About this file
This is a Questions and Answers document for federal solicitation W912LR26QA038 regarding a G1 YRRP HHC 191st RSG Pre-Deployment Event scheduled for August 29, 2026.
The document clarifies key requirements for venue and catering services to be provided in Puerto Rico within the geographic area of Fort Allen, Juana Diaz. Facilities located less than 30 miles from the unit are acceptable. The event is a single-day conference venue requirement with no overnight lodging component and an estimated guaranteed headcount of 200 attendees per meal service. A small-business prime contractor may subcontract the meeting-package and food-service performance to a similarly situated venue without requirement to own or operate the facility, and the subcontracted venue does not need to qualify as a small business. The contractor shall provide two tables and four chairs for registration, while the Government will provide and operate all Audio/Visual equipment. Puerto Rico sales-and-use tax treatment will be clarified via a Tax Exemption Form provided after contract award. Meals will be billed on the guaranteed count of 200 participants, with meal and attendance adjustments permitted within a +/- 5% variance up to 72 hours prior to the event. No guest rooms are required for this solicitation.

Solicitation W912LR26QA038 - G1 YRRP HHC 191st RSG Pre-Dep Event 29 Aug 2026 Questions and Answers
1. Geographic radius (PWS 1.4.1, 5.1.2). The PWS states the venue should be located “within an approximate radius of 30 to 80 miles” of the unit at Ft Allen, Juana Diaz.
Please confirm whether 30 miles is a firm minimum distance, or whether facilities located closer than 30 miles (for example, within the Ponce metropolitan area) are acceptable. If a minimum applies, please confirm the intended figure.
Answer: Facilities located less than 30 miles are acceptable.
2. Offeror eligibility and subcontracting (PWS 2.1.1, 2.1.9; FAR 52.219-14). Please confirm that a small-business prime contractor may satisfy this requirement by subcontracting the meeting-package and food-service performance to a similarly situated venue/subcontractor, consistent with the limitations on subcontracting, and that the offeror is not required to own or operate the facility.
Answer: Look SF 1449 page 1
3. Set-aside and NAICS. Please confirm the NAICS code and small-business size standard assigned to this requirement, and the set-aside designation (total small business, WOSB/EDWOSB, SDVOSB, 8(a), or unrestricted).
Answer: See answer to question 2.
4. Government-furnished A/V (PWS 3.3). The PWS states the Government will provide Audio/Visual equipment. Please confirm that Government-furnished A/V is the only Government-furnished property/equipment for this event and that the contractor is not required to furnish A/V equipment. Please also clarify whether the contractor is responsible for A/V setup and operation, or whether the Government will operate its own equipment.
Answer: The Government will provide and operate all Audio/Visual (A/V) equipment.
5. Puerto Rico tax treatment. Please advise how Puerto Rico sales-and-use tax (IVU) is to be treated in the quoted price — specifically, whether the Government’s tax-exempt status extends to the facility and catering services procured for this event, or whether applicable Puerto Rico taxes should be included in the offered price.
Answer: We will provide the Tax Exemption Form after contract award.
6. Guaranteed headcount for catering (PWS 5.3.1, 5.5.1, Technical Exhibit 3). TE3 estimates 200 for each meal service, and PWS 5.5.1 permits a +/- 5% adjustment up to
72 hours prior to the event. Please confirm the guaranteed minimum headcount the contractor should price and invoice against, and whether meals are billed on the guaranteed count or on actual attendance.
Answer: 200 pax.
7. Subcontractor size status. Does the subcontracted hotel/venue also have to qualify as a small business, or may the prime subcontract to a large-business venue?
Answer: No
8. How many guest rooms are required, if any?
Answer: No guests room are required.
9. If guest rooms are required, what are the check-in/check-out dates and room occupancy requirements?
Answer: Not applicable
10. Lodging Requirement. Paragraph 5.5.1 references the ability to adjust "meals and lodgings" by +/-5% within 72 hours prior to the event; however, Section 5.0 (Requirements) does not specify any overnight guest room or lodging requirement for attendees. Please confirm whether this requirement includes overnight lodging accommodation for attendees, or whether this is a single-day event with no lodging component.
Answer: This is a venue with conference. No lodging.
11. Registration Furniture Quantity. Paragraph 5.1.3 states the contractor shall provide "two
(10) tables and four (20) chairs" for the registration area. Please confirm the correct quantity required for this area — two (2) tables and four (4) chairs, or ten (10) tables and twenty (20) chairs.
Answer: The correct quantity required for the registration area is two (2) tables and four
(4) chairs.
