C. SCOPE OF WORK:

Building 12 has experienced extensive roof damage due to Hurricane Irma and Maria. The roof damage has allowed for the infiltration of water into the building causing further damage to the interior finishes. The building is showing signs of mold and mildew growth around the air ducts, acoustical ceiling tiles, walls and carpets. The air quality of the building should be tested before work begins, during the work, and at the completion of the work and appropriate safety precautions should be taken during repairs on this project. The completion of the repairs to the building are required to restore a safe working environment.

Full Containment for Mold Remediation: Full containment is recommended for the cleanup of mold-contaminated surface areas greater than 100 ft2 or in any situation in which it appears likely that the occupant space would be further contaminated without full containment. Double layers of polyethylene should be used to create a barrier between the moldy area and other parts of the building. A decontamination room or airlock should be constructed for entry into and exit from the remediation area. The entryways to the airlock from the outside and from the airlock to the main containment area should consist of a slit entry with covering flaps on the outside surface of each slit entry. The chamber should be large enough to hold a waste container and allow a person to put on and remove PPE. All supply and air vents, doors, chases, and risers within the containment area must be sealed with polyethylene sheeting to minimize the migration of contaminants to other parts of the building. The containment area must be maintained under negative pressure relative to surrounding areas. This will ensure that contaminated air does not flow into adjacent areas. This can be done with a high-efficiency particular air (HEPA)-filtered fan unit exhausted outside of the building. All contaminated PPE, except respirators, should be placed in a sealed bag while in this chamber.

Respirators should be worn until remediators are outside the decontamination chamber (e.g., airlock). PPE must be worn throughout the final stages of HEPA vacuuming and damp-wiping of the contained area. PPE must also be worn during HEPA vacuum filter changes or cleanup of the HEPA vacuum. The surfaces of all objects removed from the containment area and the containment area itself should be “wet” cleaned and HEPA vacuumed prior to reoccupancy.

Asbestos Abatement: Asbestos containing materials (ACM)/debris have been identified in Bldg

12. See provided inspection report results documenting materials verified as containing asbestos.

Any ACM that may be disturbed during the course of this project shall be abated by a certified abatement company that has submitted the required qualification documentation and has been approved to perform abatement work by the COR. An asbestos work plan must be submitted to the

COR prior to starting any work. Pre and Post abatement visual inspection must be scheduled with the COR office at least 24 hours in advance and any discrepancies found as a result shall be corrected by the contractor, at no additional cost to the government, before proceeding. The contractor will remove the ACM in accordance with 29 CFR 1926.1101, as outlined in DAQ R307-

801, Puerto Rico standards, as well as base guidelines. Upon completion of the asbestos removal, all surfaces inside the regulated area shall be visibly clean of any debris and or dust. Entire work area will be HEPA vacuumed and wet cleaned prior to the final visual inspection and encapsulation.

Critical barriers will cover all openings and penetrations inside the regulated work area and will remain in place until the areas have been released as clean, first by a visual inspection and then by aggressive air clearance sampling. An independent, third party consulting firm hired by the contractor will run the aggressive air clearance samples. A three stage decon unit will be attached to each enclosure/phase prior to starting any asbestos removal. The decon unit will be equipped with hot and cold running water. Shower and or residual water will be filtered down to 5 microns before being discharged into a sanitary sewer drain. Regulated areas will be demarcated with asbestos warning signs and barrier tape. Contractor will remove and properly package the ACM while adequately wet. Daily abatement project documentation/logs and all air monitoring results must be submitted to the COR at the completion of the project. All asbestos waste shall be disposed of at an approved landfill and all waste manifests shall be signed by the contractor with a signed copy being returned to the case COR within 30 days of the waste being disposed of.

LBP Abatement: Lead based paint (LBP) was not identified; however; all painted areas requiring disturbance should be assumed to have LBP and are required to be tested prior to disturbing as part of this Scope of Work. Any LBP that may be disturbed during the course of this project shall be abated by a certified abatement company that has submitted the proper qualification documents and has been approved by the COR. A LBP work plan must be submitted and approved by the COR prior to starting any work. Pre and Post abatement visual inspection must be scheduled with the

COR at least 24 hours in advance and any discrepancies found as a result shall be corrected by the contractor, at no additional cost to the government, before proceeding. The contractor will remove the LBP in accordance with 29 CFR 1926.62, Puerto Rico standards, and base guidelines. Upon completion of the LBP removal, all surfaces inside the regulated area shall be visibly clean of any debris and or dust. Entire work area will be HEPA vacuumed and wet cleaned prior to the final visual inspection. Critical barriers will cover all openings and penetrations inside the regulated work area and will remain in place until the areas have been released as clean by a visual inspection. The contractor shall provide a representative certified as an LBP inspector to provide this visual inspection. The contractor shall provide proper hygiene facilities for use by employees when exiting the regulated area. All LBP waste shall be properly packaged and labeled in containers provided by the contractor and disposed by the contractor at a facility approved for LBP waste disposal. Daily abatement project documentation/logs and all air monitoring results must be submitted to the COR office at the completion of the project.

1.2 SYSTEM DESCRIPTION

Provide a blast resistant door which fits a Door Description as follows:

Hollow metal doors shall be flush mounted in frames. Doors shall be the manually operated, side hinged, swinging type. Each door assembly shall include the door, frame, anchors, hardware, and accessories and shall be provided by a single manufacturer. Frames and anchors shall be capable of transferring blast and rebound reactions to the adjacent supporting structure. Resistance to blast shall be demonstrated either by design calculations or tests on prototype door assemblies. Hardware validated by Manufacturer's test shall supersede Section 08 71 00 FINISH HARDWARE.

Section 08 71 00 is a guide specification for function.

1.2.1 Design Requirements

1.2.1.1 Static Material Strength

Obtain the static values for minimum yield strength (or yield point) and (ultimate) tensile strength for steel from the applicable material specification. For tensile strength specified in terms of a tensile strength range, the lowest tensile strength specified shall be selected for design. Structural steel having a minimum static yield strength (or yield point) less than 50 ksi shall be designed using an average yield strength computed as 1.1 times the minimum static yield strength or yield point. If the minimum static yield for structural steel exceeds 50 ksi, the expected yield strength used for design shall be equal to the minimum specified static yield strength or yield point without increase. The expected yield stress for steel sheet and strip used in design shall be computed as 1.21 times the specified static yield point.

1.2.1.2 Dynamic Material Strength

Compute the dynamic material strength by applying a dynamic increase factor that accounts for the increase in material strength due to strain rate effects. The dynamic increase factor for structural steel in flexure shall be applied to the average yield strength and shall be 1.29 , 1.19 , and 1.09 for structural steel having a minimum yield strength (or yield point) of 36, 50, and 100 ksi, respectively. The dynamic increase factor for structural steel having a minimum yield strength (or yield point) between these values shall be obtained by interpolation. Optionally, for structural steel in these yield ranges, the dynamic increase factor shall be determined by a detailed analysis that accounts for the time to yield.

The dynamic increase factor for structural steel having a minimum yield exceeding 100 ksi shall be 1.0. The dynamic increase factor for steel sheet and strip used in flexure shall be 1.1 applied to the average yield stress.

1.2.1.4 Dynamic Analysis and Deformation

Design the door using an equivalent single degree of freedom or other approved dynamic analysis method. The maximum door deformation shall be selected by the door manufacturer except that the maximum deformation in flexure shall not exceed the deformation limits specified or indicated.

The deformation of structural steel members having a minimum yield strength or yield point greater than 65 ksi shall not exceed the elastic deflection. The ductility ratio for flexural members in hollow metal doors shall not exceed 1.0.

SECTION 08 39 54 Page 3

1.2.1.5 Rebound Resistance

Rebound resistance shall be the specified or indicated percentage of the door resistance at initial peak response.
