About this file

This document provides details for a federal solicitation seeking the supply of two generation step-up power transformers for the Old Hickory Power Plant. The solicitation will result in a firm fixed price supply contract awarded under NAICS code 335311. Proposals are due by May 22, 2020 and will be evaluated based on a best value tradeoff analysis considering technical evaluation, price evaluation, and a cost/technical tradeoff. The scope of work involves design, manufacture, factory testing, and delivery of two 75,000/100,000 kVA power transformers with 161x69kV voltages and ONAN/ONAF cooling to the Old Hickory Power Plant in Hendersonville, Tennessee by the awarded contractor. Key requirements include resin-impregnated synthetic bushings and stainless steel control cabinets. The pre-proposal presentation provides additional technical requirements and project background information.

Overall Technical Summary

Voltages Dual voltage rated secondary / high voltage winding – not autotransformer construction

Transformer is a GSU application with voltages and impedances studied through grid simulation to provide the best possible range of generator support to transmission operations. At the time of installation, the transformer will be installed in a 69 kV system.

In the future, the switchyard may be upgraded to 161 kV.

Multiple design solutions are possible, but the impedances and number of external bushings (only 3 high voltage leads brought out) may not be changed.

Impedance, high-low, at ONAN rated current, subject to IEEE tolerances:

(1) 69 kV: 7.5 (required impedance)

(2) 161 kV: minimum 7.5, maximum 12 (anywhere in this range)
