SITE VISIT MINUTES
CELRN-RC-N 17 August 2017
MEMORANDUM FOR RECORD
SUBJECT: Minutes for Lake Barkley Resource Manager’s Office Roof Replacement (W912P5-17-B-0010) Pre- Bid Site Visit
1. Purpose: To summarize the Pre-Bid Site Visit held on 17 August 2017.
2. Attendees:
Government:
Mr. Mike Looney, CELRN-OPW-BAR (Resource Manager) Mr. Jeremiah Manning, CELRN-ECC-W (Resident Engineer) Mr. John Reed, CELRN-ECC-W (Contracting Officer’s Representative)
Mr. Christopher Marshall, CELRN-OPW-WKA (Civil Engineer) Mr. Sovireak In, CELRN-ECD-C (Civil Engineer) Mr. James Nabakowski, CELRN-EC-C (Civil Engineer) Mr. J.W. Purcell, CELRN-RC-N (Contact Specialist)
Contractors:
See Site Visit Sign-in Roster, attached separately
3. Summary of Meeting: Mr. Purcell started the meeting at 1:00 p.m. CST in the Lake Barkley Resource Managers Conference Room with a brief overview of the contracting requirements and instructions to bidders from the solicitation. Mr. Marshall followed with a project overview and briefed on site-specific particulars. The group inspected the roof structure of both the sloped and flat roof areas, took measurements, and investigated the vents coming through the flat roof from both top and below to determine whether they were still active. The site visit concluded at approximately 3:00 p.m.
a. Issues: There will be two separate Notices to Proceed (NTP) for the overall project. Work on the main roof can begin soon after award, as the necessary permit for alteration of the building has been obtained from the Kentucky State Historical Preservation Office. The permit for conversion of the flat-roofed wings to sloped roofs is pending; the NTP for the line item will be withheld until this is obtained.
c. Questions: Discussions between contractors and the Government centered on location of a lay-down area, retention of vent assemblies over the south wing, abandonment of the existing flat roof gutter system, and the necessity of thicker decking to meet specification requirements for wind conditions. Mr. Looney responded to the lay-down are question with several solutions, depending on the size and conditions of the area needed. It was determined that both the vent assemblies and the gutter systems would be abandoned in place, with specifics to be addressed via written Q&A response. The decking issue would be deferred to Amendment 0001 changes.
d. Q&A Period: Participants were reminded that although verbal questions would be addressed on site, a definitive answer could only be reliably obtained by written submission. Written submission enables the answers to be provided by Solicitation Amendment, and become a part of the subsequent contract. The Q&A period for this solicitation closed at 11:00 am Central Time, 24 August 2017.

AMENDMENT 0001 Q&A RESPONSE
Amendment No. 0001 Q&A Response
Resource Manager’s Office Building Roof Replacement Barkley Lock and Dam, Kentucky
1. Question: Will the prefinished aluminum panel color selection be standard, premium, or metallic finish?
Answer: Select from either standard or premium finish.
2. Question: 120 mph uplift cannot be achieved with panel attaching to the existing ½” plywood deck. Is alternate panel system or an overlay with additional plywood to achieve minimum ¾” thickness acceptable?
Answer: Amendment 0001 changes the specifications to add an additional ½” plywood sheathing layer on the top of existing plywood sheathing.
3. Question: Is vapor retarder in addition to manufacturer’s required underlayment required on all 3/13 sloped roof areas, or is vapor retarder only for low-sloped roof areas?
Answer: The vapor retarder is required on 3/13 slope roof areas and low-sloped roof areas.
4. Question: Guardrail safety system is understandable means for low-sloped fall protection and can be achieved on this project with no problems. Is 100% tie-off with double lanyard connection an acceptable means of fall protection in lieu of guardrails and safety nets for 3/12 sloped areas?
Answer: Contractor shall comply with EM 385-1-1.
5. Question: Do the three roof exhaust fans on the south wing (flat roof) need to be extended up and sit on top of the new roof?
Answer: We have determined that the three vents are out of service and have been abandoned in place. These three roof vents do not need to be extended up through the new roof. The only utility that will need to be extended through the roof is one 3-inch diameter waste vent on the south side, and one 3-inch diameter waste vent on the north side. The roof drains on each side will be abandoned in place at the time the new roof in this area is fabricated.
