Questions Re: Solicitation # W912LM18Q5019; 3 September 2018 Minnesota Air National Guard; Command and Control Trailers

(Ref: SOW-para. 3) “Each trailer must: not exceed C130 load limitations, and comply with Air Transportability Test Loading Activity (ATTLA) criteria (see paragraph N.1.a).”

Question 1: Will the government accomplish the ATTLA certification process; do the engineering studies, prepare and submit the certification package to ATTLA?

Answer Question 1: YES

Question 2: Must the offeror accomplish the ATTLA certification process; do the engineering studies, prepare and submit the certification package to ATTLA?

Answer Question 2: NO

Question 3: If the answer to question #1 is in the affirmative, what supporting documentation will the government expect from the offeror as part of this bid submittal? E.g., drawings, engineering calculations, etc.

Answer Question 3:

I’ve attached a section from the MIL-STD-1791 about the required restraint for air transport. The last paragraph on page number 34 deals with welds. Specifically they will need to be installed in accordance with applicable American Welding Society specifications. This can be shown by the inspection report or by the certification of the welder. For bolted-on provisions (preferred method), we’ll need to know ratings of the provisions.

All weld information needs to be specific as to the type of weld, the air/gas mixture, and other welding type specifications for them to determine if they (the welds) can meet the load bearing abilities stated in the SOW. Also, if anything is mounted to the walls (air conditioning for example), the mounting information needs to be included as well. An example would be; Air conditioner mounted using 8, 1/2in bolts, through the internal wall frame, providing support for X pounds…).

The data sheet attached is for the vendor’s reference. The Government will submit the request but will need the vendor to provide the data.
