Questions Re: Solicitation # W912LM18Q5019 Minnesota Air National Guard; Command and Control Trailers
Vendor 1 Questions:
(Ref: SOW-para. 8.C.4) “Ground Clearance: No less than 18 inches at all points at max gross weight.”
Question 1: Please clarify that the “ground clearance of 18” is the body clearance?
(Ref: SOW-para. 8.C.3) “Exterior Dimensions must not exceed; Height: 98 inches Question 2: This specification, in conjunction with specified ground clearance, trailer structural considerations and insulation requirements will limit the interior height to approximately 70”. Can you increase the height limit?
A maximum height of 101” will allow approximately 73” interior height and 102” will allow approximately 74” interior height [Note: C-130 equipment design limit cross-section (MIL-STD-1366E; Figure 26) allows up to 102” for air transported equipment.]
133CRF Response to Q1 and Q2:
Our goal is to maximize interior height while ensuring C130 loading capability. The 96 inch specification is to ensure the trailer can be loaded without hitting the interior of the aircraft prior to the wheels of the trailer reaching the crest of the aircraft ramp. This was an excellent question as we reevaluated the clearance needed. The ground clearance can be lowered to 14.5 inches.
(Ref: SOW-para. 8.G) “Axles: Weights not to exceed 5,000 pound capacity rated” Question 3: In light of your weight restriction is your requirement for an aluminum trailer?
We don’t have a requirement for what the trailer is made out of, as long as the walls maintain integrity.
(Ref: SOW-para. 3) “Each trailer must: not exceed C130 load limitations, and comply with Air Transportability Test Loading Activity (ATTLA) criteria (see paragraph N.1.a).”
Question 4: Is the bidder expected to accomplish the ATTLA certification process? If not, what documentation do you expect the bidder to provide?
ATTLA requires documentation of types of welds (gas and material used in the welds and the weight it can hold/restrain) and how wall mounted items are mounted (“(item) mounted using six (6) 1/2in bolts through frame” for example).
Vendor 2 Questions:
Question 5: The SOW references “paragraph M.1.a” regarding ATTLA criteria but said paragraph does not appear in the SOW. Could you please provide it?
Sorry for the incorrect reference. See N.1.a: “ . Must meet ATTLA criteria of 3Gs forward force, 1.5Gs lateral force (left/right/aft), 2 Gs vertical (upward force), and 4.5 Gs vertical (downward force).
Vendor 3 Questions:
Question 6: The statement of Work calls for a 98” maximum height. Ground clearance 18”. That leaves body height of 80” which means interior height will be just over 6’ max. Is this correct?
See above responses
Question 7: Spare tire under the floor with 18” ground clearance?
If this is not possible, we can just put the tire inside the trailer for transit. The intent of this request was to get the tire out of the way and not take valuable loading space for the equipment we haul.
