State Youth Symposium
Q1. Do we need to get an account to become an approved vendor to submit the application?
A1. You can submit your proposal without being registered in the System for Award Management (SAM) website located at www.sam.gov. However, since you are required to be registered before the Government can award a contract to your organization, we recommend starting the SAM registration process before submitting your proposal.
Q2. Will there be adults from National Guard with the group of teens attending camp? If so, how many? I will need to account for their meals and lodging.
A2. There are three (3) adults accompanying the youth to camp. They would like to sleep and eat at camp if beds and meals are available. If so, the adults’ beds/meals shall be reserved but not included in the contract price.
Q3. Our camp staff would be “in-cabin” counselors, as well as program leaders for the group. Are they paid the same hourly wage to sleep? What is the sleeping rate of pay?
A3. Please refer to the attached Department of Labor publication WH1312 (CFR Title 29, Part 785 (attached to supplement this answer), to determine whether sleep time should be paid. For further guidance regarding this matter, please contact the Department of Labor, Wage and Hour Division, at (515) 284-4625.
Q4. Does a “healthcare coordinator” that has med dispensing certification and first aid training satisfy the requirement to have medical/nursing care on site? This satisfies accreditation standards for the American Camping Association. Would we be required to have a higher level than what we generally operate with and satisfy industry standards?
A4. Follow industry standards for onsite medical/nursing care.
Q5. As I read the RFQ, we can quote this as a single price with no wage reporting required. Is that correct?
A5. The requirement can be quoted as a single price. Wage reporting is not required within the proposal; however, Service Contract Labor Standards do apply, and employees must be paid accordingly.
