AMENDMENT 0001
South Dakota National Guard MATOC Questions and Answers
14 January 2020
1. Q: Per Attachment 1 01000 Special MATOC Contract Requirements page 3 of 23 Item 4 ORDERING PROCEDURES FOR COMPETITIVE TASK ORDERS part b subpart i. states “The project on-site conference may be scheduled as early as two days from issuance of the “NOTICE OF PROPOSED PROJECT”, or 120 minutes under emergency conditions” Is the intent of the Government to award 2-7 contracts solely to regional contractors located within 2 hours of Sioux Falls?
1. A: Response: Our intent is not to limit it to regional contractors as it has been advertised nationally. All contractors who meet the requirements of the solicitation will be considered. It is the up to the contractor how they will meet the required emergency response time of early as two days from issuance of the “NOTICE OF PROPOSED PROJECT”, or 120 minutes under emergency conditions”.
2. Q: Are contractors who have completed work in South Dakota, and specifically in Sioux Falls, but who do not have a local office in South Dakota eligible to submit a proposal on this MATOC?
Response: All contractors who meet the requirements of the solicitation will be considered.
2. Q: Are contractors required to bid on every Task Order and attend every site visit?
2. A: Response: Reference Atch 1, Section 01000, Paragraph 4d Response to “NOTICE OF PROPOSED PROJECT”. Contractor’s participation will be evaluated on an annual basis.
3. Q: We have noticed that the sample project to provide pricing data is not located in South Dakota, but rather is located at a base in a high price metro area. Is price reasonableness going to be considered at the location of the sample project or based on local South Dakota market conditions?
3. A: Response: Price reasonableness will be based on Sioux Falls, South Dakota local market conditions. (Section 110 & 120)
4. Q: We understand we are pricing the Sample Project for Building 55 Renovation on a Firm Fixed price basis for CLINS 0001-0004 as provided on page 7 of 8 in EXHIBIT D. Does the government require additional backup to evaluate unit price/cost reasonableness based on a detailed WBS breakdown by CSI division?
4. A: Response: We do not require you to submit it with your proposal. Reference RFP, Section 00110, Paragraph
3.1.1. Submit your proposal as per Reference RFP, Section 00110.
5. Q: In Paragraph 2.1 on Page 26 of 79 in the solicitation, it states Volume 2 Technical Capability Proposal is limited to 20 pages. Due to the volume of information requested including resumes for key personnel and construction schedule, would the Government consider removing the resumes and construction schedule from the 20 page limit?
5. A: Response: The 20 page limit will remain as stated.
6. Q: Will the seed project truly be awarded for this solicitation or is the seed project meant for evaluation purposes only?
6. A: Reference Exhibit D – MATOC TO Offering Prototype Project v2, Page 1, Clause FAR 52.232-18 Availability of Funds. Funds are not presently available for this procurement. This is a prototypical project and will not result in a task order award. This is a prototypical project for price evaluation purposes only to allow the Government to evaluate the contractor’s ability to provide a price that is reasonable.
7. Q: We are respectfully requesting your assistance in gaining approval of our record - USA series 8100 Automatic Swing Door Operator as an equal substitute to those currently specified on the subject.
7. A: Given this is a prototypical project for evaluation purposes only and will not be awarded, price according to the specifications.
8. Q: We were considering selecting a dollar range of $2,000 -$250,000 and the prototypical project is in a much higher range that we do not feel comfortable with at this time, is it the intent of the MATOC to only have large general contractors submit proposals? Do we still need to submit an offer on the prototypical project? It was our understanding that air base was looking for smaller local companies to perform smaller scale work order?
8. A: This solicitation is set aside for Small Businesses as per FAR Part 19.202. The prototypical project provides the Government with the ability to evaluate if your company can provide a reasonable price regardless of the dollar range selected. All companies that fall into the Small Business standard as per the NAICS Code are provided the opportunity to provide a proposal.
RFP, Section 00110 Paragraph 3.1.6. Prototypical Project Requirements: All offerors, regardless of the areas of consideration on location and price shall price the prototypical project for evaluation purposes. Failure to provide a price with the Section 00010, Bid Schedule for the prototypical project Exhibit D is considered non-compliant with the solicitation requirements and grounds for elimination from consideration/evaluation.
9. Q: On page 10 of Attachment 1 “Special MATOC Contract Requirements” under Safety Manager, it is stated that the must have 5 years’ experience working with the requirements described in Paragraph SC38, SAFETY/ACCIDENT REPORTING. SC38 appears to address FAR Clause 52.204-10 Reporting. Should this reference be SC35 Safety and Accident Reporting? Please clarify.
9. A: Yes the reference should be SC35. An Amendment will be published to Atch 1, Special MATOC Contract Requirements, Paragraph 8.2 to change the reference from SC38 to SC35.
The following questions were asked during the Preproposal Conference on 7 Jan 2020:
10. Q: Any way of getting an extension on closing date because the AGC (Associated General Contractors) conference? Conversation Overview: During this conversation it was identified that two contractors in attendance, GA Johnson Construction & Golden Rule Construction, are members of the AGC. The AGC is the week prior to the closing date. Mr. Tim Andersh said extending the due date is unlikely as the government already extended once and has a limited timeline. Ms. Carrie Hancock said we could possibly push closing date to 29 Jan 2020 but will discuss with Government team.
10. A. The solicitation/RFP was posted 13 Dec 2019 with offers due 22 Jan 2020 and the due date will not be extended.
11. Q: Do proposals need to be delivered to base?
11. A. Contractors can mail or deliver to base. Page 20 on top of page states the requirements of submitting proposals. Reference the RFP, Section 00100, Paragraph 1.8 for hand delivered information.
Regardless how the offers are delivered, they will be logged (date/time) when received at the bid repository. It is the offerors responsivity to ensure offers are received on or prior to the due date and time.
Mr. Tim Andersh explained contractors need to be aware of time frame to submit proposals as there is a holiday on 20 Jan 2020 and with the 4-10 schedule SDANG employees will not be at work on 20-21 Jan due to the holiday.
12. Q: What type of project do you see as the first project?
12. A. Currently there is no way of determining what project will be first as a lot of factors that come into play such as funding and changing priorities. Project forecasts change.
All contractors that are awarded a MATOC contract will be award an initial Task Order in the amount $2,000 for Safety and Quality Assurance Plans.
13. Q: Is there anything on prime & subcontracting percentages?
13. A. Subcontracting is addressed in several areas including RFP, Section 00110, Paragraph 3.2.3 and FAR 52.219-14 Dev 2019 O0003. Atch 1, 01000 Special MATOC Contract Requirements addresses it in Paragraphs 5 and 18.
An Amendment will be published to Atch 1, 01000 Special MATOC Contract Requirements, Paragraph 18 to reflect the updated clause FAR 52.219-14 Dev 2019 O0003 information.
14. Q: Does the general contractor need to team up with subcontractors or do subcontractors submit separately?
A. The prime will have to determine and identify subcontractors per the RFP to include Section 00110, Paragraph
3.3. Each proposed subcontractor/Teaming Partner must also complete an Exhibit B, “Subcontractor/Team/Key Personnel Information and Consent Form”, to be considered.
15. Q: Is the general contractor limited to the number of subcontractors submitted?
A. There is no restriction on the number of subcontractors that can be submitted. If the prime is awarded a MATOC and wants to make a change on subcontractors they must submit a request to the government.
