QUESTIONS AND ANSWERS

Questions and Answers

Barkley Lock - Replacement of Electrical Operating System

1. During the pre-bid it was stated that we could take equipment across the emergency gate.

What type of time frame will there be before we could get it back across when finished?

ANSWER: The lock staff would need to be notified 24 hours in advance of needing to re-raise the emergency dam in order to move equipment. The emergency dam availability will also depend upon the Contractor’s means and methods for the controls work being done.

2. During the pre-bid it was said that the concrete lids which give access to the gallery levels have never been removed. What is USACE’s expectations for when 1) the hatches cannot be lifted off, 2) the lift is made, and they crumble due to their age causing them to be unusable?

ANSWER: There is no connection between the lids and the lock wall other than paint, water proofing, and corrosion over time. Therefore, bidders should assume the lids can be removed without damaging them. The method of removal shall be determined by the Contractor and approved by the Contracting Officer. It is the responsibility of the Contractor to select the appropriate methods and equipment necessary to complete the task.

3. Can an explanation of how the outage will be made available?

ANSWER: See Technical Specification Section 35 01 45 paragraph 1.4.1.

4. When is the expected start date of the project?

ANSWER: See FAR 52.211-10 Commencement, Prosecution, and Completion of Work, which is included in the Solicitation.

5. On the prints for the console cabinets and various panels, manufactures are given for the components. Is an “or equal” component satisfactory?

ANSWER: Yes. See Technical Specification Section 35 01 45.

6. Will detailed installation drawings need to be provided by the contractor as part of the preconstruction submittals?

ANSWER: Yes. See Technical Specification Section 35 01 45, 3.5.1 Shop/Installation Drawings.

7. Due to the short time between the walk through and the end of questions being able to be submitted can an extension be granted for questions? If further questions should arise during the preliminary job take off it could lead to an inflated quote from the contractors.

ANSWER: No. The deadline for receipt of questions will not be extended.

8. Will the site visit sign-in sheet be provided?

ANSWER: Yes. The site visit sign-in sheet and the Government’s responses to questions posed by prospective bidders were posted to FBO.gov.

9. Are there any mechanical drawings associated with the replacement of the motors and valves?

ANSWER: Information on the motors and valves can be found on the following reference drawings: Q9-31/4.3, Q9-33/9.1, Q9-25/1.3, Q9-25/2.4, Q9-25/3.3, Q9-25/4.3, and Q9-25/5.2.

10. Will the existing piping for the culvert and miter gate valves remain and be reused?

ANSWER: The existing hydraulic piping for culvert and miter gate valves will remain. It is the responsibility of the Contractor to ensure the new valves can be installed onto the existing piping.

11. Does any of the existing cabling and/or equipment to be removed contain asbestos or lead that would require abatement?

ANSWER: There is a possibility of lead and or asbestos within the facility. If the Contractor suspects the material they are working on contains lead or asbestos, they are responsible for having it tested. If it turns out that this is positive, a modification can be written to address the test and proper abatement of the substance. If it turns out to be negative, the cost of the test shall be on the Contractor.

12. Do the Hydraulic System Circulation Pumps needs replaced? If so, how many hydraulic circulation pumps are there?

ANSWER: No hydraulic system circulation pumps are being replaced.

13. I believe there are 4 hydraulic gate and valve pumps that need replaced. Can you confirm?

ANSWER: See the Government’s Response to Question # 12.

14. Is there a hydraulic system piping diagram available?

ANSWER: The hydraulic system piping can be seen on the following reference drawings: Q9- 27/2.1, Q9-27/3.3, Q9-27/4.1, Q9-27/5.2, Q9-27/8.2, and Q9-27/1.4.

15. Are the solenoids for the bubbler system being replaced?

ANSWER: The bubbler solenoids are not being replaced.

16. Are any mechanical components of the bubbler system being replaced?

ANSWER: No.

17. Is a guided wave radar measurement device acceptable for level measurement?

ANSWER: This sensor can be used as long as it meets the requirements of Technical Specification Section 35 01 45 Paragraph 2.1.4.1.

18. What is the maximum depth of the lock chamber?

ANSWER: Reference drawings Q9-3/13.2 and Q9-20/23.6.

19. Is the lock currently operational and if not, what is the reason?

ANSWER: The lock is operational.

20. General Question-Are we replacing any 480 vac Power cables other than for the tow Haulage? Worded another way- Are we replacing the 110v control wiring only except the 480 vac cables for tow Haulage?

ANSWER: It is the Government’s intent to reuse existing feeders. The Government will not allow the Contractor to extend the length of 480 VAC cable by splicing cable.

21. In Ref 2.1.2 of specs-Are we replacing the directional/proportional valves only and not the hydraulic cylinders for the gates and valves? Worded another way-Are we replacing any gate or valve hydraulic cylinders?

ANSWER: The hydraulic cylinders are not being replaced.

22. General Question- Are the motors to be replaced on the emergency lift gate and tow haulage to be brake/motor combos?

ANSWER: The lift gate and tow haulage shall be electric brake motors. See Technical Specification Section 26 60 14, 1.3 General Requirements.

23. What are the Governments expectations with respect to the prototype required in 35 01 45 paragraph 2.1.6.4? Does this prototype have to be a full scale working model or a computer model? Can it be built in the Contractor’s shop or must it be built on-site? Will the Government take possession of the prototype after a successful demonstration? How is success defined?

ANSWER: The Contractor shall build a physical, table-top scale model for the emergency gate and controls and demonstrate the operations of the scale model (i.e. operate the scale model up and down several cycles without any issue; demonstrate skew correction during operation;

demonstrate skew limit stoppage). It shall be built at the Contractor’s shop using components controls essentially the same as those being installed at the work site. The Government will take possession of the prototype after the Contractor finishes the work.

24. Does the 4 -20 mA signal wiring have to be in a separate conduit? Can they be in the cable tray or free-aired?

ANSWER: Bid as specified in drawings Q9-E23, Q9-E43 and Q9-E44. .

25. What is the approximate weight of each of the concrete access panels that we have to lift up?

ANSWER: Information on the concrete access panels can be found on the following reference drawings that have been added: Q9-20/60.3, Q9-20/63.1, and Q9-31/1.4.

26. Can we modify the concrete access panels for lift points? (drill holes for supporting anchors for the lift, etc)

ANSWER: Yes, if the Contractor wishes to install lifting points, they should prepare a sketch and plan for the installation, that will be approved by the COR prior to installation.

27. Will there be a designated site laydown area? There is not one on the drawings. If so, where it be located?

ANSWER: Yes, the Contactor will be given a portion of the fenced in area in the Lock Parking Lot.

28. For the replacement motor, where is the frame number found? We cannot find it in the drawings or specifications.

ANSWER: Information on the replacement motor frame numbers can be found in the following updated technical specifications: Section 26 60 13, Paragraph 1.3.1 General.

29 On Drawing Q9-E8, the plans call for a “Miter Gate Valve, Parker Hydraulics, Model D-41564 DV832”. We have been in contact with suppliers of Parker Hydraulics and they say that Parker Hydraulics does not make anything with that part number. Was this part number a typo? Can you please clarify?

ANSWER: Information on the appropriate Hydraulic Valves can be found on the following updated contract drawings: Q9-E4, Q9-E6, Q9-E8, and Q9-E10.

30. Can another sight visit be provided?

ANSWER: The only site visit scheduled for this project was on 21 May 2018. If you missed the scheduled site visit, no other arrangements will be made due to personnel and time restrictions.
