Questions and responses sent in by Contractors as of 24 August 2020

1. Were crib width measurement taken?

Answer: No.

2. Was the timber crib inspected?

Answer: No, there was no access for inspection.

3. What line do we follow here west side of concrete pour or line of existing crib wall?

Answer: Per Note 3 drawing C-102, follow the crib.

4. Define "continuous" as used on page 1049, Article 1.2.2.3 & 4, Order of Work 4 concrete and 5 excavation? Is this 5 x 8's or 7 x 24's?

Answer: Per Amendment: The word “continuously” is deleted from Section 01 35 13, Paragraph 1.2.2, items (3) and (4) and the subparagraph below has been added to Section 03 30 53, Paragraph 3.2.

3.2.6 Construction Joints

Vertical constructions perpendicular to the face of the existing timber crib may be used.

Joints to be minimum 10 feet apart.

5. Can original 1910 and 1964 drawings be sent to us in a full size format as it is impossible to print full size the ones included in the solicitation?

Answer: Yes, the USACE will provide as a TIF file, posted as Addendum 2.

6. Is land access to the site provided?

Answer: The USACE has not made any arrangements for access. We did have informal discussions with the land owners. There are two land owners in the area; the Vermilion Lagoon Association and to the East of that is a park, the Linwood Beach Park Association.

There is an area to the left of the beach house that is occasionally used for vehicular beach access. It is up to the contractor to come to an agreement with the owners of the property for land access to the site.

7. What is done with the excavated material that is not stone?

Answer: Section 31 32 23, Paragraph 3.1.2.b states: “After using all materials designated for reuse by the Government, dispose all materials not reused, off-site, at a location that may legally accept the material. Open lake disposal is not permitted.” Excavated areas as shown on drawings C-301 and C-501 are to be backfilled with excavated material after placement of stone materials.

8. Most of the excavation is under water. What happens if the placed materials don’t stay on a 1H:2V slope?

Answer: If conditions at the site do not allow construction as required by the contract plans and specifications, a contract modification would be made per Contract Clause 52.236–2 Differing Site Conditions as necessary for construction to proceed.

9. There are pretty tight tolerances for the placement of existing stone. What happens when the stones cannot meet those tolerances?

Answer: Per amendment, the table of neatline tolerances in Section 31 32 23 has been revised to increase the Above Neatline tolerance for armor stone to 18 inches and tolerances for cover stone have been added as 18 inches for Above Neatline and 0 inches for Below Neatline.

10. How will the contractor know what the timber crib condition is?

Answer: The USACE is assuming the crib structure is in good condition and will allow construction as shown on the contract plans to be performed, based on inspection of similar crib structures on the lakes. If conditions at the site do not allow construction as required by the contract plans and specifications, a contract modification would be made per Contract Clause 52.236–2 Differing Site Conditions as necessary for construction to proceed.

11. What happens if the existing cribbing is not structurally sufficient to remain?

Answer: If conditions at the site do not allow construction as required by the contract plans and specifications, a contract modification would be made per Contract Clause 52.236–2 Differing Site Conditions as necessary for construction to proceed.

12. Can sheeting be used to control water and what is the elevation of bedrock?

Answer: Steel sheet pile as a material may be used to control water. Paragraph 1. 5 of Specification Section 31 32 23 requires that a Repair Plan be submitted for the approval of the Government. Based on available historical drawings of the east pier, top of bedrock as noted on the contract drawings is assumed to be EL. 556 IGLD 85. The historical drawings of the east pier are provided as attachments to the contract specifications.
