Exhibit A – Part 1: Send an exhibit C to all owners of projects used here. Tell us the types of construction methods used, SF, roof type, LEED, types of spaces, etc. This is not where you tell us how pretty the building looked when complete. This is where relevance is determined.

Part 2: Subcontractor’s are important in this area. Not looking for fancy submittals, just facts.

1D: 15% self performance
4B: CPM

1B: Indicate how you will meet that response time 1D: 15% of work must be self performed. This is 15% of the labor cost, NOT INCLUDING materials.

4B: All projects >$1M require a CPM. Required for prototypical regardless of price. May use a CPM from a previous project to demonstrate capability.

Failure To Furnish A Complete Proposal May Result In Elimination From Consideration

Best Value Is Defined As An Award Based On The Greatest Overall Benefit In Response To The Requirement. Award Is Based On Price And Other Non-cost Related Factors.

This allows for alternate proposals (project specific). Always submit a price based on spec/drawings. Include ADD/DEDUCT for….. And amount when submitting an alternate.

The Contractor Whose Proposal Provides

The Best Value To The Government

Anticipate a minimum of 6 awards.
Past Performance and Technical are of

equal weight. When combined they are significantly more important than Price The Best Value May Not Be The Lowest

Important Reminders

Submit A Complete Proposal In Accordance With Instructions – Use Formats Provided Award Without Discussions Is Intended, You May Not Have An Opportunity To Correct Or Revise Proposal 52.219-14 Limitations on Subcontracting Apply- Small Business must perform 15% of cost of contract, not including the cost of materials with it’s own employees

Facts matter – not so much with pretty proposals.

Important Reminders When Using A Subcontractor To Obtain/Enhance Relevancy Provide Subcontractor Consent Form, Exhibit B, Or The Information Will Not Be Considered Award In This Process Does Not Necessarily Mean The Lowest Price Wins
