About this file

This document contains Questions and Answers (Q&A) for the Virginia National Guard Wearable Blanket Purchase Agreement (Solicitation W912LQ25QA024). The Q&A provides critical details for potential vendors, including pricing flexibility, artwork requirements, and order processing. Key points include: vendors are not required to price all products on their sheet, can add quantity-based pricing columns, and must provide FOB Destination pricing that includes all processing and delivery costs. Artwork can vary by order, and vendors may add line items for different print types and design complexities.

The document clarifies payment and shipping methods, noting that call orders under $10,000 will be paid via purchase cards, while larger delivery orders require SF1449 forms processed through wide area workflow. There are two known shipping locations: Fort Pickett in Blackstone, Virginia and Defense Supply Center Richmond. Pricing will be reevaluated annually, and the Blanket Purchase Agreement (BPA) can have up to a five-year ordering period with a maximum ceiling of $1,000,000 per BPA, with individual call orders ranging from $1 to $250,000.
