QUESTIONS & ANSWERS

This solicitation is being amended to address the questions asked during the question period.

1. QUESTION: Section 48 20 00. Paragraph 1.2 references Clause 52.211-8 “TIME OF DELIVERY”, however this clause is not included in the solicitation.

ANSWER: This Clause will not be included, because the delivery schedule is included in the CLINs.

2. QUESTION: For bidding purposes should we assume that the final pad will be ready for the transformer at the time of delivery?

ANSWER: Reference Specifications section 48 20 00.04 26, paragraph 3.8 for the transformer site movement and assembly requirements. It is the intent of the government to have the transformer pad/vault completed by the time the transformers are offloaded and assembled in the temporary location.

3. QUESTION: Delivery Information in the solicitation states delivery dates of 365 days ANP for the transformers. Will both transformer pads be ready for delivery of both units at the same time?

ANSWER: Reference the Government’s response to Question No. 2. The installation of the final transformer will not begin until the first transformer has been completed, tested, and commissioned.

4. QUESTION: Section 48 20 00.04 26. Paragraph 3.8.1.a. requires the units to be offloaded and assembled in a temporary location prior to moving to final location because of the takeoff tower restricting crane movement at the permanent location. Drawing G-004 has a red box on the overhead view of site access that says “North side of switchyard install area”. Is the red highlighted area the temporary location or final location? Please clearly show where the temporary assembly location and final locations are. We must know this in order to get pricing on moving to final location via goldhofer, jack-slide or other method.

ANSWER: Reference the Government’s response to Question No. 2 and attached document titled “OLD HICKORY GSU PREPROPOSAL PRESENTATION” for the approximate location of the potential offload areas. The red highlighted area located on the north side of the switchyard is the final location.

5. QUESTION: Section 26 08 01. Paragraph 1.1 states that after requirements of Section 48 20 00 are completed, another contractor will complete interconnections to the plant, along with other associated work. This work has to be completed before the CA returns for commissioning activities. What is the estimated time period for the other contractor’s work?

ANSWER: The estimated time for the contractor’s work is two (2) weeks.

6. QUESTION: Will the commissioning required by Section 26 08 01 take place at the same time for each unit or should we anticipate separate trips and separate commissioning for each unit? If separate, how long between each unit commissioning?

ANSWER: Separate trips will be made for the commissioning of each unit. The time period between the commissioning of each unit is approximately two (2) months.

7. QUESTION: Section 26 08 01 requires commissioning of the transformers, in addition to testing required in Section 48 20 00. This commissioning seems to be a joint effort between all parties. How many days should the contractor assume the commissioning will take to complete?

ANSWER: Reference the Government’s response to Question No. 5. Commissioning of each unit will take approximately two (2) weeks.

8. QUESTION: Can you please confirm if there is a Buy American requirement for this project?

ANSWER: The Solicitation has been updated to include DFAR Clauses 252.225-7001, Buy American Act and Balance of Payments Program and 252.225-7002, Qualifying Country Sources as Subcontractors.

9. QUESTION: The losses specified are Load Loss of 180 kw at max. MVA and No-Load Loss of 90 kw. The specification does not mention about auxiliary losses. Are Auxiliary Losses included in specified Load Loss of 180 kw at max. MVA. Please clarify.

ANSWER: Auxiliary losses are not included in the load loss requirement. Auxiliary losses are not evaluated.

10. QUESTION: Please provide picture of the name plate of existing Transformer.

ANSWER: The existing transformer is not being replaced in kind due to potential generating unit up-rates and changes to system requirements. The existing nameplate will not be provided.

11. QUESTION: The specification asks for two De-Energized Tap Changers (tap A 69 kV and tap B 161 kV), one for Std. +- 2 X 2.5% taps and the second to accomplish reconnection switching between 69 kV and 161 kV. We propose to use a link board on top of Core and Coil Assembly to accomplish this reconnection switching between 69 kV and 161 kV, as a Switch for this required rating is commercially unavailable. Please note, with this proposed link board arrangement, it is not required to drain Transformer oil to perform switching. Please confirm this is acceptable.

ANSWER: Reference Specifications section 48 19 23.04 paragraphs 2.1, 2.5.1 and 2.11.7 for the de-energized tap changer requirements.

12. QUESTION: Please note, to accomplish reconnection switching between 69 kV and 161 kV, the DETC on 69 kV will meet the specified +- 2 x 2.5% taps, but DETC on 161 kV will meet +- 2 x 1.07% taps. Please confirm if this is acceptable.

ANSWER: Percentage (%) tap step for the 161kv is not specified. Please reference Specifications Section 48 19 23.04 and Drawing G-003 attached to this amendment.

13. QUESTION: Specifications do not mention CT ratios on HV side. We propose 1/ phase 1000:5, MR, C400 CT’s for 69 kV & 1/ phase 600:5, MR, C400 CT’s for 161 kV. Please confirm this is acceptable, else please provide preferred CT ratios and accuracy class.

ANSWER: HV side CTs are not required. Please reference Specifications section 48 19 23.04, paragraph 2.9.1 attached to this amendment.

14. QUESTION: Please confirm if it is required to conform to maximum dimensions of Overall Depth X Width = 240 in X 197 in per drawing provided in the specifications

ANSWER: Conformance with maximum width and depth dimensions depicted on Sheet E-101 is required.

15. QUESTION: Request extension of bid submission date to 05/22/2020.

ANSWER: The proposal due date has been extended to May 22, 2020, per this Solicitation amendment.

No additional questions will be accepted after this amendment.
