About this file

This document is a Questions and Answers (Q&A) clarification for an exterior painting contract involving the AGSE Building and Sheet Metal Building. It addresses specifications and scope ambiguities raised during the solicitation period.

The primary clarification concerns elastomeric coating application on masonry units. The answer confirms that since the masonry units are already painted, specification 3.3-C (three-coat application) applies only if raw unpainted block is encountered. For existing painted surfaces, the contractor must perform surface preparation including inspection for defects, cleaning, defective paint removal, masonry repairs, and spot-priming before applying fresh paint coats in existing colors. Elastomeric coating shall not be applied over weak or loose paint, damp CMU, or masonry experiencing hydrostatic pressure. The answer also establishes that inspection of applied elastomeric coating must verify uniform coat application and adequate thickness to provide intended crack-bridging and weatherproofing performance. Additional clarifications confirm that three exhaust vents on the Sheet Metal Building roof are not to be painted or removed, and that the front-facing surfaces of all exterior walls shall be painted to the top edge including visible metal roof edging, while the top of block and back side of parapet walls are out of scope. The existing paint on both buildings is confirmed to be lead-free, as the buildings were constructed in 1986, well after the 1978 federal mandate prohibiting lead-based paints.

Can you please check the specifications and let me know if you want to include a coat of elastomeric on the masonry units.

3.8-F. Calls for a four- coat system including elastomeric.

3.7-7. Application schedule not to paint. Includes elastomeric not to paint.

3.3-C. Calls for a three- coat application.

Ans: It is recognized that the masonry units are already painted and so this specification would be used for new construction on raw unpainted block. If raw unpainted block is encountered then 3.3-C. Calls for a three- coat application shall be applied to include all manufacture specific primer/preparation. The intent of this project is to apply a fresh paint coat of the existing colors so therefore the specification shall be performed as follows:

Inspect the existing coating

Identify peeling, blistering, chalking, cracking, mildew, e lorescence, and moisture intrusion.

Confirm the existing paint is firmly bonded. Elastomeric coating shall not be applied over weak or loose paint.

Clean the surface

Remove dirt, dust, oils, mildew, salts, and chalk using an appropriate masonry cleaner.

Pressure-wash at a controlled pressure that does not damage the CMU, mortar joints, or force water into the wall.

Treat mildew with an approved mildew-removal solution and rinse thoroughly.

Remove defective paint

Scrape, wire-brush, or mechanically remove all loose, flaking, blistered, and poorly bonded coating.

Feather the edges of remaining sound paint.

Correct moisture problems

Do not coat damp CMU or masonry experiencing hydrostatic pressure.

Repair the masonry

Fill cracks, voids, bugholes, and open penetrations with compatible masonry patching material or elastomeric sealant. Larger or moving cracks shall require backer rod and sealant rather than paint alone.

Allow repairs to cure according to the product manufacturer.

Prime as required

Spot-prime exposed or repaired masonry.

If the existing paint is chalky, porous, glossy, or of uncertain compatibility, use a manufacturer-approved masonry conditioner or bonding primer. Protect cover, wrap, move anything that might get over spray if use sprayer.

Inspection of Applied elastomeric coating

Prior to full coat painting an inspector will Ensure with Prime Contractor that the wall is clean, sound, dry, and within the manufacturer’s temperature and moisture limits. Shall inspect the uniform coat(s). Inspector will evaluate any Elastomeric paint applied as too thin of a coat, and will not be accepted until corrected, as coat will not provide its intended crack-bridging or weatherproofing performance. The coat shall be uniform in all its appearance.

At the jobwalk it was stated the 3 exhaust vents on top of the roof of the Sheet Metal Building would be removed prior to painting scope of work starting; therefore, the 3 exhaust vents will not be required to be painted. Please confirm.

Ans: Confirmed that the 3 exhaust vents on top of the roof are not to be painted or removed.

Please confirm the back side of the parapet walls for both the AGSE Building and Sheet Metal Building are considered exterior of the building and are to be painted.

Ans: Confirmed, the front facing of ALL exterior walls shall be painted to the top edge to include any metal edging of the roof that overhangs visibly as a part of the wall. The top of block or metal edging and back side of the parapet walls are out of scope and not to be painted.

Is the existing paint on the AGSE Building and Sheet Metal Building lead free? Please advise.

Ans: Yes The building paint is lead free. The building was constructed in 1986 well past the Federal mandate of construction to stop using lead based paints in 1978.
