About this file

This file is a Questions and Answers document for federal contract opportunity W912LR26QA007, issued under FAR 12 and DFARS Deviation 2026-O0028 for Role Player Services. The document contains 12 questions with government responses across two amendments. Task 2 requires the contractor to provide casualty role players, displaced civilians, moulage services (wounds, burns, chemical exposure, PTSD, pediatric scenarios), waterproof injury/mass casualty cards, internal transportation of role players, and coordination with CERFP Medical and FSRT including EMS Coordinator and County Coroner roles. The government will supply trauma manikins (18 units of different sizes and weights representing various age groups), which the contractor must place, recover, and reposition as needed. Task 6 requires two Level III ambulances with four paramedics (two per ambulance) providing BLS and ALS coverage during the exercise period, with paramedic sustainment provided by the contractor.

Additional contractor responsibilities include providing subject matter experts who can serve as Incident Command staff (some positions may be dual-hatted for cost savings), set and reset services for the SCVS rubble pile (including provision of heavy equipment such as forklift or Sky-trak), sanitation services including port-a-potties and wash stations (with government assistance available), and all role players must possess REAL ID driver's licenses as required by post. Role player requirements are capped at no more than 25 players for days 1 and 2, and 50 for day 3, though actual numbers may be determined once the exercise begins. Role player parking will be provided at Camp Santiago Joint Training Center main parking lot with government shuttle transportation. The evaluation will be conducted under 52.212-2 (Tailored) provisions, and past performance will not be evaluated in source selection.

W912LR26QA007 Role Player Services Questions and Answers:

AMENDMENT 001

Question#1: Task 2 – Role Players, Moulage, and Real World Medical Support

Task 2 indicates that the contractor shall provide, among other elements:

• Casualty role players

• Displaced civilians

• Trauma manikins

• Moulage services (e.g., wounds, burns, chemical exposure, PTSD, pediatric scenarios)

• Waterproof injury/mass casualty cards

• Internal transportation of role players

• Coordination with CERFP Medical and FSRT, including providing a role player acting as EMS Coordinator / County Coroner

Based on this description, Task 2 appears to encompass simulation-based medical realism and exercise support, including coordination roles that interface with CERFP medical elements.

ANSWER: Yes, we will simulate medical realism and exercise support, including coordination roles that interface with CERFP medical elements.

The EMS coordinator will receive requests from the county or Incident commander and coordinate, the coordinator will either respond in the affirmative or report limited capability depending on the exercise director.

The County coroner will synch with the Incident Commander (available on site) and request assistance beyond the county’s capabilities or direct local support in coordination with the Incident Commander.

As for the manikins we do have them on hand. The contractor will only moulage if necessary and place them in the SVCS. The contractor will not be required to supply the manikins.

Question#2: Task 6 – SYCTE Ambulance Support Services

Task 6 specifies that the contractor shall provide only the following:

• Two (2) Level III Ambulances

• Four (4) Paramedics (two per ambulance)

• Basic Life Support (BLS) and Advanced Life Support (ALS) coverage

• Continuous on-site ambulance coverage during the exercise period

• Sustainment of paramedic personnel (water, meals, shade, PPE, etc.)

Task 6 does not explicitly reference moulage activities, role player coordination, injury card management, or exercise control functions.

ANSWER: SYCTE Ambulance Support Services is a requirement to support civilians acting as role players in the event of a real emergency. The paramedics and ambulances are not part of the exercise. This is why there is no mention of moulage activities, role player coordination, exercise control, or injury card management explicitly.

Question#3: Can you please confirm whether the contractor is required to provide all personnel and materials associated with both Task 2 (Role Players, Moulage, and Real World Medical Support) and Task 6 (Ambulance Support Services), or if the contractor may propose only coordination services for Task 2 and full services for Task 6?

ANSWER: The quoter/service provider is responsible for providing the services and requirements specified in this performance work statement. The Government will not provide directions on how a potential quoter will achieve providing such services nor direct their technical approach. The quoter is advised to review the PWS and ensure their approach meets the needs of the Government, as instructed in 52.212-1 (Tailored) provision, the PWS, and the terms and conditions of this solicitation.

AMENDMENT 002 - NEW QUESTIONS RECEIVED ON 9 FEB 2026

Question#4 The PWS Technical Exhibit 3 seems to indicated that seven (7) separate SMEs are required for EMS Coordinator, County Coroner, Fire Rescue, Hazardous Materials (HAZMAT), Emergency Medical Services (EMS), Law Enforcement, Medical Examiner (ME) and Emergency Management. Can the government confirm if seven (7) separate SMEs are actually desired/required for this? Or can some positions be dual-hatted for extensive cost savings on the contract?

Answer: Some can be dual-hatted. For example: Emergency Medical Services and Medical examiner. County Coroner can act as other roles too as his actions are sequential to other actors. In other words, we’d like to have separate SMEs but not having all 7 is not a deal breaker. We will have enough discussion during the exercise to adjust scenarios accordingly.

Question#5 Will the individuals serving as SMEs for Fire Rescue, Hazardous Materials (HAZMAT), Emergency Medical Services (EMS), Law Enforcement, Medical Examiner (ME) and Emergency Management be serving as an Incident Command (IC) and staff for the exercise?

Answer: Yes, they will serve as an Incident Command and Staff. We, however will have an Incident Commander, we just need his staff. They will also provide insight as subject matter experts.

Question#6 Is the contractor required to provided SCVS (rubble pile) set and reset services during the exercise? If so, is the contractor required to provide a heavy forklift or Sky-trak for these services?

Answer: Yes.

Question#7 How many government-provided weighted manikins will be on-site? Will the contractor be solely responsible for placing, recovering, and re-placement of weighted manikins. or will the government assist in this task?

Answer: 18, different sizes and weights representing different age groups.

Question#8 What/where will be the designated role player parking area?

Answer: Camp Santiago Joint Training Center main parking lot by the post flags. No POVs are allowed at the training area. We will shuttle them with our white cell support.

Question#9 Will all role players be required to have a REAL ID driver's license? Or what other types of ID will be acceptable?

Answer: Yes, as required by post.

Question#10 Is the contractor required to provide any sanitation services or port-a-potties and wash stations? Or will this be provided by the government?

Answer: Yes, contractor is required to provide sanitation services, but it is something we can help with.

Question#11 What percentage of casualty role players each exercise day will require moulage? And what percentage will be Displaced Persons without moulage.

Answer: The requirement is no more than 25 role players for days 1 and 2. And 50 for day 3.

We won’t know if we can use less than 25 of day 2 or less than 50 on day 3 until the event starts.

Question#12 What will be the Past Performance requirement for a contractor to be determines as "Technically Acceptable"?

Answer: This solicitation will not evaluate past performance. This solicitation is issued under FAR 12 and DFARS Deviation 2026-O0028 Revolutionary Federal Acquisition Regulation (FAR) Overhaul Part 12 Defense FAR Supplement (DFARS) Part 212. Refer to 52.212-2 (Tailored) provision for evaluation. Source selection procedures under FAR 15 for Lowest Priced Technically acceptable ARE NOT applicable to this acquisition and are not being used.
