DIVISION 1 - GENERAL REQUIREMENTS
SECTION 01010 - SUMMARY OF WORK
PART 1 - GENERAL
1.01 LOCATION:
A. Owner: U.S. Property & Fiscal Officer for Rhode Island is contracting for Work described in the Contract Documents.
1. Contract Identification: C130J Flight Simulator Training Facility – TWLR129077
2. Work Site Location: Rhode Island Air National Guard Base, Quonset State Airport, North Kingstown, RI.
B. Engineer: The Contract Documents were prepared by Frankfurt Short Bruza Associates, PC, Oklahoma City, OK.
1.02 PROJECT DESCRIPTION:
A. Description of Project:
1. This project consists of modifications being made to a new C-130J Flight Simulator Building to support installation of a fully functional C-130J Maintenance and Aircrew Training System. A revised “secure area” within the facility will consist of (10) spaces-the perimeter of which will be acoustically and physically (controlled access) separated/isolated from the rest of the building. The original facility contained (6) “secure area” spaces (some of which were separated from each other). These space separation features are still in place. This project will add (4) more spaces to establish a single bulk volume “secure area.” This “secure area” which is designated as “Open Storage Secret” allows for the protection of controlled unclassified information (CUI) and classified information, including information categorized as collateral, sensitive compartmented information (SCI), and Special Access Program (SAP).
1.03 WORK BY OTHERS:
A. Work Under Other Contracts: Not Applicable.
B. Work by Owner:
1. Installation of Government-furnished office furniture systems.
C. Other Activities:
1. Installation of flight Simulator/ Air Force Equipment not contractor installed.
1.04 CONTRACTOR'S USE OF PREMISES:
A. Limited Use:
1. Limit use of the premises for storage and execution of the Work to allow for Government occupancy and use of adjoining areas.
2. Coordinate with the Government to avoid interference of operations.
3. Conduct operations so as to ensure the least inconvenience to the Government.
B. Full Owner Occupancy: Cooperate with the Government during construction operations to minimize conflicts and facilitate Government usage of adjoining areas. Perform the Work so as not to interfere with the Government's operations.
1.05 WORK SEQUENCE:
A. General: Construction sequence shall be determined by Contractor subject to the
Government’s need for coordination of Simulator Installation.

B. Continuous Service of Existing Facilities: Exercise caution and schedule operations to ensure that functioning of present facilities will not be disrupted. Shutdown of any of the Air National Guard facilities to perform the Work shall be held to a minimum length of time and shall be coordinated in advance with the Government who shall have control over the timing and schedules of such shutdowns.
1.06 OWNER-FURNISHED EQUIPMENT AND MATERIALS:
A. Equipment: Equipment and Materials indicated on the Drawings as Government Furnished –
Government Installed (GFGI) will be furnished and paid for and installed by the Government.
1.07 MEASUREMENT AND PAYMENT:
A. Lump Sum Contracts: All Work indicated and specified in the Contract Documents shall be included in the Lump Sum Contract Price.
1.08 COPIES OF DOCUMENTS:
A. Furnished Copies: After execution of Contract, Contractor will be furnished a compact disk
(CD) of the Contract Documents.

PART 1 - GENERAL
1.01 OPTIONAL LINE ITEMS:
A. Optional line items, hereinafter referred to as OLI’s, include the work that is to be priced separately from the base bid/offer. Each OLI must stand on its own and is not contingent on any other OLI. The Government will accept or reject any OLI on an individual basis. The OLI list for this project includes the following:

SECTION 01040 - PROJECT COORDINATION
PART 1 - GENERAL
1.01 SECTIONS INCLUDES:

1.02 SECURITY/TRAFFIC CONTROL:
A. General: Rhode Island Air National Guard facilities are controlled access Federal Military
Reservations. As such, there are strict controls over access to these facilities. Procedures instituting these controls have been developed and will be delineated and explained in these specifications and/or in the pre-construction conference.
1. All vehicles entering Rhode Island Air National Guard Bases do so with the understanding that they will be subject to periodic inspections for contraband or Government property. Any person found with unauthorized Government property in his/her possession will be prosecuted to the fullest extent of the law.
2. In the event an employee of the Contractor terminates employment with the Contractor, or is no longer assigned to a construction job on a Rhode Island National Guard Installation, the Contracting Officer should be notified immediately to be aware of potential unauthorized access.
3. Should the contract requirement necessitate being on the flight line at the Rhode Island Air National Guard Base, vehicle passes with authorized flight line access will be required. However, unless the passes state flight line access and the Contractor has business in the flight line area, contractor employees are not allowed anywhere near aircraft operating areas.
4. In order to facilitate issuance of vehicle passes, the Contractor shall provide to the Contracting Officer, a list of individuals who will be working on this contract and the length of time they are expected to be working. This list shall include all subcontractors working on the contract.
5. Material suppliers are normally given one day passes, however, if the supplier will be making frequent deliveries, notify the Contracting Officer and a pass to accommodate the situation will be issued. The Contractor is cautioned to give suppliers the exact title of the job and location of where materials are to be delivered. Do not send supplies to a military warehouse. The Contractor is cautioned to also instruct suppliers that gate guards, if applicable, will not sign for deliveries. Contractor personnel shall be present to receive deliveries.
6. Blocking of Streets: In the event the Contractor or any subcontractor finds it necessary to barricade any street or road on base, the Contracting Officer must be notified at least 24 hours in advance. Adequate notification must be given in order to coordinate rerouting of emergency vehicles.
7. Material and Tool Safety: The Contractor is solely responsible for the securing of its tools, equipment and materials. The U.S. Government takes no responsibility or liability for any material, tool, or equipment, which is missing. Should the Contractor notice that it is missing any materials or equipment, the contractor shall notify the Contracting Officer immediately and complete required reports.

8. Seat Belts: The wearing of seat belts is mandatory when operating a vehicle on any RI Air National Guard Base. Periodic checks will be made and individuals not wearing seat belts will be restricted from driving on base.
9. Motorcycles: Any individual operating a motorcycle on a RI Air National Guard Base is subject to all State of Rhode Island laws governing the operation of motorcycles. These include, but are not limited to, the wearing of helmets, running with headlights on, etc.
Prior to operating a motorcycle on Base, all operators must comply with the Base Motorcycle Safety Policy.
10. Posted Speeds: All personnel operating motor vehicles on base must observe a 15mph Speed limit, all stop signs, and all pedestrian walkways. Any person stopped for exceeding the posted speeds or not stopping for pedestrians in crosswalks will be restricted from driving on base.
11. Vehicle Parking: All Contractor personnel shall park in the Contractors designated staging area as directed by the Contracting Officer and in no case shall they use any parking space designated for base personnel.
1.03 SAFETY AND PROTECTION OF WORK AND EXISTING PROPERTY:
A. General:
1. Attention is directed to the fact that the Contractor may be working in an area that is an active airport. If so, many aircraft-related service vehicles travel about the site daily.
The Contractor must carry out the work called for in this Contract in such manner as to interfere in the least possible degree with the full and continuous use of the airport. Also on the site are concentrations of active utility lines located below ground. The Contractor shall exercise extreme caution during the course of operations so as not to cause any damage to any part of the existing utilities.
2. The Contractor shall take all reasonable steps to prevent injury to persons (including employees) and property in performance of this contract, including all steps and actions required under safety provisions of applicable laws and applicable construction codes.
B. Work Performance:
1. Contractor shall provide for the safety and protection of the work as set forth in 1.03
Contractor shall provide protection at all times against rain, wind, storms, frost, freezing, condensation or heat so as to maintain all work, equipment and materials free from injury or damage. At the end of each day, all new work likely to be damaged shall be protected/covered.
2. The Contracting Officer shall be notified immediately at any time operations are stopped due to conditions, which make it impossible to continue operations safely or to obtain proper results.
3. Contractor shall construct and maintain all necessary temporary drainage and do all pumping necessary to keep excavations, pits and trenches and ducts free of water. The pumped water shall be pumped into a container and disposed of in appropriate areas. No pumped water shall be allowed on the aircraft-parking apron.
4. Concrete/Asphalt surfaces shall be protected from damage by proper covering and care when handling heavy equipment or handling mortar or other such materials, and proper cribbing and shoring shall be used to prevent overloading of concrete/asphalt surfaces while moving heavy equipment. Provide metal pans under pipe-threading machines and clean such pans daily, keep oil off floors and restore floors to former condition where damaged or stained.
C. Existing Property:
1. Contractor shall provide for the safety and protection of existing property as set forth in the Paragraph 1.03. Any damage to existing facilities resulting from construction
Type B-3 – Final Design Submission PROJECT COORDINATION November 12, 2018 01040-3 operations shall be reported immediately to the Contracting Officer and promptly repaired by the Contractor at no additional cost to the Government.
2. Base Civil Engineer shall be notified to obtain a digging permit. Concerned parties shall be contacted a minimum of 48 hours prior to excavating near underground utilities.
3. Operation of valves or other appurtenances on existing utilities, when required, shall be by or under the direct supervision of the owning utility.
4. The applicable requirements specified for protection of the work shall also apply to the protection of existing property.
5. Before acceptance of the work by the Contracting Officer, Contractor shall restore all property affected by its operation to the original or better conditions.
1.04 GOVERNMENT OCCUPANCY:
A. The Government may occupy adjoining areas during entire period of construction for the conduct of its normal operations.
B. Cooperate with the Government to minimize conflict, and to facilitate Government’s operations.
1.05 SECURITY PLAN:
A. The Contractor shall ensure that all rules and regulations that pertain to safety and security are strictly adhered to at all time that work is conducted.
B. Identification will be required for entry. All construction workers will be subject to complete search and inspection, at any time. The access gate delineated on the plans will be the only authorized entry and exit point to the work area for the construction company personnel. All construction personnel will remain clear of all aircraft at all times when work is to take place at the Rhode Island Air National Guard Base. There is absolutely no valid excuse for construction personnel to be on or near any aircraft
C. Vehicle passes will be issued by the Government security on an as-needed basis only.
Vehicles not having a pass will not be allowed entry into the work area. Vehicles found to be violating safety procedures (speed limits, etc.) will not be allowed re-entry from date of violation.
D. The Contractor shall provide the Government 48-hour notice for overtime work during regular workdays. The Contractor shall provide the Government 72-hour notices for work on Mondays, Saturdays, Sundays or holidays observed by the Rhode Island National Guard. Any overtime must be approved by the Contracting Officer prior to commencement of said work.

PART 1 - GENERAL
1.01 REQUIREMENTS INCLUDED:
A. Applicability of Reference Standards.
B. Provision of Reference Standards at site.
C. Acronyms used in Contract Documents for Reference Standards. Source of Reference
Standards.
1.02 DEFINITIONS:
A. General: Except as specifically defined otherwise, the following definitions supplement definitions of the Contract B. General Requirements: Provisions of Division-01 sections of these specifications.
C. Approved by Contracting Officer: Under no condition does this release General Contractor from responsibility to fulfill requirements of contract documents.
D. Project Site: Space available to General Contractor at location of project, either exclusively or to be shared with other contractors, for performance of the work.
E. Furnish: Supply and deliver to project site, ready for unloading, unpacking, assembly, installation, and similar subsequent requirements.
F. Provide: Furnish and install, complete and ready for intended use.
G. Installer: Entity (firm or person) engaged to install work, by General Contractor or subcontractor. Installers are required to be skilled in work they are engaged to install.
H. Where optional requirements are specified in a parallel manner, option (choice) is intended to be General Contractor's unless otherwise indicated.
I. Minimum Requirements: Indicated requirements are for a specific minimum acceptable level of quality and quantity, as recognized in the industry. Actual work must comply (within specified tolerances), or may exceed minimums within reasonable limits. Refer uncertainties to Contracting Officer before proceeding.
J. Abbreviations, Plural Words: Abbreviations, where not defined in contract documents, will be interpreted to mean the normal construction industry terminology determined by recognized grammatical rules, by the Contracting Officer. Plural words will be interpreted as singular and singular words will be interpreted as plural where applicable for context of contract documents.
K. Certified Testing Laboratory: An independent entity engaged for the project to provide inspections, tests, interpretations, reports and similar services in accordance with the pertinent codes and regulations (AWS, API, ASME, ASTM).
1.03 STANDARDS AND REGULATIONS:
A. General Applicability of Standards: Applicable standards of construction industry have same force and effect (and are made a part of contract documents by reference) as if copied directly into contract documents, or as if published copies were bound herewith.
1. Reference standards (referenced directly in contract documents or by governing regulations) have precedence over non-referenced standards, which are recognized in industry for applicability to work.
2. Applicable Building Codes and Regulations

b. National Electrical Code, 2011 edition
c. NFPA, most recent editions

B. Publication Dates: Except as otherwise indicated, where compliance with an industry standard is required, comply with standard in effect at time of the date of issue of the Contract Documents.
C. Abbreviations and Names: The following acronyms or abbreviations as referenced in contract documents are defined to mean the associated names. Names, telephone numbers, and Web site addresses are subject to change and are believed to be accurate and up-to-date as of the date of the contract documents:

SECTION 01200 - PROJECT MEETINGS, MANAGEMENT AND COORDINATION
PART 1 - GENERAL
1.01 SUMMARY:
A. This Section includes administrative provisions for coordinating construction operations on the
Project including, but not limited to, the following:
1. Coordination drawings.
2. Coordination with Contracting Officer for special requirements.
3. Administrative and supervisory personnel.
4. Project meetings.
5. Requests for information (RFIs).
B. Special Coordination with Contracting Officer: If there are inadvertent discoveries of archaeological material, bones, or funerary objects during construction or other soil disturbance, the Contractor shall contact the Contracting Officer immediately by telephone or radio, and work should cease in that area until National Historic Preservation Act (SOP3) and Native American Graves protection and Repatriation Act (SOP12) regulations are implemented for compliance. Any disposition of archeological deposits are the responsibility of the National Guard, not the Contractor.
C. Each contractor shall participate in coordination requirements. Certain areas of responsibility will be assigned to a specific contractor.

1.02 DEFINITIONS:
A. RFI (Request for Information): Request prepared by the Contractor, on a specific form provided by the Contracting Office.
1.03 PREPROPOSAL CONFERENCE:
A. A preproposal conference will be scheduled by the Contracting Officer soon after release of the bid set for the purpose of reviewing the project requirements and to visit the project site.
1.04 PRECONSTRUCTION CONFERENCE:
A. A preconstruction conference will be scheduled by the Contracting Officer soon after award of the Contract, for the purpose of reviewing the requirements of the Contract Documents, working conditions, access to the sites, security, progress schedules, application for progress payments and any other matters that should properly be discussed prior to the actual start of construction. Attendance by the General Contractor is mandatory.
B. The following personnel should be present at the Preconstruction Conference:
1. General Contractor; General Contractor's superintendent; All major Sub-Contractors and
Superintendents as determined by the General Contractor and Contracting Officer.
C. Agenda: Items of significance that will be discussed, include the following, at a minimum:
1. Protection of construction and personnel.
2. Tentative construction schedule.
3. Phasing.

1.05 PROGRESS MEETINGS:
A. Conduct Project progress meetings at weekly intervals. Intervals may change at the direction of the Contracting Officer. Coordinate dates of meetings with preparation of payment requests.
B. Attendees: Representatives of Government, Contractor, Contracting Officer, and Architect (as necessary), shall be represented at these meetings. All participants shall be familiar with Project and authorized to conclude matters relating to the Work.
C. Agenda: The Contracting Officer will review and correct or approve minutes of the previous progress meeting. Review with the Contracting Officer other items of significance that could affect progress. Include topics for discussion as appropriate to status of Project.
1. Contractor's Construction Schedule: Review progress since the last progress meeting.
Determine whether each activity is on time, ahead of schedule, or behind schedule, in relation to the Contractor's Construction Schedule. Determine how construction behind schedule will be expedited; secure commitments from parties involved to do so. Discuss whether schedule revisions are required to ensure that current and subsequent activities will be completed within the Contract Performance Period.
a. Contractor shall provide a written narrative to the Contracting Officer in the event the project is behind schedule more than two weeks from the approved CPM schedule.
2. Review present and future needs of each subcontractor present, including the following:
a. Interface requirements.
b. Sequence of operations.
c. Status of submittals.
d. Deliveries.
e. Off-site fabrication.
f. Access.

3. Minutes: The Contractor will record the meeting minutes.
a. Contractor shall record meetings in digital audio or audio/video format and provide a copy to the contracting officer for record.
4. Reporting: Contractor shall record meeting results and distribute written copies to everyone in attendance and to others affected by decisions or actions resulting from each meeting. Minutes shall be distributed within two business days of the meeting.
1.06 PRE-INSTALLATION CONFERENCES:
A. Pre-Installation Conferences shall be held prior to the start of various portions of the work, typically prior to the start of work for each construction trade. These meetings shall be held on an as needed basis as determined by the Contracting Officer.
B. Conduct a preinstallation conference at Project site before each construction activity that requires coordination with other construction.
1. Attendees: In addition to representatives of the Government, subcontractors, suppliers, and other entities involved in or affected by the installation and its coordination, or performance of preceded or future activities, shall be represented at these meetings.
Advise the Contracting Officer of scheduled meeting dates.
2. Agenda: Contracting Officer will review progress of other construction activities and preparations for the particular activity under consideration, including the following requirements:
a. Protection of construction and personnel.
b. The Contract Documents.
c. Options.
d. Related RFIs.
e. Related Change Orders.
f. Purchases.
g. Deliveries.
h. Submittals.
i. Review of mockups.
j. Possible conflicts.
k. Compatibility problems.
l. Time schedules.
m. Weather limitations.
n. Manufacturer's written recommendations.
o. Warranty requirements.

3. Minutes: Record significant conference discussions, agreements, and disagreements, including required corrective measures and actions.
4. Reporting: Distribute minutes of the meeting to the Contracting Officer and each party present and to parties who should have been present.
5. Do not proceed with the installation if the conference cannot be successfully concluded.
Initiate whatever actions are necessary to resolve impediments to performance of the Work and reconvene the conference at earliest feasible date.
1.07 COORDINATION MEETINGS:
A. Conduct Project coordination meetings at weekly intervals. Project coordination meetings are in addition to specific meetings held for other purposes, such as progress meetings and preinstallation conferences.
B. Attendees: In addition to representatives of Government, Contracting Officer, and Architect (as necessary), subcontractor, supplier, and other entity concerned with current progress or involved in planning, coordination, or performance of future activities shall be represented at these meetings. All participants at the conference shall be familiar with Project and authorized to conclude matters relating to the Work.
C. Agenda: Review and correct or approve minutes of the previous coordination meeting. Review other items of significance that could affect progress. Include topics for discussion as appropriate to status of Project.
1. Combined Contractor's Construction Schedule: Review progress since the last coordination meeting. Determine whether each subcontract is on time, ahead of schedule, or behind schedule, in relation to Combined Contractor's Construction Schedule.
Determine how construction behind schedule will be expedited; secure commitments from parties involved to do so. Discuss whether schedule revisions are required to ensure that current and subsequent activities will be completed within the Contract Performance Period.
2. Schedule Updating: There will be NO revision to the schedule unless it is due to a change order. If the change order required to revise the schedule is approved, revise Combined Contractor's Construction Schedule after each coordination meeting where revisions to the schedule have been made. Issue revised schedule concurrently with report of each meeting.
3. Review present and future needs of each subcontractor present, including the following:

1.09 COORDINATION:
A. Coordinate construction operations included in different Sections of the Specifications to ensure efficient and orderly installation of each part of the Work. Coordinate construction operations, included in different Sections, that depend on each other for proper installation, connection, and operation.

2. Coordinate installation of different components with other contractors to allow optimum accessibility for required maintenance, service, and repair.
3. Make adequate provisions to accommodate items scheduled for later installation.
4. Where availability of space is limited, coordinate installation of different components to allow optimum performance and accessibility for required maintenance, service, and repair of all components, including mechanical and electrical.
