About this file

This is an Amendment 1 Questions and Answers document for solicitation W912LP-26-Q-5003, a shop towel lease and laundering service for a U.S. Army facility.

The document clarifies key contract requirements based on vendor inquiries. The previous contract (W912LP24PA003) was awarded to Executive Service Contractors (ESC) LLC with a 12-month base amount of $8,554.00 and a total five-year award value of $47,658.00. The current requirement specifies a weekly base quantity of 2,200 shop towels, equating to an annual lease/laundering quantity of 114,400 towels with an allowable replacement allocation of 11,440 towels annually (10% of base quantity). The contractor must deliver the correct base quantity of quality towels, perform one-for-one towel exchanges on a weekly or biweekly schedule, replace lost and excessively damaged towels, and submit timely monthly invoices. The 10% replacement allowance is based on the physical base inventory of 2,200 towels, not the total annual exchange quantity. Both fair wear and tear replacements and lost/damaged towels documented through joint inventory procedures are billable to the government. For biweekly service locations, the base quantity must be doubled, with final scheduling coordinated with the site point of contact. Initial towel furnishing and delivery costs must be incorporated into the lease and laundering unit price and are not separately billable.

W912LP-26-Q-5003

Amendment 1_Questions and Answers

Q1. Incumbent / Current Vendor: Can you confirm the current or most recent vendor performing this requirement? I see the related notice listed as W912LP-20-P-0003 and want to make sure I'm identifying the incumbent correctly.

A1. Previous Contract: W912LP24PA003. Awardee: Executive Service Contractors

(ESC) LLC.

Q2. Previous Award / Historical Usage: What was the total award amount or annual value of the previous contract? If available, any historical usage information, such as actual towel quantities exchanged by location or annual FWT replacement quantities, would also be very helpful in developing accurate pricing.

A2. 12-month Base Amount: $8,554.00. Total Award (Base period of 12-months+4 12-month option periods) Amount: $47,658.00

Q3. Performance Priorities: Are there any particular performance concerns, service gaps, or areas the Government would like the incoming contractor to prioritize based on experience with the previous contract? For example, delivery reliability, laundering quality, invoicing, inventory control, or servicing the more remote locations. Understanding what has worked well and where improvements may be needed would help us structure our approach to support the requirement effectively from day one.

A3. Priorities outlined in PWS are: Delivering the correct base quantity of quality towels to start the service; Performing the one-for-one towel exchange on a weekly or bi-weekly schedule without fail; Replacing all lost and excessively damaged towels; Submitting correct and timely monthly invoices.

Q4. Technical Exhibit 3 identifies a total weekly Base Quantity of 2,200 shop towels, while Attachment 01 identifies an annual lease/laundering quantity of 114,400 EA and a towel replacement quantity of 11,440 EA. Please confirm that the 114,400 quantity represents 2,200 towels × 52 weeks. Additionally, please confirm whether the 10% replacement allowance is intended to be based on the annual service quantity of 114,400 (11,440 EA annually), or the physical base inventory of 2,200 towels (220 EA annually).

A4. The annual quantity of 114,400. PWS (Section 5.4.2) clarifies the replacement policy: "The Contractor may invoice monthly for the Fair, Wear, and Tear (FWT) life cycle replacement of towels. This replacement invoicing will not exceed 10% of the leased Base Quantity per location as document on TE 3." This indicates the 10% allowance is based on the leased "Base Quantity" (e.g., 2,200 towels), not the total annual exchange quantity.

Q5. Please clarify which towel replacements are billable under the separate Towel Replacement CLIN: (1) normal Fair Wear and Tear, (2) excessively damaged towels, (3) lost towels, or all three. Please also confirm whether lost towels documented through the required joint inventory process may be invoiced to the Government.

A5. This is explicitly billable. Section 5.4.2 allows for monthly invoicing for Fair Wear and Tear replacement, not to exceed 10% of the base quantity. Section 5.3.3 states, "The government assumes responsibility for lost shop towels provided that proper joint inventory procedures are followed by both parties." Section 5.3.4 requires the contractor to annotate lost and damaged towels on the weekly delivery ticket.

Finally, the Performance Requirements Summary (PRS Section 5.2.1.4) states the contractor shall "replace lost and excessively damaged towels and include cost to replace on invoice." This confirms that both lost and excessively damaged towels are to be replaced by the contractor and invoiced to the government.

Q6. PWS 5.2.1 permits weekly or biweekly towel exchange service. Please confirm whether the contractor may select either service frequency for each location, provided the Base Quantity is doubled for locations serviced biweekly, or whether the Government will designate the required frequency by location.

A6. The PWS allows for either weekly or biweekly service. The PWS also states that, "For biweekly deliveries, the base quantity of towels shall be doubled" (PWS 5.2.1.1). The final schedule would likely be coordinated with the site's Point of Contact (POC).

Q7. Please confirm that the cost associated with furnishing and initially delivering the required Base Quantity of shop towels is to be incorporated into the Lease and Laundering unit price in Attachment 01 and is not separately billable.

A7. The PWS implies an all-inclusive pricing structure. The requirements to deliver the initial quantity (PWS 5.1) and provide ongoing exchange services are not separated into different pricing line items in the provided documents. The cost for the initial towel set should be incorporated into the overall unit price for the lease and laundering service.
