Pre-Bid Site Visit Questions and Answers

Black Rock Lock Lower West Gate Repair

1 March 2017

General

Q: Is there a contractor insurance requirement to be shown to the government?

A: The government does not require any proof of insurance for this job beyond the insurance you are already required by law to have (workers comp, etc.). No proof of insurance needs to be submitted to the government.

Q: What bonds are required?

A: Performance and payment bonds are required. A bid bond is not required.

Q: What is the small business size standard?

A: The existing 23810 NAICS Structural Steel and Precast Concrete is being changed to 237990 Other Heavy and Civil Engineering Construction, with a size standard of $36.5M gross income.

If the gross income for the company is larger than this, you are considered a large business for this acquisition and are not able to bid on it as a prime contractor. Opportunities exist to be a subcontractor, however the prime is required to perform at minimum 15% of the work. You should assure you have this NAICS code in your SAM profile.

Q: Since the project is awarded based on the lowest price technically acceptable bid, what constitutes technically acceptable?

A: The SOW has been updated to require any bid be submitted showing a minimum five (5) years of experience and two (2) similar projects. Similar projects include structural steel work on a lock or dam structure, bridge, or building. Failure to include this requirement along with your bid may be grounds for disqualification.

Base Bid Item 1

Q: What is the height above water to the work area?

A: The approximate height above water is a maximum of approximately 15 feet.

Q: Can the lock be dewatered?

A: The lock will not be dewatered for this job as it is not feasible for the government.

Q: What height will the water inside the chamber be at?

A: The water needs to be at low pool height, which is an equal height on each side the gate so there is no head pressure or water flowing. The entire work area is a few feet above water.

Q: Can the gate be moved once the cylinder is disconnected?

An offer guarantee is required.

H5CT9FJD

Cross-Out

A: The cylinder exerts approximately 55,000 pounds to move the gate so it will not be possible to move the gate easily once the cylinder is disconnected.

Option Bid Item 2

No Questions

Option Bid Item 3

Q: Is this just a supply for steel grating?

A: The government is changing this line item to installation also. Refer to the amended SOW for clarification. An additional quantity of grating is being included also.
