1) In regard to the Rochester Harbor East Pier repairs, below is a response to the question asked at the pre-bid meeting on August 6, 2019 pertaining to the NYS DEC 401 Water Quality Certification (i.e. question in regard to DEC requirement or lack-there-of for siltation or turbidity curtains).

Response - BLUF: There is no requirement in the New York State Department of Environmental Conservation (NYSDEC) Water Quality Certification (WQC) permit specifically pertaining to the requirement for turbidity curtains for this project. The contractor must submit and obtain a concrete management plan approval from DEC prior to the commencement of work. Any contractor shall work in accordance with all natural resource, general, and specific conditions as outlined in the NYS DEC 401 Water Quality Certification permit (attached for reference).

Additional information/ excerpted requirements of the 401 WQC permit with regard to concrete management, etc.

--Conformance With Plans. All activities authorized by this permit must be in strict conformance with the approved plans submitted by the applicant or applicant's agent as part of the permit application. Such approved plans were prepared by the U.S. Army Corps of Engineers/ Tetra Tech, received by the Department on April 1, 2019 and May 23, 2019, including but not limited to Attachments A-D.

--Notice of Intent to Commence Work. The permittee shall submit a Notice of Intent to Commence Work to the Department's Division of Water at least 48 hours in advance of the time of commencement and shall also notify them promptly in writing of the completion of work.

--Post Permit Sign. The permit sign enclosed with this permit shall be posted in a conspicuous location on the worksite and adequately protected from the weather.

--No Equipment in the Water. Heavy equipment operation in the water is prohibited. With backhoes and similar heavy equipment, the bucket may enter the water.

--Precautions Against Contamination of Waters. All necessary precautions shall be taken to preclude contamination of any wetland or waterway by suspended solids, sediments, fuels, solvents, lubricants, epoxy coatings, paints, concrete, leachate or any other environmentally deleterious materials associated with the project.

--Concrete Leachate. During construction, no wet or fresh concrete or leachate shall be allowed to escape into any wetlands or waters of New York State, nor shall washings from ready-mixed concrete trucks, mixers, or other devices be allowed to enter any wetland or waters. Only watertight or waterproof forms shall be used. Wet concrete shall not be poured to displace water within the forms.

--Concrete and Concrete Leachate Management. Prior to the commencement of work, the permittee or designated contractor shall submit a copy of a plan that demonstrates how the specifications included as Attachment A and B will be met, and receive written Department (NYS DEC) approval.

--Prevent Concrete Wash Waters from Entering Waterbody. Equipment, tools and trucks used for this project shall be cleaned in such a manner as to prevent wash water from entering any stream or lake.

--Restore Bed of Lake The bed of the lake must be returned to its original condition whenever it is disturbed.

--Wave Attenuation Stone. The existing wave attenuation stone (surge stone) may be temporarily removed to facilitate driving of the new sheeting but must be replaced following installation of the sheeting and prior to the expiration of this permit.

--Maintain Benchmarks for 1 Year after Expiration Benchmarks, which are objects or structures used to define the location or limits of the activity subject to the permit, are designated on the attached sketch. All objects or structures so designated shall be left in place for a period of at least one year following the expiration date of this permit.

2) There is not a specification for the Granular Fill required.

RESPONSE: Granular Fill is specified in Paragraph 2.4 of Section 03 30 53 of the contract specifications.

3) The LF of Wave Absorber Rebuilding on the Bid Schedule is incorrect.

RESPONSE: For bidding purposes the total length of the Wave Absorber Re-building is the total length of the steel sheet pile repair for base bid (396') and both options (99' for each option) as shown on the Bidding Schedule. Since the presence of the wave absorbers varies along the east pier, the unit price for these bid items is intended to be an average unit price for wave absorber re-building.

4) Section C1 on sheet S-503 indicates PZ-22 Required. Specifications indicate PZ-27.

RESPONSE: Callout of "PZ-22" on Section C1 on contract drawing Sheet S-503 is revised to "PZ-27".

SUBJECT: Geotechnical Logs of Supplemental Borings, Rochester East Pier, NY

CELRB-TD-DC 14 August 2019

MEMORANDUM FOR FILE

PREPARED BY: David Mitchell, P.G., P.E.

SUBJECT: Geotechnical Logs of Supplemental Borings – Rochester East Pier Repair 2019.

PURPOSE: Supplemental Bidding Information to provide to prospective bidders.

Geotechnical Investigation

From July 30th through 31th, 2019, SJB Services, Inc. (SJB) on behalf of USACE, conducted a subsurface exploration program within the project area with the purpose of supplementing the existing subsurface data and understanding of the geologic and geotechnical conditions along the Rochester East Pier. The field program included the installation of three exploratory borings along the pier with one boring located on the west side of the pier and two borings along the eastern side of the pier. Figure 1 presents the location of the borings. Standard penetration testing along with the collection of split-spoon samples for field and laboratory testing was conducted within each borehole along with field classification of the soil strata encountered. Attached are the logs for each of the borings along with standard penetration test data. These logs are in pre-final status and will be subsequently finalized to include testing results of selected samples upon completion of laboratory analyses.
