Lodging for 831st Engineer Company

Q&A 8/28/2023

Q1. Can more than one hotel be used on this opportunity?

A1. Yes, if the hotels are within proximity of each other (see PWS paragraph 5.1.1.1).

Q2. Are third-party travel management companies allowed to respond to this solicitation?

A2. Yes.

Q3. Is complimentary breakfast required?

A3. Complimentary breakfast was not identified as a required specification within the PWS, so it is not required.

Q4. Are casino hotels acceptable?

A4. Yes.

Q5. Is there an estimate of how many parking spaces are needed?

A5. There shall be 59 parking spots available which is one (1) per room.

Q6. Are the members tax exempted? If so, will you provide a Tax Exemption Form after award?

A6.

Yes, hotel/motel lodging sold directly to a United States Government agency is exempt per State of Iowa Rule No. 730-18.5 Yes, we will provide an Iowa Department of Revenue Sales/Use/Excise Tax Exemption Certificate.

Q7. Does the tax exemption apply to third party companies, too?

A7. Yes.

Q8.

In terms of the telework requirement, are you not allowing contracting for this bid to take place remotely? If not, would one of our team members be required to be near or at the hotel?

A8.

Per the PWS, telework is not permitted regarding the hotel staff for lodging and all ancillary services (i.e., housekeeping); however, if a 3rd party interested vendor is awarded the contract, the PWS does not address the requirement of its physical presence at the location for contract management purposes. Therefore, physical presence at the selected hotel(s) or within proximity of the hotel(s) is not required as contract management can be accomplished via telephone and email.

Q9. For the security detail, how many do you require and what would be the call end time each day?

A9.

Regarding Physical Security as addressed in PWS paragraph 1.4.6, it is not applicable to this requirement as there is no Government Property that will be provided for contractor use to be safeguarded or secured.
