Request for Information 5/30/2019
W912NR-19-Q-5012_ Floor Resurfacing Project
Answers (A:) to Questions (Q:) :
1. Q: The Statement of Work (SOW) states the building will be occupied unless otherwise specified.
Will the building be occupied and will the work be able to be done continuously without extensive phasing? If phasing is required, how much floor square footage will be given to the contractor at a time? Is each building to be installed in separate phases, or can installation be concurrent in multiple buildings
A: Phasing means one bldg. at a time. The fuel barn will be accomplished with an alternate site in between, for curing and equipment removal
2. Q: Is the vinyl base in Building 489 to be removed and new base installed by the contractor?
A: Wall base is a color match and use 6 inch vs 4 inch and the side room in Bldg. 489 is included
3. Q: Will the contractor be responsible for moving any furniture or equipment?
A: No, Govt. clears bldg. The test stand, green box and halon will be moved, by the Govt.
in the Hush House
4. Q: Currently the SOW states work can only be done Tuesday through Friday with approval needed for any other days. Will continuous work days be considered to include M-F and weekends to complete the work in a consecutive timely manner? Also will extended work hours be considered?
A: Government will work with the contractor to allow Monday work. Extended work hours can also be considered if approved by the Contracting Officer (KO).
5. Q: Are there any pictures of the current floors that can be provided?
A: Government will provide joint measurements/dimensions and floorplans (approximate(app)dimension). Pictures and measuring were authorized during the site visit Joints:
Building 195: App. 900 Linear feet Hanger 5: App. 4100 Linear feet Building 489: 0 linear feet Building 189 – Hush House: App. 200 Linear feet
6. Q: Are there any drawings or dimensions for Age (Bldg. 489) and Hush House 1(Bldg. 189) that are mentioned in the scope of work? Are these both open spaces like hangar 5? Will the same specifications that hangar 5 has apply to these buildings as well? Will the Govt. provide floor and striping plans for Building 489, Building 189, and Building 195
A: Government will provide joint measurements/dimensions and floorplans. Pictures and measuring were authorized during the site visit
7. Q: What about moisture mitigation and the add option for grit: Is moisture testing to be performed by contractor or third-party engineer? Does moisture mitigation need to be included in base bid or as alternate pricing, should the moisture test results be greater than 3.5 pounds of moisture per 24 hours, per 1000 square feet.
A: moisture testing to be performed by contractor (or as required by the manufacturer), include moisture mitigation as alternate pricing line item

8. Q: Will an AMRDEC file sharing link be provided?
A: AMRDEC transmittal shall be used to submit all Request for quote for this acquisition:

9. A: The lay down area will be agreed upon and close to the site, as seen during the site visit
(additional details will be provided as part of the Pre-Construction Meeting)
10. Q: Would a 5 coat application be a better value to the Govt. than 3 coat?
A: Pricing will be provided based upon SOW specification. Contractor can submit separate quote for 5-coat alternative.
11. A: This project does not contain any sloping tasks. The contractor will just be coating the floors.
12. Q: Key Personnel: Can the roles of Project Manager and QC Manager be the same person? Can the roles of superintendent and Site Safety and Health Officer(SSHO)be the same person? Or (basically same question) Are four individual Key Personnel required or can any of the roles be combined?
A: Yes, the roles may be combined
13. Add bldg. 195 (fuel barn) to the scope of work. One bay is to be accomplished at a time provides the bldg. occupant time to move equipment while the contractor preforms other work. Requirements for this facility are identical to the others in all other ways. Joint LF provided in RFI question above.
Bay size and layout provide in attached drawings. Coating will include only the 2 aircraft bays.
