SUBJECT: Geotechnical Logs of Supplemental Borings, Rochester East Pier, NY

-1-

CELRB-TD-DC 19 August 2019

MEMORANDUM FOR FILE

PREPARED BY: David Mitchell, P.G., P.E.

SUBJECT: Geotechnical Logs of Supplemental Borings – Rochester East Pier Repair 2019.

PURPOSE: Supplemental Bidding Information to provide to prospective bidders.

Geotechnical Investigation

From July 30th through 31th, 2019, SJB Services, Inc. (SJB) on behalf of USACE, conducted a subsurface exploration program within the project area with the purpose of supplementing the existing subsurface data and understanding of the geologic and geotechnical conditions along the Rochester East Pier. The field program included the installation of three exploratory borings along the pier with one boring located on the west side of the pier and two borings along the eastern side of the pier. Figure 1 presents the location of the borings. Standard penetration testing along with the collection of split-spoon samples for field and laboratory testing was conducted within each borehole along with field classification of the soil strata encountered.

Attached are the logs for each of the borings along with standard penetration test data. These logs are in pre-final status and will be subsequently finalized to include testing results of selected samples upon completion of laboratory analyses.

FY19ROCHEPIER W912P4119B0025

1.3.6.6 Datums and Control

The vertical plane of reference is the Low Water Datum (L.W.D.) for Lake Ontario, which is 243.3 feet above mean sea level at Rimouski, Quebec (International Great Lakes Datum of 1985 (IGLD85)). Use the datums indicated on the contract drawings. Horizontal and vertical control to be utilized for work performed are described on the attachments in the attachment panel of the pdf file.

1.3.6.7 Damage To Work

The responsibility for damage to any part of the permanent work is with the Contractor. However, if, in the judgment of the Contracting Officer, any part of the permanent work performed by the Contractor is damaged, which damage is not due to the failure of the Contractor to take reasonable precautions or to exercise sound engineering and construction practices in the conduct of the work, make the repairs as ordered by the Contracting Officer and full compensation for such repairs will be made at the applicable contract unit or lump sum prices as fixed and established in the contract. If, in the opinion of the Contracting Officer, there are not contract unit or lump sum prices applicable to any part of such work, an equitable adjustment will be made as full compensation for the repairs of the part of the permanent work for which there are no applicable contract unit or single job prices. Except as provided, repair any damage to all work (including temporary construction, utilities, materials, equipment and plant) to the satisfaction of the Contracting Officer at no cost to the Government.

1.3.6.8 Restoration

Restore areas within the required work areas which are damaged by the Contractor's operations in accordance with the requirements of the applicable section of the specifications.
