--- END OF AMENDMENT NO. 0003 TECHNICAL CHANGES ---

Chickamauga Lock Approach Walls Contract 17 Mar 2010

Solicitation No. W912P5-10-B-0006 - Questions from Prospective Bidders (Combined)

Q1. Where will material removed from the approach wall storage area be stockpiled?

A1. Material from the storage area will be stockpiled within one mile on the Watts Bar Reservation for future potential restoration. No clearing is anticipated, but environmental requirement for seeding and silt fencing are required.

Q2. Will the existing roadway support loading of the approach walls?

A2. The contractor is responsible for stone base to support the loads and crane covers over the drainage pipes. The contractor is required to submit a Transportation Plan (Section 03 42 35, SD-01) describing the proposed delivery methods of the beams.

Q3. Is there an area adjacent to the dock area that could be used to roll beams off the barges?

A3. After evaluation of the site, it does not appear to be possible without substantial preparation. The contractor would be required to submit work plans and environmental plans for approval prior to proposal of this approach.

Q4. Can the approach wall beams be precast at the Watts Bar storage site?

Q4. No. Site restrictions and quality control concerns do not allow fabrication at the site.

Q5. Is it possible to deliver the approach wall beams in sections and pre-stress them at the storage site?

A5. This option is possible, but the contractor must submit a plan that meets the intent of the current plans and specifications for approval. Upon award, costs for redesign by the designer of record and associated review would be a responsibility of the fabricator.

Also, a detailed assembly plan showing how tolerances will be met must also be approved by the Contracting Officer.

Q6. Can you tell us the order of construction for the approach walls so that we can store the beams accordingly?

A6. No. Since these wall beams will be fabricated before the lock contract is awarded we do not know how the contractor will schedule the work. We can identify the downstream land wall beams which will be the last sections installed.

Q7. Can the approach wall beams be stored at the contractor’s facility?

A7. Beams must be stored on government property due to the type of funds being used for fabrication and the uncertainty of the lock contract award date.

Q8. Do splices between wall armor sections have to be welded?

A8. See Question 5 above. If the beam is shipped and pre-stressed at the site, wall armor sections will not have to be welded at these joints, but shall be tapered and machined. All other wall armor sections must be welded. This approach requires that redesign by the designer of record and review would be a responsibility of the fabricator.

Also, a detailed assembly plan showing anchoring and joint treatment for these wall armor sections must be included in a quality control plan submitted for approval by the Contracting Officer.

Q9. Are approach wall appurtenances (bearing pads, restrainer bars, hatch plates, etc.)

included in the wall fabrication?

A9. No. The specifications indicate that only imbeds and inserts are included in the wall fabrication. Specific appurtenances which are not required are listed in the specification.

Q10. How much time can we assume it will take to approve shop drawings?

A10. The specifications indicate that as many as 30 days may be required for review, but we are often able to respond sooner. Some plans included in the contract requirements call for longer lead times. The review of these items will most likely take the full amount of time specified.

Q11. Can beams be supported at locations inward of the bearing points?

A11. Yes. The designer indicates that with proper support, the beams can be supported up to 12 ft. from the bearing points at each end. Bearing locations outside the solid end regions must be centered under the vertical walls.

Q12. What is the requirement for excavation and bearing capacity of beams at the storage site?

A12. Specification 03 41 35 addresses the need for 12 inches of material to be excavated and replaced with specified fill. Bearing capacity shall be determined and a design incorporated to accommodate the beam loading for a minimum of 5 years.

Q13. Dwg. 61W520-68 shows 5/8” diameter x 6-9/16” large studs at the beam restrainer block out plan. Are these bolts conforming to ASTM F1554 GR. 55 per material list for structural steel item -10 on dwg. 61W520-D2?

If this is a bolt, the normal lengths of bolts are only available in ½ inch increments.

A13. It is a 5/8” stud. It is 6 3/8” long after welding.

Q14. Note -12 on dwg. 61W520-60 says to see tow haulage details for additional reinforcement and embedments associated with attaching the tow rail to the beams and references to the precast beam schedule. The schedule indicates inserts in beam.

Note.4 on dwg. 61W520-10 refers to dwgs. 64W514, 64W515, 64W521 to 64W523 amd 64W531 for tow haulage details. These dwgs. are not part of the bid set dwgs. Are there embeds that should be fabricated?

A14. Tow haulage anchors and associated parts will be installed as part of the lock contract after beams have been installed. No inserts, embeds, or precast anchors will be used for this equipment. Drawings can be provided for reference.

Q15. Specification section 099702 painting: Hydraulic structures call for system 5-E-Z. In item –a of paint system 5-E-Z, it says that wall armor shall be painted on inside and outside surfaces. Does this mean blasting and painting plate gussets and bar anchors as well as the backside of the armor? This will be a very expensive and time consuming effort. Do the corner protection armor plates receive paint on one side or both sides?

A15. Corner protection is considered wall armor. Painting shall include the front and at least a 1” wrap on the back sides (imbedded) of armor.

Q16. Since Inca has determined that beams can be cast in segments and stated that no joints could be at mid-span - what are the other requirements for the joints between the segments?

A16. See Question 5 above. The beams have not been designed to have joints. If the contractor proposes to redesign joints in the beams, we will consider that the beams be constructed in either two or three sections. Exact joint locations must be evaluated during re-design, but they would be near the 1/3 points of the beam. The contractor is responsible for the re-design and review costs for the designer of record.

Q17. If segmental pieces are used, will the horizontal wall armor and corner protection require welds at the segment to segment joint?

A17. Refer to Question 8 above.

Q18. Will post tensioning of segments be allowed at storage area?

A18. See Question 5 above. As long as the finished product meets all requirements of the plans and specifications. A detailed work plan and QC plan would be required to be submitted for approval by the Contracting Officer.

Q19. Due to the complexity involved with moving and storing the beams, and information regarding the structural capacity of the dock that is not yet available, can the bid date be extended?

A19. The bid date is constrained by ARRA funding requirements and has very little flexibility. We will assess any extension based on the merits of the issues raised.

Q20. Do cranes used to load and unload approach wall beams have to be load tested prior to use?

A20. Load testing will be required unless the crane(s) in question have been previously load tested and no reconfiguration has been done (including boom sections). See the EM385-1-1, Section 16.F.03 for additional details

Q21. Can the barges be stored at the TVA dock during the unloading operation?

A21. Temporary storage of barges during unloading is permitted, but coordination with TVA is required to assure that there are not conflicts with any other deliveries.

Q22. Section 03 41 34 Paragraph 3.6. What will be the lifting, handling and transporting requirements if the beams are shipped in sections?

A22. See Question 5 above. The stresses resulting from handling non-posttensioned elements must be kept below the modulus of rupture of the concrete or show by calculation as tolerable by the reinforced concrete section. Open ducts would have to be blocked to prevent water intrusion. Joint connections would have to be protected and kept clean. Revised designs submitted for approval must meet the intent of the current plans and specifications.

Q23. How will beams shipped in sections be spliced in the field?

A23. See Question 5 above. The answer here is similar to all others that pertain to redesign of the beams. The contractor will be required to supply all details associated with the redesign to INCA for approval. They may (and should) choose INCA to make the necessary design changes at their expense, but that is the contractor’s choice.

Either way, the contractor will be required to receive INCA’s approval prior to casting any segments. Fit-up tolerances will have to be clearly spelled out if the beams are cast in segments. Additional work plans, and supplemental QC plans and Safety plans will be required to be submitted for approval.

Q24. Section 03 41 35 Paragraph 3.1.1 Submittals – Item SD 03 Product Data – Material and Equipment and Section 03 41 35 Paragraph 3.1.5. Do these specifications only refer to “beam lifting devices” on drawing 61W520-69 or all of the rigging and apparatus used to unload and transport the beams? Would this include lifting beams?

We need more definition for this item.

A24. This paragraph applies to any equipment that is specially designed and fabricated for the shipping and handling of these pre-cast segments and would definitely include lifting beams.

Q25. Section 03 41 35 – paragraph 3.1.1 Site Preparation Specification calls for shot rock and then DGA but does not give the thickness requirement for either aggregate.

A25. This has been clarified in the specifications for long-term storage.

Q26. What is the specification for the DGA?

A26. The requirements for the dense graded aggregate (DGA) shall be a TDOT Type B Aggregate (with a C-graded mix) for Mineral Aggregate Base.

Q27. Will there be a diagram of beam placement in the storage yard?

A27. The specifications require the contractor to submit a storage plan to the Contracting Officer for approval.

Q28. Can cast-in threaded inserts be used in lieu of threaded rods and bolts for bearing plate, handrail, and skirt attachments?

A28. Yes, if substitutions can be verified to meet or exceed the design requirements of the connection.

Q29. It was mentioned at the site visit meeting that beams could be cast in one piece and three pieces, but can it be cast in 2 pieces? If the middle splice is not allowed, can the beams be cast in 2 separate pieces spliced away from center line?

A29. See Question 5 above. Yes.

Q30. If the above question is "yes" then how far away from the centerline of beam is splice allowed?

A30. See Question 16 above.

Q31. Confirm voided area must be accessible? Can a Styrofoam void remain in the voided area?

A31. Styrofoam must be removed to maintain accessibility.

Q32. If 2 piece construction is allowed, can armor be tapered at splice location?

A32. See Question 5 above. Tapering at splice locations would be allowed based on redesign approval.

Q33. Please confirm approval for allowing horizontal construction joints.

A33. Location of horizontal construction joints are to be submitted for approval in the construction contract.

Q34. Does structural horizontal reinforcement need to be continuous through splice?

A34. See Question 5. It is anticipated that only post tensioning would be continuous through a joint.

Q35. What is the fluctuation in tailwater elevation at Watts Bar dam?

A35. Typical winter pool elevation is at elevation 677. Typical summer pool is at elevation 682. These elevations fluctuate according to rainfall and hydropower demand.

The minimum elevation in Jan 1966 was elevation 674 and the maximum elevation of 698 was in May 1984. Seasonal guide curves are available from TVA.

Q36. Can 0.6" diameter strand be used in lieu of the ½” diameter strand as indicated on note #3 on page 61W520-66 of the plans?

A36. Yes

Q37. Can the COE provide loading information and elevations for the dock off-loading area?

A37. The COE is seeking loading information from TVA’s nuclear plant construction drawings for the dock off-loading areas. According to the contractor’s on site during the site visit, the dock was designed to handle loads of 400+ tons, but it is the contractor’s responsibility to assure that crane lifts are safe at the dock loading area and storage area.
