About this file

This document is a Questions and Answers (Q&A) file for the Virginia Logistics Enhancement Program (Solicitation W912LQ25RA002). The Q&A covers multiple operational details for field support services at Fort Pickett, including clarifications on service frequency, equipment specifications, and contract expectations. Key details include confirmation that services will operate seven days per week, mobile latrines are VIP restroom trailers with multiple restrooms, and roll-off dumpsters must be at least 20 cubic yards. The government will provide 7-10 calendar days notice for task orders, with a goal of 30 days advance notice. Vendors are expected to quote weekly rates for refrigerated units, with propane costs included in unit pricing. The Q&A also specifies that contractors are not responsible for cleaning trailers during rental periods, and government personnel will handle cleaning during use and prior to pickup.

Virginia Logistics Enhancement Program

Q: Can you confirm that “every two days” means every other day?

A: That is correct.

Q: Can you also confirm if all seven days are included for the service frequency or is this only Monday through Saturday?

A: All seven days are included for the service frequency.

Q: Can you provide a description of the mobile latrine? Is this basically a portable unit on a towable trailer or is this a VIP restroom trailer with multiple restrooms?

A: Mobile Latrines are considered VIP restroom trailers with multiple restrooms.

Q: For the laundry and shower trailers, we use propane to heat water. Can you add allowance for additional propane refills for longer exercises? If not, can you provide a detailed expectation/ requirement?

A: Vendors may propose laundry and shower trailers with propone to maintain water temperature. The unit price quoted must include all associated costs as a separate line item for propane refills will not be added.

Q: What sizes of roll off dumpsters are acceptable?

A: The minimum required roll off dumpster is 20 cubic yards; vendors may separately price larger roll off dumpsters available in their inventory.

Q: Are we permitted to submit annual pricing that accounts for estimated inflation, or should we factor inflation into a single unit price?

A: An annual evaluation of unit pricing will occur.

Q: For the reefer, what duration of rental would you like us to quote?

A: The preferred duration of rental is a weekly rate.

Q: How much advance notice will be provided prior to issuing a task order - particularly for large-scale requests?

A: The government strives to award requirements 30 days prior to a need date. However, this cannot be guaranteed. Call orders and task orders will be issued a minimum of 7 to 10 calendar days prior to the need date or event start date.

Q: PWS 5.2.1.3 and 5.2.1.4 - With the trailer on-site response time of 24 hours, what is the allowed repair time? We suggest 72 hours.

A: PWS 5.2.1.3 and 5.2.1.4 have been revised.

Q: Can you confirm the time requirement for relocation? We assume 24 hours.

A: That is correct, relocations are expected to occur within 24 hours after notification.

Q: Mass relocations will require increased immediate/ short-term labor and longer periods of time. Are you willing to add that language in the PWS?

A: No language will not be added to the PWS, relocations are separately priced.

Q: Can you give an example of the reports required in PWS 5.1.1.3 and 5.1.1.4?

A: The contractor is free to develop their own report, but the information must include washer and dryer cycles per day and a total overall washer and dryer cycle. The below is provided as an example only.

1 Oct 25 Washer Cycle(s) Dryer Cycle(s) 21 22

2 Oct 25 Washer Dryer 25 23

Total Overall Cycles Washer Dryer 46 45

Q: PWS 5.2.1.3 and 5.2.1.4 – can you detail what is to be cleaned in the trailers? We understand the PWS to read that no cleaning services of surfaces and interior are required. We can add that service for a fee.

A: The contractor is not required to clean the trailers during the rental period. Government personnel are expected to clean during use and prior to pick-up by the contractor.
