About this file
This is a Questions and Answers document addressing vendor inquiries related to solicitation W912NR26RA009 for JESTC SCVS Equipment Maintenance Repair, a total small business set-aside issued by the Department of the Army National Guard. The document clarifies key eligibility and evaluation criteria for prospective offerors submitting quotes for this Firm Fixed Price commercial items acquisition under NAICS code 811310 (Commercial and Industrial Machinery and Equipment Repair and Maintenance).
The document confirms that any licenses applicable to performing maintenance work are required, with documentation from individual performing personnel or proposed subcontractors being acceptable; the prime offeror is not required to hold all licenses personally. Past performance evaluation will accept documentation from either the prime contractor or subcontractor performing the work, and offerors with no directly relevant prime Government contract history will be evaluated neutrally if they submit relevant past performance from major subcontractors or performing team members. Regarding the September 11, 2026 site visit, attendance is optional and not mandatory for offer submission eligibility. The document also confirms this is a brand new requirement with no incumbent contractor, and reiterates the total small business set-aside status, clarifying earlier confusion regarding potential WOSB language references in other solicitation materials.
