A. WORK TO BE DONE:
The work to be performed under this project consists in furnishing all plant, labor, equipment, appliances, materials and performing all operations in strict accordance with ethical accepted practices of engineering.
The following is a list of the principal features of the project as described in the specifications, shown, noted or implied upon in the accompanying drawings, showing the general characteristics and extent of the work. Parts not specifically detailed shall be constructed in a manner and spirit conforming to the class of work required for the whole project.
The Contractor must perform a site visit in coordination with the Contracting Officer to verify the existing site and facility conditions. Any differing conditions shall be notified in writing to request clarification. The Contractor is solely responsible for verification of dimensions and quantities.
The work to be performed in accordance with UFC 1-200-01 “General Building Requirements”, NFPA 101 “Life Safety Code”, and IBC 2012 “International Building Code 2012, UFGS “Unified
Facility Guide Specifications” as well as the base contract specifications and this statement of work.
The roofs of the buildings shall be tested for asbestos containing material by the contractor and the appropriate measures must be taken by the contractor if ACM was determined to be present.
B. SPECIFICATIONS:
All work shall comply with the more stringent specification from the UFC or attached
Specification sections.
The Contractor shall identify and comply with all applicable federal, state, and local statutes. A partial list is presented in at the end of this document and in the Standard Design Criteria. It is the
Contractor’s fundamental responsibility to identify and comply with all mandatory federal and applicable DoD and Air Force requirements whether or not listed specifically in these two documents.

C. SCOPE OF WORK:
BUILDING 1
1. Provide lump sum price.
2. Patch and seal isolated impact areas on existing roof to make existing roof watertight.
Seal using silicone seal coating with granules. The installed roof system shall be watertight; free of defects including foam and coating delamination, blistering, or voids; suitable for the climatic and service conditions of the installation; and shall provide for positive drainage of the roof area. Use specification SECTION 07 57 13 SPRAYED POLYURETHANE FOAM ROOFING.
3. Remove exhaust fan and provide new water tight cap.
BUILDING 2
2. Building 2 has (4) different roof elevations. The high roof section has been temporally patched by others. A permanent roof for this section will be provided by others in the near term. The low & mid-height roofs are spray foam roofs (SPF’s) that were not leaking at the time of the inspection.
Any damaged areas caused from the adjacent high roof repair shall be included in the contractors bid once the permanent repair is performed on the high roof. See APPENDIX A for additional information.
3. The solar system support rails shall be removed from the roof and the east high roof section
(blue). The membrane there shall be patched to insure the roof system shall be watertight; free of defects including foam and coating delamination, blistering, or voids; suitable for the climatic and service conditions of the installation; and shall provide for positive drainage of the roof area. Use specification SECTION 07 57 13 SPRAYED
POLYURETHANE FOAM ROOFING.
BUILDING 12 Main Gate Guard Shack
2. Remove and replace the existing wood framing and replace with like kind.
3. Install new shingle roof with like kind on new roof framing.
4. Remove and replace the SPF roof with like kind. Use specification SECTION 07 57 13
SPRAYED POLYURETHANE FOAM ROOFING.
BUILDING 16
2. Remove existing impermeable roof down to the concrete roof deck.
3. Inspect existing concrete deck for replacement or repair.
4. Replace or repair damaged concrete roof deck found during inspection.
5. Replace all roof boots for roof penetrations.
6. Repair any areas where water can pond on roof slab.
7. Install new 2”x6” pressure treated blocking around the perimeter for roof edging.
8. Clean and prepare the concrete surface for application of new modified bitumen roof.
9. Install R20 insulation and modified bitumen roof with metallic self-protection per the following specifications designed to withstand 160 mph hurricane force winds per the following specifications

10. Install new perimeter stainless steel metal flashing around roof perimeter per specification

11. Install 5 new roof drain grates.
DIESEL FUEL STORAGE TANK ROOF
2. Remove and replace the existing steel roof decking and joist with like kind. See
APPENDIX D for additional information. Ensure new roof decking and joists are hot dipped galvanized with a heavy coating to protect vs. corrosion for this area.
3. Remove damaged concrete around grate edge angle and patch concrete with a non-shrink grout and bonding agent.
Building 2 has experienced extensive roof damage due to Hurricane Irma and Maria. The roof damage has allowed for the infiltration of water into the building causing further damage to the interior finishes. The building is showing signs of mold and mildew growth around the air ducts, acoustical ceiling tiles, raised access flooring, and walls. The air quality of the building should be tested before work begins, during the work, and at the completion of the work and appropriate safety precautions should be taken during repairs on this project. The completion of the repairs to the building are required to restore a safe working environment.
Full Containment for Mold Remediation: This containment is required for work in Bldg 2 for this project. Full containment is recommended for the cleanup of mold-contaminated surface areas greater than 100 ft2 or in any situation in which it appears likely that the occupant space would be further contaminated without full containment. Double layers of polyethylene should be used to create a barrier between the moldy area and other parts of the building. A decontamination room or airlock should be constructed for entry into and exit from the remediation area. The entryways to the airlock from the outside and from the airlock to the main containment area should consist of a slit entry with covering flaps on the outside surface of each slit entry. The chamber should be large enough to hold a waste container and allow a person to put on and remove PPE. All supply and air vents, doors, chases, and risers within the containment area must be sealed with polyethylene sheeting to minimize the migration of contaminants to other parts of the building. The containment area must be maintained under negative pressure relative to surrounding areas. This will ensure that contaminated air does not flow into adjacent areas. This can be done with a high-efficiency particular air (HEPA)-filtered fan unit exhausted outside of the building. All contaminated PPE, except respirators, should be placed in a sealed bag while in this chamber. Respirators should be worn until remediators are outside the decontamination chamber (e.g., airlock). PPE must be worn throughout the final stages of HEPA vacuuming and damp-wiping of the contained area. PPE must also be worn during HEPA vacuum filter changes or cleanup of the HEPA vacuum. The surfaces of all objects removed from the containment area and the containment area itself should be “wet” cleaned and HEPA vacuumed prior to reoccupancy.
Asbestos Abatement: Asbestos containing materials (ACM)/debris have been identified in Bldg 2
Vinyl Tile floors, mastic and under ceramic tile floors per the attached report. Below is an excerpt for Bldg 2 from this report:
- 9"x9" VAT and mastic were reported to be present in rooms 10 and 11 ( 720 sq.ft). Priority 5 was assigned.
- VFT and mastic present under the ceramic tiles located in rooms 1-9, 14, 16, hallways 1-4, bathroom (1st floor), rooms 17-22, hallways 5 and 6 all of the second floor (total 5,160 sq.ft) and
VFT/mastic under elevated floor (720 sq.ft) are assumed as ACM.
Any ACM that may be disturbed during the course of this project shall be abated by a certified abatement company that has submitted the required qualification documentation and has been approved to perform abatement work by the COR. An asbestos work plan must be submitted to the
COR prior to starting any work. Pre and Post abatement visual inspection must be scheduled with the COR office at least 24 hours in advance and any discrepancies found as a result shall be corrected by the contractor, at no additional cost to the government, before proceeding. The contractor will remove the ACM in accordance with 29 CFR 1926.1101, as outlined in DAQ R307-
801, Puerto Rico standards, as well as base guidelines. Upon completion of the asbestos removal, all surfaces inside the regulated area shall be visibly clean of any debris and or dust. Entire work area will be HEPA vacuumed and wet cleaned prior to the final visual inspection and encapsulation.
Critical barriers will cover all openings and penetrations inside the regulated work area and will remain in place until the areas have been released as clean, first by a visual inspection and then by aggressive air clearance sampling. An independent, third party consulting firm hired by the contractor will run the aggressive air clearance samples. A three stage decon unit will be attached to each enclosure/phase prior to starting any asbestos removal. The decon unit will be equipped with hot and cold running water. Shower and or residual water will be filtered down to 5 microns before being discharged into a sanitary sewer drain. Regulated areas will be demarcated with asbestos warning signs and barrier tape. Contractor will remove and properly package the ACM while adequately wet. Daily abatement project documentation/logs and all air monitoring results must be submitted to the COR at the completion of the project. All asbestos waste shall be disposed of at an approved landfill and all waste manifests shall be signed by the contractor with a signed copy being returned to the case COR within 30 days of the waste being disposed of.
LBP Abatement: Lead based paint (LBP) was not identified; however; all painted areas requiring disturbance should be assumed to have LBP and are required to be tested prior to disturbing as part of this Scope of Work. Any LBP that may be disturbed during the course of this project shall be abated by a certified abatement company that has submitted the proper qualification documents and has been approved by the COR. A LBP work plan must be submitted and approved by the COR prior to starting any work. Pre and Post abatement visual inspection must be scheduled with the
COR at least 24 hours in advance and any discrepancies found as a result shall be corrected by the contractor, at no additional cost to the government, before proceeding. The contractor will remove the LBP in accordance with 29 CFR 1926.62, Puerto Rico standards, and base guidelines. Upon completion of the LBP removal, all surfaces inside the regulated area shall be visibly clean of any debris and or dust. Entire work area will be HEPA vacuumed and wet cleaned prior to the final visual inspection. Critical barriers will cover all openings and penetrations inside the regulated work area and will remain in place until the areas have been released as clean by a visual inspection. The contractor shall provide a representative certified as an LBP inspector to provide this visual inspection. The contractor shall provide proper hygiene facilities for use by employees when exiting the regulated area. All LBP waste shall be properly packaged and labeled in containers provided by the contractor and disposed by the contractor at a facility approved for LBP waste disposal. Daily abatement project documentation/logs and all air monitoring results must be submitted to the COR office at the completion of the project.
BUILDING 2
1. Provide lump sum price for the following work. Work to be performed is outlined in drawing contained in Appendix A.

Ground floor

2. Coordinate the following repairs with the future tenet of the space to incorporate any additional requirements during the bid process.
3. Remove and replace the entire ceiling grid and ceiling tiles for the ground floor with like kind

7. Reseal all windows.
8. Remove and replace bathroom exhaust fan with like kind.
9. Remove and replace 2 toilets, 1 urinal, and 2 sinks in the men’s bathroom.
10. Repair leaking toilet in the women’s restroom
11. Troubleshoot and repair any plumbing problems in the men’s and women’s bathrooms.
Basement
12. Remove and replace 40 ceiling tiles.
13. Remove and replace 24 lights.
14. Remove and replace 3 exterior doors and frames.
15. Replace HVAC split units (5 tons each) and connections.
16. Remove toilet in bathroom and cap sewer line.
Exterior:
17. Replace and secure 3 loose stair treads on concrete stairs.
Base Lighting – The scope intends to return the perimeter light system to its full capability by replacing light fixtures, brackets, and electrical equipment.
1. Provide lump sum price.
2. Contractor shall field verify and provide material required for this scope of work.
3. Provide and apply active protective measures to prevent damage on the existing nearby buildings, government property, and vehicles.
4. Install new and repair existing floodlight mounted to poles to return to pre-hurricane conditions.
(Contractor shall field verify and provide material required for this scope of work.)
• Light specification: pole mounted LED fixture, IES type 2, roadway optical output, 4000k white
LED, electronic dimming drive, 0-10 volt <20% THD, 15,500 lumens, 3 Pin Photo control, receptacle and device, 10 year warranty, surge suppression, die cast aluminum heat sinks.
5. Perform all electrical connections to source power as required. (Contractor shall verify and provide material required for this scope of work).
6. Conduct light operational check of entire light system.
7. Clean and remove debris from area.
D. SPECIAL CONSIDERATIONS:
Solid Waste Management: All waste materials and debris generated by work under this contract shall be processed, handled, transported, stored, and disposed of by the contractor in accordance with all federal, state, local, regulations, and laws. All waste streams will be quantified and reported to the
Base Environmental Manager.
Fire Safety: The Contractor shall comply with all local fire regulations and NFPA 241 during all demolition and construction work. All fire extinguishers required shall be provided and maintained by the contractor, but must be approved for use by the contracting officer prior to use. “Hot-work” operations, those involving welding, soldering, brazing, or torch heating shall not commence before an AF Form 592 is completed and signed by the Fire Inspector. The contractor shall contact the Fire
Department’s inspection section at least one work day prior to hot-work operations for assistance and completing the Form 592. There shall be no open burning of waste materials or debris during this contract.

The site of the work covered by these specifications is 140th Punta Salina ANG Base, Puerto
Rico.

Contractor Manpower Reporting Application (CMRA): The contractor shall completely fill in all required data fields using the following web address: http://www.ecmra.mil/ Reporting inputs shall be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30.
Every day all garbage and remaining materials related to the work will be taken to a garbage container provided by contractor.
Only company cars with distinctive logos posted at passenger and driver doors will be authorized inside BASE premises.
All personnel are required to show a valid not expired ID in the main entrance gate before entering the Base premises.
At the end of each working day all areas will be clear from equipment, tools and materials.
Special precautions will be taken at no cost to government to protect base property during the project execution.
The use of Personal Protective Equipment is mandatory at all time while working in the project.

I. CLOSEOUT DOCUMENTATION:
Contractor workmanship warranty letter as applicable.
Manufacturer warranty letter as applicable.
Recycling or landfill proof of disposition document.
Contractor certificates of no debts to suppliers and vendors.
Commissioning and acceptance of system.
For exterior lighting
1. a. Provide a written five year on-site replacement warranty for material, fixture finish, and workmanship. On-site replacement includes transportation, removal, and installation of new products. Finish warranty shall include warranty against failure and against substantial deterioration such as blistering, cracking, peeling, chalking, or fading.
Material warranty shall include:
a. All power supply units (drivers).
b. Replacement when more than 10 percent of LED sources in any light bar or subassembly(s) are defective or non-starting.
2. Warranty period must begin on date of beneficial occupancy. Contractor shall provide the
Contracting Officer signed warranty certificates prior to final payment.
3. Manufacturers’ warranties as applicable.
4. Recycling or landfill proof of disposition document.
5. Contractor certificates of no debts to suppliers and vendors.
6. Commissioning and acceptance of system.
J. EXISTING CONDITIONS:
High Winds sustained by Hurricane Maria caused extensive damage and water infiltration due to
Hurricane Maria. The completion of the repairs to the facilities are required to restore a safe working environment.
