SECTION 01 00 00 Page 3
1.6.1 Site Access to Storage Yard
The Contractor is advised that access restrictions will apply to both land and water based activities in the storage yard area. These restrictions are defined in the following paragraphs.
1.6.1.1 Marine Access
This site is accessible by water immediately downstream of Watts Bar Dam (Chickamauga pool), as shown in the contract drawings. The use or construction of other marine access locations near the storage yard area require the necessary environmental clearances and must be approved by TVA and the Contracting Officer. It is likely that permission to use an alternate marine access location will depend, at least partially, on an environmental assessment as described in Section 01 57 20 ENVIRONMENTAL PROTECTION of these Specifications.
1.6.1.2 Land Access
Land access to the TVA storage yard is accessible from US Highway 27, off Highway 68. The site is on the right bank immediately downstream of Watts Bar Lock and Dam. Use of any TVA lands outside the designated area requires approval from the Contracting Officer and TVA. In addition, the Contractor shall adhere to all load restrictions and speed limits on public roads when hauling material to the storage yard.
1.6.2 Site Preparation
The Contractor is required to complete preparation of the storage yard, as specified herein, in Section 03 41 35 LONG-TERM STORAGE OF PRECAST CONCRETE BEAMS, and as shown in the Contract Drawings, within 12 months after Notice to Proceed.
1.6.2.1 Fence
There is approximately 2,100 linear feet of fence to be constructed, as shown in the drawings. The new fence shall be a 7-ft height chain-linked fence and will enclose the 5 acre site. Two 30 ft roller gates (each with two 15 ft sections) shall be constructed at the locations recommended by the Contractor and approved by the Contracting Officer. A padlock shall be provided for each gate with 4 sets of keys for each padlock. The Contractor shall submit fence layout drawings, detailing the proposed fence installation, as part of the site development plan required in Section
03 41 35 LONG-TERM STORAGE OF PRECAST CONCRETE BEAMS.
1.6.3 Maintenance of Storage Yard
The Contractor is responsible for maintaining the storage yard.
Maintenance of the storage yard includes:
a. Control of vegetation.
b. Restoring low areas of stone base to original grade.
c. Rearranging stored fabrications, as necesary, to maintain proper storage.
The Contractor shall maintain the storage yard throughout the contract period until delivery and acceptance of all components.
SECTION 01 00 00 Page 4
1.7 ACCIDENT PREVENTION
Accident prevention requirements that are applicable to this project during site operations are stated in Section 01 35 26 GOVERNMENTAL SAFETY REQUIREMENTS. Site operations include TVA storage yard preparation, delivery and unloading to the TVA storage yard.
1.8 SURVEY REQUIREMENTS
The Contractor is responsible for performing all field surveys required before, during, and after development of the storage site at Watts Bar. No separate payment will be made for field surveys including baseline surveys, initial surveys, in-progress surveys, and final as-built surveys. All costs associated with field surveys shall be considered incidental to the costs of excavation and fill placement.
All surveys shall be certified by a land surveyor with current State registration. Prior to performing any work under this Section, coordinate all operations with the Government's on-site representative so that surveys will be made at the appropriate time. The Contractor shall notify the Contracting Officer not less than five working days in advance of each survey. All surveys shall be conducted in the presence of the Contracting Officer or his designated representative unless this requirement is waived by the Contracting Officer. In the event of unavailability of the Contracting Officer, the Contractor shall perform the survey and certify to the Contracting Officer that it complies with the specifications.
Cross-sections for all surveys shall be no more than 50 feet apart as measured along an established baseline, with the readings at 5-foot intervals and at breaks in the grade along the line, unless otherwise specified.

MEASUREMENT AND PAYMENT
PART 1 GENERAL
1.1 LUMP SUM PAYMENT ITEMS
Payment items for the work of this contract for which contract lump sum payments will be made are listed in the BIDDING SCHEDULE and described in the paragraphs below. All costs for items of work, which are not specifically mentioned to be included in a particular lump sum or unit price payment item, shall be included in the listed lump sum item most closely associated with the work involved. The lump sum price and payment made for each item listed shall constitute full compensation for furnishing all plant, labor, materials, and equipment, and performing any associated Contractor quality control, environmental protection, meeting safety requirements, tests and reports, and for performing all work required for which separate payment is not otherwise provided.
1.1.1 Mobilization and Preparatory work.
Payment for mobilization and preparatory work will be made at the contract lump sum price for "Mobilization and Preparatory Work" in accordance with Contract Clause 252.236-7003, PAYMENT FOR MOBILIZATION AND PREPARATORY WORK. This item will consider all costs associated with TVA storage yard site preparation, except for the stone base, removal of topsoil, and relocation of existing power poles, as specified in Section 01 00 00 GENERAL REQUIREMENTS, and includes full compensation for furnishing all materials, equipment, and labor required to prepare the storage yard for long term storage of all fabrications and related appurtenances.
1.1.2 Precast Concrete Beams
The Contractor shall submit his bid based on his assumed construction methods and will bid either Alternative 1 or Alternative 2, as described below. The final product, whether it is cast in one, two, or three segments shall meet all the provisions and tolerances set forth in the contract documents.
1.1.2.1 Precast Concrete Beams (Alternative 1)
Payment will be made for costs associated with fabricating the 42 precast beams in one piece each, which includes full compensation for fabrication and testing of complete beams, as shown in the contract drawings and specified in Section 03 41 34 PRECAST CONCRETE BEAMS FOR APPROACH WALLS.

PART 3 EXECUTION
3.1 DELIVERY AND STORAGE
3.1.1 Site Preparation
A minimum of 3 soil borings shall be drilled across the site extending a minimum of 10 feet to characterize the material and assure that soil and fill fully support beam loads as specified. The laydown site shall be prepared by removing 12 inches of existing material or to a depth directed by the Contracting Officer, and replaced with 12 inches of shotrock fill (with particle sizes ranging from fines to a maximum size of 12 inches) placed atop a geotextile fabric. Placement of shotrock material shall be such to minimize voids and segregation between varying particle sizes. The shotrock is to be capped with another layer of thick filter fabric and a minimum of 12 inches of dense graded aggregate (DGA) compacted to accommodate the equipment used to transport the precast beams. Placement of this layer of geotextile and DGA material will not be allowed until the Contracting Officer approves the final placement of all shotrock material.
Care should be given to minimize damage to the filter fabric while filling and compacting with 12 inches of DGA to a smooth level surface to accommodate the beams while supporting positive drainage away from the site. Pile foundations will not be allowed. Unsuitable material is any material determined by the Contracting Officer that contains shale, weathered rock, organic or non soil like materials, and debris. Suitable material for replacement in areas where needed is defined as shotrock fill placed to the lines and grades needed to support site development and to the satisfaction of the Contracting Officer. All material removed from the site shall be disposed on TVA property at a location directed by the Contracting Officer. Material shall be stockpiled in stable condition and seeded to promote vegetative growth. Topsoil stripped from the laydown area shall also be stockpiled and seeded in the disposal area and left in a location that can easily be removed for future use. Material will be stockpiled within one mile in the Watts Bar reservation. No clearing is anticipated, but environmental requirements for seeding and silt fencing are required. The disposal site shall be prepared with all erosion control measures similarly as required for the site laydown area.
Precast beams shall be stored on level surfaces which shall have sufficient strength to prevent settlement and overturning of the beams. It is the Contractor's responsibility to ensure settlement does not exceed the requirements previously stated above. Bearing pads are to be provided if the beams are supported on concrete or steel. The precast beams shall be stored in free-draining areas and not adjacent to, or in contact with the earth. The precast beam shall rest only at both ends on a smooth surface, which shall not deteriorate and shall be free from corrosion.
The existing power line will be relocated outside the defined storage site on the riverward side, as shown on the drawings, to assure adequate overhead clearance for safe delivery and removal of beams at the site.
This entails the relocation of at least one pole and approximately 630 feet of power line and should be included in the site plan for approval. Care must be taken to avoid any impact to the existing sewer leach field, SECTION 03 41 35 Page 4 drainage inlet, or TVA storage area. The POC's for coordination of the powerline relocation is as follows:
TVA POC - Mr. Jim Niznik Phone: (423) 751-7082
Utility POC - Melvin Flowers Volunteer Energy Cooperative 425 Wassom Memorial Hwy Spring City, TN 37381 Phone: 423-476-6571 (ext 7543)
3.1.2 Delivery of Fabrications
The Contractor is required to submit a transportation plan for approval by the Contracting Officer. The plan shall describe in detail the proposed methods of delivery of the fabricated items. The plan shall address equipment, machinery and site limitations identified in the specifications and discussed at a pre-delivery meeting between the Contractor and the Contracting Officer. The plan shall be submitted at least 60 calendar days prior to proposed delivery of any item. The plan shall include, but not be limited to the following:
a. Type and size of barge(s) to be used for delivery.
b. Propelling unit to be used for delivery.
c. Location and description of intermediate assembly or handling areas (if any) between the fabrication location and the delivery location.
d. Cranes and other lifting and positioning equipment to be used.
e. Packaging of components.
f. Blocking.
3.1.3 Transportation
When transporting precast beams by truck, railroad car, or barge, provisions shall be made for supporting the members with adequate bracing to ensure their maintaining the proper position and dampening of dangerous vibrations. Adequate padding material shall be provided between tie chains or cables to preclude chipping of concrete.
3.1.4 Lifting Devices
After all the beams have been placed at the final long-term storage location, the lifting devices shall be delivered to the Government Representative. The lifting devices shall be in good working condition.
Any defect shall be corrected by the Contractor to the Government Representative's satisfaction.
3.1.5 Lifting, Handling, and Transporting
The beams shall be lifted using the two lifting locations. The crane lifting angle shall not be less than 80 degrees from the horizontal line, as shown on the contract drawings. Lateral deflection and vibrations during transportation shall be prevented by adequate securing of the beams.
SECTION 03 41 35 Page 5
3.1.6 Beam Inspection
All beams shall be inspected after they have been unloaded and also after being placed at the final storage location by the Government Representative. All surface defects shall be repaired according to Section 03 41 34 PRECAST CONCRETE BEAMS FOR APPROACH WALLS, paragraph 3.5 FINISHING. Any beam which is damaged and is beyond repair will be rejected and shall be replaced at no cost to the Government.
3.2 LONG-TERM STORAGE
Contractor shall determine and provide all equipment needed to deliver the beams successfully to the final storage area. The Government Representative shall be notified at least 14 days prior to the beams arrival at the site. It is assumed that the beams will be stored for a period of not less than 5 years.
Materials and equipment delivered to the storage site shall be unloaded and stored by the Contractor. The Contractor shall verify the condition and quantity of the items delivered and acknowledge receipt and condition thereof in writing to the Government Representative. All delivered items will be inspected by the Government Representative. If delivered items are damaged or a shortage is determined, the Contractor will be notified of such in writing within 24 hours after delivery. All items shall be stored completely blocked-up off the ground or pavement in a manner that will provide fairly even support to the end posts in order to prevent warping out of plane. Stacking materials directly on top of each other is not allowed. Relative maximum settlement for each end of the beam shall not be more than 6 inches and even settlement at both ends shall not be more than 12 inches.
All the facilities which the Contractor provided for delivery of the beams to the final storage place, except the Contractor's equipment, shall remain as Government property and shall be in good condition for future use.
Beams shall rest on temporary bearings, which shall last 5 years or more.
The Contractor shall ensure that all beams are accessible for removal from the storage area without double handling and at any time. Each beam shall be clearly identified and stored as shown on approved shop drawings.
3.3 SEEDING
Seed shall be uniformly mixed and shipped to the job site in bags fully labeled stating the seed mixture, name and address of the supplier, net weight and contents.
