Q&A – W912NS19Q2001

Q1: Statement of Work states one each of the various attachments, is that one each total or one each per machine?

A1: See revised SOW. Attachments MUST fit which ever model the vender is quoting. The Woods Wedge Coupler and Wedge Lock Bucket is what we are using and will need for future operations. The SmartLoc vendor attachment will not be considered. It uses a different style bucket and attachment method which would not be compatible with our courseware.

Q2: John Deere no longer makes 230G and 240G, can the solicitation be amended to allow quoting on other models and other brands like Komatsu?

A2: We are aware that John Deere does not make 230G and 240G anymore. However, this equipment will be leased, therefor newly manufactured products are not required. Workers are trained on these specific makes and models as well as possesses the manuals for said models. IAW the authority of FAR 6.302-1, this supply is restricted to a particular brand-name, product, or feature of a product, peculiar to one manufacturer. Only John Deere models 230G, 240G, or 250G will be considered technically acceptable.

Q3: Hyd Coupler Question: According to the specs which are attached, there is two different couplers mentioned to be used. #15 (IAW the SOW) on the spec sheet is a SmartLoc Hydraulic Coupler which is a pin grabber style. #21 (IAW the SOW) is a wedge style coupler which is currently used by the 240D /250G HYEX Excavators. Which coupler is correct? I have attached pictures of each style for clarity.

A3: See revised SOW. #21 is the correct coupler.

Q4: #13 and #22 (IAW the SOW) on the spec sheet, 42" and 60" buckets. In the past the HYEX excavator was delivered with 4 buckets, a 42" and 60" for the excavator itself and a 42" and a 60" bucket for the deep dig attachment. Please clarify which buckets are needed.

A4: See revised SOW. 42” Heavy Duty General Purpose Wedge Lock Bucket only, 1 per machine.

Q5: Am I reading the solicitation correctly that you will need the units within 6 months of being awarded and that you plan on awarding these no later than 2/15/2019?

A5: Correct - The unit needs them no later than 6 months after award of a contract. Planning to award by 15FEB. Missouri P&C needs to know your lead time for delivery in days (Example: 30, 45, 60, 120 days post contract award). Note that there is an early delivery incentive when evaluating offers received.
