The primary objective of this BPA is to provide a cost-effective, efficient and scalable solution for acquiring customized wearables on an as-needed basis. The wearables will be customized based on the specific branding, functionality, and design preferences of the Virgina National Guard ensuring a high level of quality, durability and usability.

b. Design customization, including logo embroidery, screen printing, heating transfer, and submunition printing.
c. Sizing and material selection to meet the organization specifications.
d. Order fulfillment, packaging and distribution services.
3. Performance Requirements: Vendors shall:
a. Ensure all products meet specified quality standards and are free from defects.
b. Maintain consistent branding in accordance with provided design specifications.
c. Offer a range of sustainable and high-qualify fabric options where applicable.
d. Provide order tracking and reporting for transparency and accountability.
e. Deliver items within agreed-upon timeframes, ensuring minimal disruptions.
4. Deliverables:
a. A catalog of available wearable items and customization options.
b. Sample products, upon request, before initial orders are placed.
c. Digital proofs/mockups for approvals prior to production.
5. Pricing and Invoicing: Pricing shall be structured competitively under the BPA, with volume discounts where applicable. Invoices against call orders shall be submitted using Wide Area Workflow via Procurement Interpreted Enterprise Environment, unless a call order is placed by an appointed ordering officer (OO) using the Government Purchase Card (GPC).
6. Ordering Instructions
a. Authorized users: Virginia National Guard (VANG) organizations to include the Purchasing and Contracting (P&C) Office and the Base Contracting Office (BCO), and VANG appointed Ordering Officers (OO).
b. Orders may be placed against the BPA for a period of five years after date of award or the ceiling of $1M is reached, whichever occurs first.
c. The VANG P&C and BCO are the only offices authorized to purchase under this BPA.
Officially appointed OOs by either office are authorized to purchase under this BPA. A copy of OO appointment letters will be provided to the contractor. However, it is contractor’s responsibility to verify the order is being placed by an appointed OO as the Government is not obligated to pay for goods/services ordered without proper authority.
d. Fair Opportunity:
(1) Orders valued under the micro-purchase threshold are not required to be competed.
(2) Orders valued over the micro-purchase threshold will be competed amongst all BPA holders. Unless otherwise specified by the contracting office or OO, the overall lowest priced vendor that can meet the needs of the requirement will receive the order.
(3) The order is considered binding when the government sends the order to the BPA holder and receipt is acknowledged. No contractor signature is required on the order, the BPA holder just needs to accept the call order in writing (email is acceptable) acknowledging it.
e. The contractor shall provide a monthly report to the Contracting Officer, which includes the cumulative amount of funds charged on all Government Purchase Cards (GPCs) by authorized OOs. A format of the contractor’s choosing is acceptable.
f. Delivery Location: The delivery information will be cited on individual orders.
