractor wishes to place additional dumpsters on public property for the disposal of trash, litter, or debris collected from these areas, a request for approval of the location shall be made to the COR. These additional dumpsters shall be furnished and emptied at no additional expense to the Government. Disposal shall be at State approved landfills only.
6. Is it the Government’s intention that the Contractor must clear only a three-foot area surrounding marked trees that identify the boundary line, as described in Section C-7? Our understanding is that other lakes are interpreting it as a physical three-foot line of cleared ground between each tree marking. There is a significant cost differential between these two – can the Government please clarify its intent?
Answer: There is no reference to a 3-foot line of cleared ground between each tree in the PWS for this contract.
Refer to Section C 7.2.a. Marking which states:
“Each marked tree shall be visible from the succeeding marked tree.”
“Signs supplied by the Government shall be nailed to trees and/or riveted or bolted to posts at top and bottom and on line at intervals of not more than 200 feet, or each sign shall be visible from the succeeding sign, whichever is the least distance.”
7. Can the Government please clarify the requirement discussed during the site visit regarding a full-time water treatment personnel?
Answer: Refer to Section C-1.7 PERMITS AND LICENSES, which states. The Contractor shall, at his own expense, obtain any licenses, permits, or certifications required to perform all aspects, requirements, and work under this contract. The Contractor shall comply with all current Federal, State, and local laws and regulations and shall comply with any subsequent changes. The government shall pay for utility permit cost and fees charged by the utility company.
The permit, NPDES Permit No. TN0021491, requires a licensed operator. Contact the Tennessee Department of Environment and Conservation for further information as they are the issuer of the NPDES permit.
8. Will the Government please provide the incumbent annual contract value?
Answer: Contract W912P5-16-D-0003 was awarded on March 3, 2016 for the base award amount of $1,474,216.80.
9. Has the scope of work changed significantly from the incumbent contract? If so, will the Government please identify the major changes?

Answer: There is a temporary “staging” area at the Rockland Recreation area (approximately 1,000 square feet).
Please refer to paragraph C-3.2 e (5).
Driftwood material can be chipped and utilized on trails approved by the COR at no additional cost to the government or hauled and disposed of at a State approved landfill or collection area. The removal of drift resulting from water elevations reaching 448 feet msl elevation and above, measured at the dam, is not including in this work item and will be accomplished by other means.
15. Section C-8.3d. Seasonal Beach Maintenance states "This line item shall be per full tandem axle truck load." To clarify, is the price to be for each truck load?
Answer: The maximum quantity indicated on Section B – Schedule of Prices is 800 tons for the Base Year and each Option Year.
16. How was the quantity of 800 calculated when 4 beaches with an order of up to 200 tons would only calculate to roughly 40 or less truck loads?

SECTION C-7
Marking and Painting Boundary Lines
C 7.1 GENERAL. Unless otherwise specified herein, the Contractor shall provide all management, personnel, materials, supplies, tools, parts, vehicles, transportation and equipment necessary to mark and paint a segment of the Government boundary line surrounding Old Hickory Project. The Government will provide a set of real estate segment maps covering the work area, boundary line signs, and any necessary pins and monuments.
C 7.2 WORK TO BE PERFORMED. (Item #0113). Re mark the project boundary line by marking, painting, and installing signs and posts to mark and provide a highly visible boundary for protection, control and maintenance, and to prevent encroachment on Federal land. The Contractor shall provide the following:
a. Marking.
(1) On corners three (3) witness trees, within sight of the corner, shall be referenced pointing to the monument or pin by three hacks and one blaze below the hacks only on witness trees located on corps property (see C-6.2 d). Existing marked witness trees shall be re marked. Witness trees at corners shall be marked with white paint.
(2) An on-line tree shall be blazed on-line, fore and aft, and the blaze painted yellow. Existing on-line trees shall be re marked. Trees within three feet of the line (on the Government side) shall be marked with two yellow painted hack marks facing the line. Each marked tree shall be visible from the succeeding marked tree.
(3) Signs supplied by the Government shall be nailed to trees and/or riveted or bolted to posts at top and bottom and on line at intervals of not more than 200 feet, or each sign shall be visible from the succeeding sign, whichever is the least distance. A minimum of two signs will be required between all corners, unless otherwise approved by the COR. A sign and post shall be installed at all corners where there is a concrete monument or pin. Nails used to fasten signs to trees shall be driven to within one-half inch of the head to allow for tree growth. All signs shall be mounted 36” from ground level.
(4) Post type shall be determined by the terrain and development. Wooden posts shall be primarily used in highly developed subdivisions, while rigid fiberglass or metal post shall be used in pastures, wooded areas and in extremely rocky areas where there is little topsoil.
b. Interruption In Line. It is the intent of this contract that the boundary line be re marked without breaks or gaps. However, if the Contractor finds a segment that is unmarked or an old line that is impossible to follow, the Contractor shall notify the COR. The COR will coordinate a new starting point. The Contractor shall be responsible for painting the missing segment after it is re established by the Government. The Contractor shall not invoice for this section until it is painted.
c. Field Notes and Records. The Contractor shall keep a daily work record including a boundary map showing the date and area where the boundary has been re marked, distances covered, number of signs used, location and description of lakeshore management classification signs which are in place and which are missing, all pins or monuments which have been removed or destroyed, and any problems or encroachments encountered. A field copy shall be maintained to be used to transfer the information to a permanent copy in the Resource Manager's Office. This will be accomplished in coordination with the COR or designated representative. The map shall be updated with mileage completed before each invoice is sent in for payment and verified by the COR. The Contractor shall notify the COR when a segment of boundary is finished and ready to be inspected.
d. Definitions.
(1) Blaze a cut made into the cambium layer of a tree about five feet above the ground, 3" to 4" wide and 6" to 8" long.
(2) Hack Mark a single horizontal or diagonal cut penetrating the wood, but not notched. Trees along the line shall be marked with two hacks approximately five feet above the ground, cut diagonally and shall be painted yellow, approximately 3" wide and 4" to 10" long, depending on the size of the tree.
e. Materials. In addition to the items described in C 7.1, the Contractor shall furnish the following special items:
(1) Nails (galvanized, #6).
(2) Nuts and bolts or rivets.
(3) Boundary line posts shall be 4 inch x 4 inch pressure-treated pine, white or yellow rigid fiberglass, or galvanized/painted green or brown metal post approved by the COR.
(4) All paint shall be a good grade of enamel equal to Sherwin Williams or Glidden implement enamel, or Forestry Suppliers Boundary Marking Paint. All paint shall be approved by the COR prior to use.
C 7.3 SCHEDULE OF WORK. Actual schedules of work will be established through issuance of delivery orders.
C 7.4 LOCATION OF WORK. The property boundary line around the Old Hickory project.
C-7.5 SPECIAL PROVISIONS.
a. Paint shall be applied without thinning by brush or other methods approved by the COR.
b. Wooden posts shall be set at least 12 inches with concrete or 18 inches in soil alone. Rigid fiberglass and metal post shall be driven a minimum of 24 inches.
b. One mile of line will be 5,280 feet along the tangent as actually measured or computed on horizontal distances along the boundary.
c. Real estate segment maps are the property of the Government and shall be returned to the COR at the completion of the delivery order.
