SUMMARY OF CHANGES

SECTION 00010 - SOLICITATION CONTRACT FORM

The required response date/time has changed from 23-Aug-2016 01:00 PM to 30-Aug-2016 01:00 PM.

SECTION 00100 - BIDDING SCHEDULE/INSTRUCTIONS TO BIDDERS

The following have been added by full text:

Q&A Industry Questions/Comments and Government Responses

1. Industry Question/Comment: Will there be multiple contractors using the hilltop disposal area? Who is responsible for permitting? Who is responsible for closing?

Government Response: It is possible another contractor will be using the hilltop disposal area. Each contractor is responsible for hilltop disposal area permitting. A partnering session may be required to discuss overlapping roles. The contractor of this project is responsible for closing the permit.

2. Industry Question/Comment: Are all the trees within the work limits to be removed?

Government Response: Only the amount of vegetation necessary to perform the contract requirements shall be removed unless otherwise directed by the Contracting Officer. There are two bat habitat trees in the area of disposal #2 near the wastewater treatment plant that shall be cut between the months of November 15, 2016 and March 31, 2017.

3. Industry Question/Comment: Are the elevations for excavation in the plans approximate or exact? (i.e. if contractor hits refusal before a given elevation is reached, will the contractor be required to hammer the refusal to reach the desired elevation?)

Government Response: The elevations in the plans are exact.

4. Industry Question/Comment: What is the projected start date and will all utility relocations and structure demolition be complete by that date?

Government Response: A contract award is anticipated to occur in the month of September 2016 but could occur as late as October 2016. The contractor is required to submit performance and payment bonds within ten calendar days of award. Approximately ten calendar days after receipt of acceptable bonds, the contractor shall receive Notice to Proceed (NTP). Considering this and the prework submittals/Government review of submittals, it is anticipated all utility relocations and structure demolitions will be completed well before commencement of on-site work.

5. Industry Question/Comment: There is an eighteen ton weight restriction on the new bridge we used to access the base contract area at the site visit. Is there any other access route for this area? If not, will the weight limit be waived in order to mobilize equipment and haul material to the project site?

Government Response: There is no other access route for the base contract area. The bridge is designed using the AASHTO HS-25 design vehicle which well exceeds the 18 Ton restriction. The contractor shall consider the AASHTO HS-25 design vehicle criteria in preparing their bid. After contract award, for all trips expected to exceed 18 tons the Contractor shall first submit vehicle type, estimated loading and estimated trips for COR approval. COR approval must be given prior to exceeding the 18 ton weight limit.

6. Industry Question/Comment: Can you provide information on the test pits that were excavated?

Government Response: The information provided in the plans and appendix A is the only available information for the project site.

7. Industry Question/Comment: The clearing and grubbing spec states that burning will not be permitted.

Can trees and stumps be placed in the disposal areas?

Government Response: Yes.

8. Industry Question/Comment: The seeding spec requires off-site topsoil be used. Can on-site topsoil salvaged from the excavation be used?

Government Response: Yes, salvaged on-site topsoil can be used and is preferred.

9. Industry Question/Comment: The riprap spec is based on individual stone weights. Can you provide a spec based on size?

Government Response: No. Our engineering analysis was performed using stone weights.

10. Industry Question/Comment: What are the limits for tree and shrub planting areas for the Option 1 area?

Government Response: The bench in option 1 area shall be planted as zone A. Reference technical specification section 32 92 19.

11. Industry Question/Comment: Is tree and shrub planting required at disposal area 1?

Government Response: No. Follow seeding plans and specifications.

12. Industry Question/Comment: Where is the contractor points of access for the Option 1 area?

Government Response: Power Street

13. Industry Question/Comment: What is the designed volume capacity of disposal area 2?

Government Response: Approximately 14,000 Cubic Yards.

14. Industry Question/Comment: In section 1.2.6.2 it lists that there must be a scale on sight for the rock hauled in. Would it be possible to use the tickets that are received from the quarry, the rock weight is supplied on the ticket.

Government Response: Yes, quarry tickets are acceptable.

15. Industry Question/Comment: The ANSI standards book gives a wide range of acceptable shrub sizes.

Our landscaping supplier would like to know a specific size (container or height) for the shrubbery.

Government Response: See technical specification section 32 93 43.
