About this file

This file is a presentation from a virtual Industry Day held on October 27, 2026, for the VA Canandaigua Phase III Design-Build project. The U.S. Army Corps of Engineers, Buffalo District, is conducting market research to gauge industry interest and capability for an anticipated Design-Build construction contract estimated between $40 million and $75 million with a Firm Fixed Price structure. The project location is Canandaigua, New York, and the NAICS code is 236220 (PSC: Y1AA). Phase 1 solicitation is planned for November-December 2026, Phase 2 solicitation for March-April 2027, with contract award anticipated in August 2027. The acquisition strategy employs a two-phase evaluation: Phase 1 applies Pass/No Go criteria based on past performance, technical capability, bonding, joint venture status, and SAM credentials with no tradeoffs; Phase 2 will evaluate price and other factors established after Phase 1 completion. A Project Labor Agreement is required and contractors should plan accordingly.

Phase III work consists of two primary components: Building 1 stabilization and "make safe" preparation including exterior envelope repair and restoration of masonry, stone, terracotta, roofing, windows, and doors, plus interior demolition to structural frame with abatement over an anticipated 18-month construction period; and Building 3 interior renovation for an outpatient pharmacy with demolition and abatement of existing facilities and build-out including fire protection, plumbing, HVAC, electrical, and communications systems, also over 18 months. The set-aside status is listed as "TBD/Full and Open Competition Expected." USACE Contracting Officer Tyrone Palaganas and Contracting Specialist Nathaniel M. Dent are identified as government contacts.
