About this file

The provided document is TM 1-1500-345-23 (2015) Painting Marking of Army Aircraft, which appears to be a technical manual rather than a contract document. The related federal contract opportunity is Solicitation Number W912LA-24-Q-0005 for the Macro Restoration project, which is being solicited by the Department of the Army California Army National Guard. The solicitation is for the restoration of 8 Macro units, but the technical manual does not appear to contain details specific to this contract opportunity. If the manual is an attachment or reference document for the solicitation, it likely provides general guidance on the painting and marking requirements for Army aircraft, but does not outline the specific products, services, pricing, or other contract details for the Macro Restoration project.

CHAPTER 1

GENERAL

SECTION I PURPOSE AND SCOPE

1-1. PURPOSE. This manual provides instructions and procedures for the painting and marking of all Army air-craft, including standard approved materials, inspection criteria, application and maintenance of coatings, finishing materials, special purpose coatings and markings, insignia, and identification markings.

1-2. SCOPE. The paint schemes and materials prescribed by this Technical Manual (TM) shall be mandatory for all Army aircraft whether assigned for active service or storage. This TM is applicable to all Army Reserve National Guard and major Army field commands.

1-3. RESTRICTIONS. Satisfactory protective coatings applied prior to the issuance of this TM shall not be al-tered solely for the purpose of conformity to current painting and marking requirements. Complete painting shall be accomplished only when the existing finish has been determined to be obsolete, threatens survivability, or is deteri-orated to the extent that it fails to protect the underlying surfaces in accordance with Chapter 2 of this TM, and when inducted into Sustainment Maintenance programs.

1-4. DEVIATIONS. Deviations from the provisions of this TM shall be approved by Department of the Army. Re-quest for deviation or change shall be supported by justification (such as safety, mission requirement, cost) and forwarded to appropriate PM. Wherever the instructions in this TM conflict with the instructions in the publications referenced in this manual, the instructions in this TM will be followed.

SECTION II RESPONSIBILITIES

1-5. FIELD MAINTENANCE. Field Maintenance is limited to performing maintenance according to the Mainte-nance Allocation Chart (MAC) for that airframe. Field Maintenance is responsible for touch-up and repair painting of aircraft surfaces.

a. Touch-up Painting. Touch-up painting is defined as the incidental application of coatings to cover minor imperfections or damage to the coating system in a limited area less than 1.50 X 1.50 feet total adjoining sections.

Touch-up painting may be conducted inside a hangar/paint booth, or outside on the flight line. Only approved Chem-ical Agent Resistant Coating (CARC) materials shall be applied using qualified touch-up kits, brushes, or rollers in accordance with local, state, and federal regulations. For procedures, see Chapter 4.

b. Repair Painting. Repair painting may be done at field sustainment activities where Occupational Safety and Health Administration (OSHA) compliant facilities are approved and available. Repair painting is defined as the restoration of an existing coating system to an area equal to or less than 50% of the airframe. Repair painting includes the partial or complete removal of noncompliant coatings and the replacement of coatings as needed to complete the CARC system. Repair painting includes restoration of improper paint application, physical/environ-mental damage to coatings, and total topcoat. Total top-coating involves scuff sanding, repair of primer as needed, and application of topcoat to the entire airframe. For all repairs, no area should exceed 8.00 mils in complete coating thickness. Repair painting is conducted in an approved paint facility using only approved materials. Application of topcoat and primer is by spray. For exterior painting and interior painting procedures, see Chapter 4. Repair painting shall only be done if equipment and facilities indicated in Chapter 4 are available.

c. Aircraft Components. Airframe assemblies and components received in primed condition shall be scuff sanded and primer tie-coat to 0.20 - 0.40 mils DFT to improve the adhesion of the topcoat. The final coat shall match interrelated surfaces as closely as possible. Internal airframe components within crewstations shall be painted with an approved CARC topcoat as identified in MIL-DTL-53072. Internal airframe components located in, or adjacent to, cargo compartments shall be painted with an approved CARC topcoat as identified in MIL-DTL-53072. Internally installed components shall be touched-up or repair painted using MIL-PRF-22750 or CARC topcoats as specified in

MIL-DTL-53072.

Change 1 1-1

1-6. SUSTAINMENT MAINTENANCE. Sustainment maintenance support is divided and primarily performed by three separate entities: the Original Equipment Manufacturers (OEMs) and their Contract Field Services Represen-tatives (CFSRs); Army depots, located at fixed bases in the Continental United States (CONUS); and by the National Maintenance (NM) Sources of Repair (SORs) which are responsible for the complete painting of the aircraft.

Complete Painting. Complete painting of an airframe is defined as the total removal of existing coatings to substrate and replacement of the complete CARC system including pretreatment, primer, and topcoat. Complete painting is conducted in accordance with all jurisdictional safety, health and environmental regulations in an approved paint facility using only approved materials as specified in MIL-DTL-53072. Application of topcoat and primer is by spray. For application procedures, see Chapter 4.

1-7. INTERNATIONAL STANDARDIZATION. The aircraft marking provisions of this TM shall be subject to inter-national standardization agreement (NATO STANAG 3109 and NATO STANAG 3230). When amendments, revi-sions, or cancellation of this TM are proposed, the department custodians will inform their respective standardization offices so that appropriate action may be taken respecting the international agreement concerned.

SECTION III QUALITY CONTROL PLAN

1-8. GENERAL. The painting activity will provide an internal quality control plan which is to be approved by the government authority responsible for coating operations at the activity. This plan shall follow the application control requirements detailed in MIL-DTL-53072. The plan will include the inspections and measurements necessary to ensure the correct CARC application steps of cleaning, pretreating, priming, and top-coating. The plan will also include the storage conditions for coating materials (paragraph 4-2) and detailed inspection procedures, (paragraph 4-16). Any deviations or modifications to the requirements of MIL-DTL-53072 must be approved by the cognizant authority of the Program Office responsible for the Model/Design/Series (MDS).

SECTION IV AUTHORIZED PAINT SCHEMES

1-9. GENERAL. Complete painting shall be accomplished only when the existing finish has been determined to be obsolete, threatens survivability, deteriorated to the extent that it fails to protect the underlying surfaces in accordance with Chapter 2 of this TM, or when inducted into Sustainment Maintenance programs. The aircraft shall otherwise be maintained in their existing paint scheme by touch-up or repair painting to prevent corrosion and deterioration.

All aircraft that have been painted in accordance with MIL-DTL-53072 shall be marked with the CARC System Iden-tifier Symbol as indicated in Figure 1-1. In addition to the date, the painting facility and the specifications for the pretreatment, primer, and topcoat components of the CARC system shall be indicated. See Figure 5-3. The symbol shall be on the left side of the airframe. Aircraft components with insufficient surface to apply the symbol externally will be marked on the surface of the component that would not normally be visible from outside the aircraft. The symbol lettering will be 1/4 inch in a contrasting color.
