About this file

This is a Questions and Answers document for solicitation W912LA26QA015, the 49th Exercise Support contract, which provides clarifications on requirements for the California Army National Guard Region IX Homeland Response Force training exercises. The contract requires role player support on multiple dates: 30 role players on August 11-12, 50 role players on April 10, and 75 role players on April 11-12. The contractor must provide one (1) Level II technical rescue certified personnel to serve in an advisory capacity for safety briefings and proper placement of role players and mannequins on the rubble pile; this personnel is separate from the role player count. The contractor is responsible for supplying two (2) ambulances with four (4) EMTs, with at least one ambulance and two EMTs required on-site at all times during operations. Additional contractor responsibilities include providing all latrines, arranging contracted catered meals for 400 people from August 8-12 and 600 people from April 8-12 (role players and EMTs are excluded from this meal plan and must be provided meals separately), supplying role player clothing suitable for destruction during exercises, providing two (2) Glo-Germ kits for the entire exercise, setting up tents with electricity for role player holding and break areas, and arranging transportation for role players to and from the single incident site located approximately 5 miles from the Main Command Post at Fort McClellan's training grounds.

The contractor must provide twenty (20) weighted mannequins with specific distribution requirements: 70% adult (minimum 150 lbs), 10% children (60-80 lbs), and 10% infant (20-30 lbs), with minor flexibility allowed if efforts are made to meet specifications. The incident site has been pre-selected by the government with agreements already in place; the selected vendor will receive a Concept of Operations detailing all specifics. Fort McClellan is open to the public with no restricted access, though the Main Command Post and incident site have controlled access points. Vendors must provide the Contracting Officer Representative with an access roster, and no special base credentialing is required. The contractor is not responsible for rubble pile management or technical rescue operations on the rubble pile, which remain the responsibility of Task Force 7.

1 The contract requires 30 role players on AUG 11 and 12, and 50 RPs on April 10, and 75 RPs on April 11 and 12?

Response: Yes -2 The qualified technical rescue level II certified personnel… are these part of the role players or in addition to them? How many level II certified personnel are required?

Response: Just one (1) level II certified personnel is required to ensure proper placement and utilization of role players and mannequins.

-3 The 2 ambulances and 4 EMTs that are required - this is in addition to the Role players, yes?

Response: Yes. Two (2) ambulances, four (4) EMTs. At least 1 ambulance with 2 EMTs are required on site at all times when civilians and/or operations are being conducted. 2 ambulances ensures this condition is still met in the event medical transport becomes necessary.

4 The contractor is responsible to provide all latrines? How far is the incident site from the MCP?

Response: Yes. The incident site is approximately 5 miles from the MCP located within the training grounds of TF7, Sacramento Fire Department.

5 The contractor is responsible to provide all catered meal support for 400 paks between Aug 8 and 12, and 600 pass April 8 - 12?

Response: Yes, the contractor will sub-contract with a local catering company.

6 Do the role players and EMTs need to be provided their own meals, or are they included in the meal numbers above?

Response: Role players and EMTs are not included in the contracted meal plan for the exercise. Subsistence requirements for role players and EMTs are the responsibility of the Contractor.

7 Does the contractor provide uniforms for the role players (that can be cut off)?

Response: Yes, the contractor will provide role player clothing for use and destruction during the exercise.

8 Regarding the two Glo-Germ kits… does each role player need 2 of these kits or just 2 kits for the exercise?

Response: Two (2) glo-germ kits for the exercise. Not per person.

9 Is the contractor responsible to set up tents with electricity for holding and break areas?

Response: Yes. The incident site has hard standing buildings with power and water access but it is not guaranteed these can be dedicated to role players. S3 has designated an area at the incident site for a tent, provided by the contractor, to be set up for role players.

10 Is the contractor responsible for providing transportation to and from the work site from the hotel? Are their multiple work sites, which would require role players to be transported between during the work day Response: Yes. Role player transportation is the responsibility of the contractor. There is only one (1) incident site.

11. Mannequin specifications and substitution: The RFQ specifies twenty (20) weighted mannequins with a mix of 70% adult, 10% children, and 10% infant, with minimum weights of 150 lbs (adult), 60–80 lbs (children), and 20–30 lbs (infant). Is there a minimum weight range for the adults? Options for contractor to modify mannequin weight as needed for exercise?

Response: Adult mannequins must weigh 150 lbs or more. The distribution requirement per 10 mannequins is 7 adults, 1 child, 1 infant and 1 that can be adult, child, or infant. (70%, 10%, 10%, 10%). Minor flexibility may be allowed, but efforts should be made to meet these specifications for mission purposes.

12. Exercise facility for the August 10–12 deliverable: Regarding the first deliverable exercise scheduled for August 10, 11, and 12: will the government be providing a facility/venue for this event, or is the contractor responsible for identifying, securing, and executing the necessary hold-harmless and legal use agreements for a site?

Response: The site has already been selected and agreements entered into. The selected vendor will be provided a Conop detailing all specifics.

13. Base access for transport personnel: Will these transport personnel be required to obtain their own base credentials, or may they enter the installation under the escort of someone who already holds credentials for the exercise?

Response: Fort McClellan is open to the public with no restricted access. The MCP and incident site will have controlled access points manned by Brigade level staff. Vendor will provide COR an access roster and other control measures will be discussed during the initial meeting upon selection. No special credentialing is required.

14. Rescue systems and confined space rescue certification: For personnel operating around the rubble/collapse site during the exercise, please clarify the required rescue systems and certifications. Specifically, what level of confined space rescue certification (and any associated rescue system requirements) will be expected for our personnel working in and around the rubble site?

Response: The vendor is only required to have one (1) level II technical rescue certified (urban search and rescue) personnel on staff to serve in an advisory role for proper safety briefing to role players and to assist with appropriate placement of role players and mannequins on/near the rubble pile. Vendor is not responsible for rubble pile management or any aspect of technical skills being performed on the rubble pile by military personnel. TF7 holds that responsibility.
