About this file

This document is a Request for Information (RFI) Q&A log for a U.S. Army procurement of Canon photographic equipment destined for Fort Buchanan, Puerto Rico. The solicitation, issued via SF 1449, requires quotation of eight Canon EOS R6 Mark II camera bodies, eight Canon RF 24-70mm F2.8 L IS USM lenses, eight Canon RF 70-200mm F2.8 L IS USM lenses, and storage cards meeting specified minimum characteristics. The closing date for submissions is July 16, 2026, at 4:00 PM local time, with quotes submitted electronically to ng.prarng.purchasing-and-contracting.mbx@army.mil. The requirement is set aside for small businesses under NAICS 423410 (Photographic Equipment and Supplies Merchant Wholesalers), which the Government declined to change.

Key compliance requirements include: quoters must be OEM-authorized Canon dealers, resellers, or partners with documentation issued directly by Canon (including Canon Latin America), not through distributors; Items 0001-0003 require exact Canon brand name and model specifications with no substitutes; Item 0004 (storage cards) permits equal or similar products if they meet minimum salient characteristics; all items must be strictly new with standard commercial OEM warranty valid in the United States and Puerto Rico; and delivery must be made directly to USPFO PR WAREHOUSE, BLDG. 541, FORT BUCHANAN PR 00934, with all transportation costs included in quoted prices. Quoters must submit a signed SF 1449, vendor quote, Attachment 1 (pricing schedule), OEM authorized reseller proof, an affirmative statement that all items are new, and warranty confirmation.

1 2-Jul We would like to participate in this RFQ but our company is not a small business under NAICS 423410. Would the Army be willing to change the NAICS to 334111? We do quantify as a SB for that NAICS? We are Canon authorized dealers and can ship directly to PR for this RFQ.

The Government will not change the NAICS code. The principal purpose of this acquisition is the supply of photographic equipment, which aligns appropriately with NAICS 423410

(Photographic Equipment and Supplies Merchant Wholesalers).

2 2-Jul Are similar products acceptable for this bid? For Items 0001, 0002, and 0003, only the exact CANON brand name products are acceptable. For Item 0004 (Storage Cards), "Equal or Similar" products are acceptable provided they meet the minimum salient characteristics outlined in Attachment 1 and the SF 1449.

5 2-Jul The offer due date and local time, as Block 8 appears blank in the copy we received.

The copy in SAM.gov has this filled. The offer due date and time is 16 July 2026 at 04:00 PM Local Time, as indicated in Block 8 of the SF 1449. While the SAM.gov description text has a typo stating "16 June 2026", the SF 1449 takes precedence and the

SAM.gov "Date Offers Due" field correctly reflects July 16, 2026. We will clarify to eliminate ambiguity.

Date/Local Time)

6 2-Jul Confirmation that quotes should be submitted to ng.prarng.purchasing-and-contracting.mbx@army.mil.

Confirmed. Quotes shall be submitted electronically to ng.prarng.purchasing-and-contracting.mbx@army.mil as stated in the solicitation instructions.

7 2-Jul Whether OEM authorized reseller proof may be provided through our supplying distributor / authorized source documentation, provided all products are new and include

U.S. warranty.

No. In accordance with Addendum 1 to FAR 52.212-1, the offeror submitting the quote must themselves be an OEM

Authorized Dealer, Reseller, or Partner for CANON products.

The documentation provided must validate the offeror's direct authorized status.

52.212-1, para 1. OEM

Authorized Reseller Proof)

8 2-Jul Whether there are any additional attachments or certifications expected beyond the signed SF1449, vendor quote, and completed Attachment 1.

Yes. In addition to the signed SF 1449, vendor quote, and

Attachment 1, quoters must provide OEM Authorized Reseller proof for CANON products, an affirmative statement that all items are strictly new, confirmation of standard commercial OEM warranty, and "Equal" product documentation if proposing an alternative for Item 0004, as detailed in Addendum 1 to FAR

52.212-1.

10-Jul C SF 1449, pg. 27 (Addendum 1 to

52.212-1, paras 1-4)

9 7-Jul We respectfully request clarification regarding the RF lens requirement to ensure our quote is fully compliant.

The SAM.gov description summarizes the requirement as “8 Canon EOS R6 Mark II bodies and 16 professional RF lenses.” The SF-1449 and Attachment 1

Quote Sheet appear to identify the 16 lenses as:

• 8 EA Canon RF24-70mm F2.8 L IS USM

• 8 EA Canon RF70-200mm F2.8 L IS USM

Please confirm that Item 0003 requires the Canon RF70-

200mm F2.8 L IS USM, and that the Canon RF70-

200mm F4 L IS USM would not be acceptable for Item

0003.

Confirmed. Item 0003 strictly requires the exact Canon

RF70-200mm F2.8 L IS USM as listed in the SF 1449

Schedule and Attachment 1. The Canon RF70-200mm F4 L

IS USM or any other alternative lens will not be accepted, in accordance with the brand name and description in the compliance evaluation criteria in tailored FAR provision

52.212-2.

10 9-Jul Will the Government accept a letter of supply or authorization issued by a Canon-authorized distributor — confirming that

VENDOR will be supplied genuine, new Canon product with full U.S./Puerto Rico warranty for this requirement — as satisfying the OEM Authorized Reseller Proof requirement, or must the documentation be issued directly by Canon?

No. In accordance with Addendum 1 to FAR 52.212-1, the documentation must be issued directly from the OEM (Canon) and must validate that the company submitting the quote is an authorized dealer, reseller, or partner. A letter of supply or authorization from a distributor is not sufficient to meet this requirement.

10-Jul C SF 1449, pg. 27 (Addendum 1 to

52.212-1, para 1), requirement for documentation "from the

OEM.

11 9-Jul Canon services Puerto Rico through its Canon Latin America channel rather than the mainland Canon U.S.A. authorized dealer network. Would authorization or documentation issued through Canon's Latin America distribution channel satisfy the requirement, provided the products carry the standard

OEM warranty valid in the United States and Puerto Rico?

Authorization or documentation issued through any official

Canon corporate channel, including Canon Latin America, is acceptable. The submitted documentation must clearly confirm that the quoter is a current authorized dealer/reseller and that the products will be covered by the standard OEM warranty that is fully valid and supported within the United States and Puerto

Rico.

10-Jul C SF 1449, pg. 27 (Addendum 1 to

52.212-1, para 3. Warranty

Capability), which focuses on the validity of the warranty in Puerto

Rico.

12 9-Jul Given the July 16, 2026 closing date, if a quoter's Canon authorization is formally in process but not yet finalized at time of submission, would the Government accept documentation showing the pending authorization, or consider a short extension of the closing date?

A finalized and valid Canon authorization must be submitted with the quote by the closing date. Documentation showing a

"pending" authorization status will be considered non-conforming and will render the quote unacceptable. The Government does not intend to issue an extension to the solicitation closing date for this purpose.

10-Jul C SF 1449, pg. 22 (52.212-1, para

(a) Submission of quotations), requirement to submit all information "at or before the exact time specified."
