The two motor control centers for the Emergency Gate are also to be replaced. The Contractor shall provide labor and plans for the demolition of the existing controls to be replaced. The Contractor shall also furnish labor, plans, fabricated control panels, fabricated control consoles, control devices, and all wiring materials and hardware for the installation of the new controls systems and motor control centers per the contract drawings. The Contractor shall provide an outage plan in order to determine the amount of time the lock will be inoperable to lock watercraft. This outage plan shall not exceed a maximum of 30 calendar days total with each individual outage lasting no longer than 5 calendar days at a time. The lock will be available 24 hours a day during planned outage periods. The request for lock closure shall be submitted in writing a minimum of 14 calendar days prior to each closure. Due to the unavailability of the Kentucky Lock in July 2019, no lock outages can be scheduled during this time period. The lock must be fully operational after each outage. This includes the tow haulage unit. The Contractor may install temporary controls for the lock in an effort to minimize the lock downtime. The temporary controls must be located in area where the operator can see the watercraft. Should the Contractor decide to use this method, it should be reflected in the outage plan submittal.
