| Section, Paragraph, or Attachment | Question/Comment/Clarification | Government Answers | |
| Incumbent & follow-on status: | |||
| Please confirm whether this requirement is a follow-on to an existing contract. If so, can you provide the incumbent contractor’s name, contract / task-order number, current period of performance, and the Government’s record of average annual FTEs deployed. | The incumbent contractor for these services is The Siegel Group, LLC under contract number 47QFWA23C0009. |
The USG will not dictate how many personnel must be hired to support this effort. The number of employees required heavily depends on the Contractor's technical approach to servicing the requirement.
| Government level-of-effort estimate: | ||
| Does the Government have an internal estimate of the annual labor hours or FTEs—by labor category—that offerors should use for pricing? If available, please furnish that estimate (or the historical quantities reported in CMRA). | The USG will not dictate how many personnel must be hired to support this effort. The number of employees required heavily depends on the Contractor's technical approach to servicing the requirement. | |
| PWS 1.4.9 | Contract / Project Manager position: | |
| PWS 1.4.9 requires a Contract Manager (and alternate) “with full authority to act.” Is the Government expecting a dedicated full-time on-site Project Manager? | The Governmet is expecting a full-time contract manager on site. The project manager or "contractor lead" is the conduit between the Government and the contractors for execution of tasks, guidance, and any issues that arise during the exection of the contract. | |
| Workload currency & projection: | ||
| Technical Exhibit 3 provides FY-24 historical counts. Are any significant workload changes anticipated for the base period or option years (e.g., additional unit activations or draw-downs)? If yes, is it possible to supply the projected volumes? | The USG does not have the historical data to answer this question. | |
| PWS 1.4.3 | Shift schedule flexibility: | |
| PWS 1.4.3 allows the Government to change hours from 0800-1630 to 0630-1430 with one-week notice.Are there any circumstances under which evening, night, or weekend work could be ordered?Should offerors include overtime contingencies in their pricing? | There will be instances during a man made or natural disasters that they will be required to work evenings, nights, or weekends, dictated by the CAARNG leadership that requires immediate response. The contractor will be compensated through adjusted work schedule within the same paid period. | |
| PWS 1.4.3 | Travel CLIN scope: | |
| PWS 1.4.3 references “up to two trips per month” to Stockton, Los Alamitos, and Tracy, reimbursable under the JTR. Will travel be a separate cost-reimbursable CLIN, or should all anticipated travel costs be fully burdened into the firm-fixed-price service CLINs? | a) Via solicitation amendement, a travel CLIN will be included for each contract year to allow for companies to account travel costs. |
b) Historical data does not exist.
| Wage Determination applicability: | |||
| The solicitation cites WD 2015-5643 (San Luis Obispo County). Because Camp Roberts straddles the San Luis Obispo / Monterey county line, please confirm that WD 2015-5643 is the correct and sole wage determination for all on-site labor. | Yes, WD 2015-5643 (San Luis Obispo County) is the WD that will be utilized for this acquisition. | ||
| Government-furnished IT & communications: | |||
| Besides the material-handling equipment listed in PWS 3.4, will the Government furnish desktop/laptop computers, network access, office software, and phones? | PWS 1.4.5.1 mentions Tier 1 background investigations and CAC issuance. Please clarify: Are fingerprinting and NAC-I checks required? What is the typical processing time for new personnel? Will the Government sponsor necessary clearances? | Finger prints and NAC-I checks are required and are conducted by state security branch. The new contractor will not start on-site until the NAC-I has been validated and cleared through state security branch. The typical processing time is dependent upon history of individual anywhere from 1-3 weeks. The Government will sponsor all the necessary clearances through our security branch. | ||
| CMRA (Service Contract Reporting) CLINs: CLIN 0002/1002/etc. are titled “CMRA Man-Hours Reporting.” Should offerors propose a fixed dollar amount (e.g., $0 or $100) as a placeholder, or does the Government have an estimated labor-hour value to be priced? | The CMRA (Service Contract Reporting) CLIN is a non-priced CLIN. The total amount for this CLIN will be $0. | ||
| Forklift / MHE certification: | |||
| Will the Government provide forklift and other MHE safety training on site, or must personnel arrive already certified? | The Government will not provide safety training on site. The personnel should arrive certified or trained by contract manager. | ||
| Evaluation clarifications: | |||
| The addendum to FAR 52.212-2 describes an LPTA process (technical acceptability rated pass/fail). Are there any sub-factors—such as past performance or staffing approach—that will be weighted beyond acceptability prior to price evaluation? | No other subfactors are associated with this acquisition. Please refer to the solicitation for details. | ||
| Government points of contact: | |||

| b) | Will the Government provide a “Plug” number (not to exceed) for travel? | There will be a CLIN for travel not to exceed $15,000 for the duration of the contract. If more funds are needed they will be funded not to exceed the CLIN modification issued by the KO. PWS will be updated: 1.4.12: contractor will travel no more than twice per month, per individual, during the performance of this contract... | |

If yes, could you please provide us with their award number or even if the customer bought similar services in the past. | The incumbent contractor for these services is The Siegel Group, LLC under contract number 47QFWA23C0009. | ||
| Would the government please consider a 2-week extension as this is a very short timeline and there is much to consider once answers are released. | The solicitation will be extended out to 22 July 2025 at 12pm PST to allow contractors to account for answers received. | ||
| Would the government consider adding past performance volume with 3 related performances within the last three years? 1-2 pages per past performance is sufficient. This is highly suggested to gain a contractor with appropriate experience. | No additional evaluation factors will be included in this solicitation. | ||
| Given the operational complexity and mission-critical nature of the materials handling and stock management services at Camp Roberts, does the Government intend to require contractors to maintain a certified Quality Management System, such as ISO 9001:2015? These standards are based on Army Regulations regarding issue, receipt, disposition, and maintenance, and are communicated to contractors to ensure all work meets our specific needs. | ||
