NOTICE OF PROPOSED TASK ORDER

REQUEST FOR PROPOSAL

Amendment 03

DATE: 02 May 2023

PROJECT TITLE & NUMBER:Base Roads & Apron
PN: QJKL162003

1. This amendment is being issued to answer questions and to extend the proposal due date.

2. The contractor submitted questions are as follows:

Q1. Please confirm if the bituminous curb along the driveway/trash enclosure per CP120 is to be apart of Item No. 0002 or Item No. 0006 per the CLIN Schedule in 00 10 00.

Response: Bit curb along trash enclosure area to be included with Bid Item No. 0002

Q2. An asphalt mix design is not provided within the specifications. Please provide so subcontractors may accurately bid.

Response: Intent was for Contractor to provide mix designs meeting the criteria provided in the specifications.

Q3. In lieu of an asphalt mix design not being provided within the specifications, please confirm if the following recomendations for asphalt mixes will be accepted.

Response: sphalt Cement Binder listed in Specification Section 32 12 16.16, paragraph 2.3; should be changed from:

"Provide asphalt cement binder that conforms to ASTM D8230 Performance Grade (PG) PG-58H-28." to "Provide asphalt cement binder that conforms to ASTM D8239 Performance Grade (PG) PG-58S-28 for all new Base Course layers and Mill and Overlay Area Wear Course and from PG 58H-28 to 58H-34 for Wearing Course layers in Reclaimed pavement areas unless approved by Contracting Officer".

Q4. Wear Course Mix: SPWEB440C Response: SPWEB440B or SPWEB440C are acceptable for bidding purposes, but contractor will still need to provide a mix design. Final Mix would be dependent on if used for overlay (SPWEB440B) of milled pavement, or new wearing course on new base HMA (SPWEB440C). Contractor will still need to provide mix design submittal.

Q5. Base Course Asphalt Mix: SPNWB330C Response: SPNWB330B is proposed/acceptable for bidding purposes, but contractor will still need to provide mix design submittal.

Q6. Sheet CP120 calls out to "PROTECT BUILDING" adjacent to BLDG. 682. Please clarify what type of protection of the building is required and to what extent.

Response: Purpose of "Protect Building" is to prevent damage to the exterior building fascia materials or structure during construction. Means and methods for protection of the the building and structures is at the Contractor's discretion. Protect building exterior from damage during removal, excavation, and installation or adjacement pavement materials. Any damage to the building from construction activities will be the responsibility of the Contractor to repair.

Q7. On sheet CP122 it calls out to "Remove existing concrete top slab, Install new concrete top slab with manhole frame/casting" in an area where new 5" HMA Heavy Duty Asphalt is being placed. Per detail 2/CP502, it shows the Manhole Frame & Lid to be surrounded by 8" thick precast concrete (90" DIA.). Please confirm if there is new 8" precast concrete required to replace existing precast to surround the new manhole, and if this will be apart of Item No. 0005 per the CLIN Schedule or other. If required, please indicate/show this on CP122 and provide detail how this is to tie into the adjacent 5" HMA Heavy Duty Asphalt Response: Correct- Remove and Replace 8" thick precast concrete top slab with new 8" thick precast concrete slab with integral cast in place manhole frame and lid. 5" HMA heavy duty paving and necessary aggregate base patching to be installed, compacted in place so that top of new 5" Heavy Duty HMA paving matches top of new precast concrete slab with casting/lid.

Q8. A laydown area is not indicated within the construction drawings. However, specification section 00 01 25 Part 1, subpart 1.25 states that the contracting officer, or COR will designate an open area for storage of construction equipment and materials. Please provide locations for laydown areas for each phase per the Phasing Plan on GC100 so we may account for trucking needs to move materials if necessary.

Response: Contracting officer and the Contractor are to determine the areas necessary and available for laydown areas prior to the Preconstruction Meeting. Contractor to provide proposed areas necessary based on Phasing Plan submittal for review and approval by Contracting Officer.

Q9. An exclusionary period is not provided within the RFP. Please provide an exclusionary period for work as the closure of asphalt plants will impact the ability to achieve the completion of contract within 180 days of NTP.

Response: Winter exclusionary period will be worked in concert between the government and contractor. Assume mid November to mid April as an approximation and will vary based on seasonably good or bad weather. It was also determined during review that 180 days is not enough for this scope of work and the contracting officer will issue an amendment extending to 365 days (exclusion does not count against this).

Q10. Sheet GC100 provides detail #1 for a"Low Profile Barricade". Note "C" says to delineate the work areas within Phase C with these low profile barricades. Please clarify if these barricades are to be around the perimeter of the concrete joint, repair sections and the PCC repair sections.

Response: Intent of the low barricades was to encompass the perimeter of the concrete apron repair work areas (concrete joint repair sections and PCC repair sections), however, airfield management and the Contracting Officer may restrict the contractor to work in certain areas in order to maintain areas of operation on the apron.

Q11. Specification section 01 57 19, Part 1, subpart 1.5.1 states to protect existing trees, shrubs and grassed areas. Please provide locations on the construction drawings.

Response: This is a general statement. All trees and shrubs are to be protected. No specific trees are anticipated to be impacted by construction. No specific tree or shrub protection measures are called out or necessary as all trees/shrubs are outside of the roadway impact area. No trees are located within the areas proposed for trench excavation or swale grading. Restoration of these areas with turf is called. Contractor to minimize disturbance of grassed areas except behind concrete curb and shoulder replacement which are to be restored with 4" topsoil and sod.

Q12. Specification section 02 41 00, part 1, subpart 1.3.2 states to protect trees within the project site which are indicated to be left in place. The construction drawings do not indicate any location or existing trees to be protected. Please provide locations.

Response: This is a general protection statement. No specific trees are called out - all trees on the site are intended to be protected from construction damage. Trees are located outside of the roadway construction impact area and no trees are within the trench excavation or proposed grading areas. No specific tree protection is anticipated.

Q13. Temporary fencing is called out in specification section 01 50 00, subpart 2.3 to be provided along the construction site and at all open excavations and tunnels, and in subpart 3.4.2 to be around trailers and laydown areas. Please provide locations on the drawings where temporary fencing is required for construction limits and laydown areas.

Response: Temporary fencing would only be necessary to protect contractor open trenches and the laydown areas determined with the Contracting Officer.

Q14. Specification section 02 41 00, subpart 3.1.2 states to remove chain link fencing and gates. Please provide locations on the drawings where these removals are required.

Response: No chain link fence or gates are to be removed. All gates in the construction areas can be opened and closed following construction with approval/coordination of the Contracting Officer and gate owner.

Q15. Please confirm what phase of the phasing plan per CG100 is to commence first.

Response: There is no preference in which phase would be constructed first. The intent is to maintain access into the base at all times. Therefore, Areas A and B cannot be under construction at the same time. Contractor to provide proposed phasing with Phasing Plan Submittal.

Q16. Please confirm if an escort will be required for all personnel/vehicles traveling to the job site through the base, or if they will authorized to travel without an escort to the location of work per the phasing schedule.

Response: Escort not required once approved through Base Security for general base area. Each of the contractor's employees will need to gain authorized access from Base Security for the duration of the contract. A full time sscort is required for work in controlled areas (ie flightline/Apron area).

Q17. Specification section 01 35 26, part 1, subpart 1.6.1.1.1 indicates that the SSHO can serve as the QCM and the Superintendent. Specification section 3.4.2/01 45 00.00 10 indicates the requirement for a full time CQC System Manager. Specification section 1.6.1/01 30 00 indicates that the superintendent can also serve as the QCM, but does not state this person can act as the SSHO. Please confirm 1 person can act as the SSHO, QCM, CQC and Superintendent.

Response: Yes, 1 person can fulfill all roles. Must comply with all position requirements and time on site requirements outlined in the specs.

Q18. Not knowing which cracks (Line Form 0004) would or would not require this type of repair (routing & sealing of cracks), and with the plans not providing clear direction as to how we can quantify this work, could you provide a linear footage quantity that we can base our quote on?

Response: we estimated 5310 Lineal feet of Route and Seal cracks in the Mill and Overlay Road Sections, and 2600 lineal feet of route/seal in the Mill and Overlay Parking areas. We estimated 1200 lineal feet of Route/Seal of cracks in the Seal Coat for Roads and 6101 lineal feet of Route/seal cracks in the Seal Coat Parking areas.

For the Concrete Apron Repairs – we estimated 20,000 lineal feet of Joint Sealing plus another 750 Lineal feet of Concrete Apron Route and Seal.

Q19. It appears that some Earthwork/Aggregate Base Course/Sub-Base work appears to be needed to do some of the paving work, but there is no spec section for it in the Spec book or details for any of it on the drawings. Please provide some feedback for this.

Response: Spec sections were included 31 00 00 for Excavation and Backfill, and 32 111 23 for Aggregate Base and Reclaimed Base Courses. These should cover the repair/base work.On the Bid Form, Item 0007 for curbing, it doesn’t clarify if this is for concrete curbs or bituminous curbs. I assume it is just for concrete as the bituminous curbs appear to be integral with bituminous paving. Please confirm.

Response: Yes, concrete curb.
