22. Industry Question/Comment: Can we get drawings of the bottom block assemblies, sheaves, pins, lifting beams and lifting beam connections?

Government Response: See Reference Drawing Q-4/374A.

23. Industry Question/Comment: At meeting it was indicated that drawings exist showing the length of the cables for the runs from the gate hoists for the feeds and the control cables. Please provide these drawings.

Government Response: See Reference Drawings: Wolf Creek drawing Q-2/836J.4; Dale Hollow drawing Q-3/832D.3; and Center Hill drawing Q-4/836F.7.

24. Industry Question/Comment: W912P517B0008, Under Summary of Work page 12 of 73 the last sentence says that the Contractor shall follow the sequence of work prescribed in the technical specifications. Can all the hoists be manufactured at the same time rather than in the sequences a prescribed in the technical specification?

Government Response: Reference Specifications Section 41 00 01 paragraph 1.2 Sequence of Work.

25. Industry Question/Comment: W912P517B0008 Section 41 00 01 page 7 paragraph 2.7.1 Speed reducers: What is meant by “Speed reducers shall “either” be commercially produced standard speed reducers?

Government Response: Either was removed, See Amendment 0003. Technical Specification Section 41 00 01, Paragraph. 2.7.1

26: Industry Question/Comment: W912P517B0008 Section 41 00 01 page 9 paragraph 2.10 a, and b.

Wire Rope: Drawings show this wire rope is to be stainless steel. Is wire rope to be lubricated and if so by what method and what type of lubrication is desired?

Government Response: See Amendment 0003 section 41 00 01 par.2.10.

27: Industry Question/Comment: Drawings for 20 ton Station Service Hoist Sheet ID C05-M-14 show a hand wheel however we can find no mention in the other specifications for supply of a hand wheel. Is this to be included in the specification?

Government Response: Reference Amendment 0003. Specification Section 41 00 01 Paragraph 2.11 was revised.

28. Industry Question/Comment: In section 26 05 01 1.1.1 a. A line here mentions the placement of new station service switchgear breakers. This should be clarified as some of these breakers will be replaced prior to this work. The question is what breakers if any get replace at any of the three sites on the station service switchgear?

Government Response: Removed. See Amendment 0003.

29. Industry Question/Comment: Can we get a time extension of 2 weeks to the bid date?

Government Response: The bid due date is extended. Reference Amendment 0003.

30. Industry Question/Comment: Regarding the Load Test: From our understanding of the testing requirements for each hoist, we must test the entire assembly and move the rated load 2 feet as opposed to simply conducting a drum pull test. This will required the engineering and construction of a significant structure in order to perform these tests unless an appropriate facility can be located to conduct the tests.

Is our understanding of the government test requirements correct? Is the government aware of a facility that is capable of executing this testing?

Government Response: Maximum load test cannot be completed on site. Yes, the Government is aware of facilities to perform this load testing.

31. Industry Question/Comment: Does the government have spare lower blocks for each hoist to supply for load testing or will supplier have to include the design and fabrication of the lower blocks for testing?

Government Response: No. Technical Specification Section 41 00 01 par 3.4 only requires testing of the hoist and not the lower block.

32. Industry Question/Comment: Will the government want to see engineered and stamped plans and drawings for suspending the gate during hoist replacement?

Government Response: Yes. Contractor will need to follow load handling to meet requirements in EM 385-1-1.

33. Industry Question/Comment: Will government provide bridge loading details for all three sites?

Government Response: See the Government’s Response to Question # 17.

34. Industry Question/Comment: Can the government provide historic lake level details? Due to the limitations on road closures and the size of crane needed to install the hoist units it is likely that the setting of the hoist may have to be completed from a floating plant.

Government Response: Historic lake levels are provided as a separate attachment, provided with Amendment 0003.

35. Industry Question/Comment: This Solicitation has been set aside for Service Disabled Veteran Owned Small Businesses. Due to the fact that there are companies that will misrepresent themselves as Service Disabled Veteran Owned Small Businesses how will the government insure that the project is awarded to a SDVOSB company?

Government Response: Reference FAR Subsection 19.302, entitled “Protesting a Small Business Representation or Re-representation.”

36. Industry Question/Comment: Can we use non stainless steel wire rope for load testing?

Government Response: Yes, Reference Amendment 0003 section. Technical Specification Section 41 00 01 par., Paragraph 3.4 was revised.

37. Industry Question/Comment: Do we have to do a full load capacity testing on only on the drum grooves and not under overwrapped condition?

Government Response: Yes. Load test while not over wrapped will be acceptable.

38. Industry Question/Comment: Refer section 05 50 14.01 Para #3.3.2. Do we have to paint the entire aluminum enclosure or just the areas it contacts with other components?

Government Response: No, do not paint the entire aluminum enclosure, Reference Amendment 0003 section. Technical Specification Section 05 50 14.01 was revised.

39. Industry Question/Comment: In section 01 78 00 1.4 spare parts data says: “Supply one item of each part for spare parts inventory”. Does that mean that we have to supply one spare part for each type of item supplied, for eg. motors, brakes, sheaves, wire rope etc. Can you include a list of items for which you need spares?

Government Response: Minimum spare parts list section 35 20 20 para. 2.9

40. Industry Question/Comment: Please verify that the entire spare parts package is required at each location.

Government Response: Answer: See the Government’s Response to Question #39.

41. Industry Question/Comment: Do we need to supply structural steel dogs/support beams at all gates? Do those become government property at the end of the contract?

Government Response: See Government Response to Question #19. Structural steel dogs/support beams used in execution of this work may be left on site at no cost to the government if in the best interest of the government and approved in writing by the Contracting Officer.

42. Industry Question/Comment: Is there any official way that the government immobilizes the gates when the units are reeved?

Government Response: Answer: Contractor shall determine safe means for reeving.

43. Industry Question/Comment: Are there any limitations of time on road closure at the three locations?

Government Response: Road closures should be coordinated with the appropriate Department of Transportation and shall be approved by the Government.

44. Industry Question/Comment: Does the government want right hand and left hand lay wire rope for the double drum hoists?

Government Response: This shall be as recommended by hoist manufacturers.

45. Industry Question/Comment: Mondell MBE brakes have some cast iron parts other than those listed in sect 35 20 20 #2.2.4., is this acceptable? These standard Mondell brakes are commercial off the shelf brakes, changing the parts will be additional cost to the government.

Government Response: Answer: See Government Response to Question #3.

46. Industry Question/Comment: Brake enclosing case is requested in the spec, but the case is not reflected in the drawing or dimensionally accounted for. Is it to be included or not?

Government Response: Reference Technical Specification Section 35 20 20, Paragraph 2.2.6. Brake enclosure will be required.

47. Industry Question/Comment: Brake routine test is not a standard practice with these types of brakes, however if government still wants to do it, it will be additional cost. Please confirm if the government wants to do these test for each brake or just one example brake of each type used.

Government Response: Reference Technical Specification Section 35 20 20, Paragraph 2.8.2. Yes, one (1) brake of each type used will be complete tested the others shall be routine.

48. Industry Question/Comment: In section 35 20 20 para# 2.1.3.1 Standard Nema D motor has higher than 280% of full load torque. Is this allowable? Does the government anticipate any design changes due to higher full load torque of standard design Nema D motor?

Government Response: Reference Specification Section 35 20 20 paragraph 2.5.10.4.

49. Industry Question/Comment: Can the government clarify what calculations are required specifically for this contract, does the government want PE to review the design and reverse engineering the system or there are only certain calculations required, please list those calculations.

Government Response: For section 05 50 14 design calculations are covered in par. 1.3. Design information added in sec 41 00 01 paragraph 1.6. See amend 0003.

50. Industry Question/Comment: When we remove the control wire to power house, how does the government anticipate controlling the hoists? Is there a requirement to supply a 24 hour support while the control wiring is removed?

Government Response: Contractor shall provide a 30 day notice to the Government before control cabling is replaced. Plant personnel anticipate having the unit in question tagged out during this time with a gate block on. All wiring needs to be replaced at once for the unit being worked on at that time. Control wiring for each head gate is routed through individual conduits and the replacement of this wiring will not affect the control of the other head gates. Reference amendment 0003 cable and conduit schedule drawings.

51. Industry Question/Comment: Section 35 20 20 Para #2.1.2 says the for 112 ton hoist the he motor size is 30HP. The drawing C04-M3 says its 25HP. Which one is correct size?

Government Response: See the Government’s Response to Question #12.

52. Industry Question/Comment: Drawing C05-M9 shows ¾” wire rope in the drawing (see groove detail), in the notes (point #7) it says the wire rope is 1 3/8” diameter wire rope. Please verify the correct wire rope diameter.

Government Response: See the Government’s Response Question #11.

53. Industry Question/Comment: If there are any deficiencies found in the design, will the contractor be compensated for the design changes?

Government Response: The contractor is responsible for the final product and performance of the hoist.

Compensation is available under the Changes clause, if necessary.

54. Industry Question/Comment: In section 35 20 20 #2.8.3 and 2.8.4: Can the control test be done at the controls manufacturing facility?

Government Response: Factory acceptance tests should be performed at the manufacturing facility prior to delivery.

55. Industry Question/Comment: In section 35 20 20 para# 8.4 wiring tests: does that include only the power feed wires or all the wires in the control cabinets, hoists and control circuits to powerhouse. This will require huge amount of time to test all the circuit combinations, esp. in the multi conductor control feed. Please confirm the government’s expectations.

Government Response: Testing is at the discretion of the COR in accordance with specification section 35 20 20 paragraph 3.4.2.

56. Industry Question/Comment: In section 35 20 20 para# 2.8.1.2 Routine Motor Tests: the following shows the standard manufacturer testing procedures, please confirm which test is to be performed on each motor.

Government Response: Bid as specified.

57. Industry Question/Comment: ROUTINE TESTS (STANDARD COMMERCIAL TEST) Each motor is given a standard commercial test to be sure it is free from electric or mechanical defects and to be certain it meets design specifications. This test consists of: (1) No load current (2) Winding resistance (3) High potential (hi-pot) (4) locked torque (squirrel cage only) (5) breakdown torque (6) efficiency and power factor at 100%, 75%, and 50% loads.

WITNESSED TESTS Routine and complete tests may be witnessed by the customer or his representative. All prices for tests are based on the customer furnishing the witness at the customer’s expense. We would recommend doing a complete test on one motor of each type and routine tests for other, please confirm the government’s expectations.

Government Response: Reference Technical Specification 35 20 20, Paragraph 2.8.

58. Industry Question/Comment: Question regarding the definitive responsibility criteria. Usually a contractor has to show some type of experience managing a larger project successfully. I don’t see any required experience history of a proposing contractor in this solicitation. I would recommend the government require contractors to show successful current ongoing work or past performance on a project at least 4 to 5 Million as a prime contractor. This will show they have the experience to manage the difficulties of a project this size successfully.

Government Response: The Contracting Officer has determined the definitive responsibility criteria set forth in the IFB are adequate to protect the interests of the Government.

59. Industry Question/Comment: There is a problem with the weldability of the 4140 shaft to the drum and we are being told that if you want good welds we should use 4130. All other material would be A572- 50.

Government Response: See Government Response to Question #3.

60. Industry Question/Comment: We are also being told that the rolled plate drums that thick are more expensive than forged steel cylinder (A350-LF2 material) with equal material properties to that specified.

To the tune of $340,000 to $360,000.

60. Industry Question/Comment: The design of the drum ie... (for all intents and purposes, “deflection-less”) allows the use of the ½ coupling on the end of the drum to the gear box output shaft. The use of a “barrel type drum coupling” with a drum with some deflection would lessen the cost of the drums considerably more. The barrel couplings are even specified as “mandatory” by the Navy Crane Center due to the fact that they handle high radial loads and do not transmit any deflections into the gear box output shaft. Barrel coupling from companies like Malmedie. (See enclosed power point pdf) Would this design be an acceptable alternative?
