About this file

This Statement of Work (SOW) describes a design-build CCTV video surveillance system installation project for the Indiana National Guard at Camp Atterbury, covering Buildings 733, 734, and 735. The project requires contractors to design, procure, install, test, commission, and provide end-user training for a complete, turn-key closed-network system monitoring exterior and parking lot areas. The contractor bears sole responsibility for all technical design, engineering, physical layouts, cable routing, and system integration, and must conduct a mandatory site walkthrough before proposal submission. Any omitted components, connectors, adapters, or auxiliary hardware required for full system operability must be provided at the contractor's expense with no additional government funding.

The technical specifications require five fixed IP bullet cameras (minimum 5MP, vandal-resistant, IP66/IP67 rated, with advanced low-light and infrared capabilities), one panoramic multi-sensor IP camera (minimum 29MP, 350-degree coverage, PoE compliant), one 8-channel Network Video Recorder with minimum 4TB storage and 21-day retention capability, and one industrial-grade PoE++ switch with fiber transceiver capability. All equipment must be TAA-compliant, approved by the National Guard Bureau (for recording hardware and VMS), and installed on a secure, closed, dedicated network with zero external internet connectivity. Camera placement is specified across the three buildings with infrastructure rooms in Building 733 and the head-end NVR in Building 735's Security Office. The contractor shall provide comprehensive as-built documentation, system training, and a one-year warranty on all materials and labor. Two optional items subject to funding availability include a high-performance Dell OptiPlex 7020 workstation upgrade and up to three dual-monitor viewing stations with QHD displays.

STATEMENT OF WORK (SOW)

Closed-Circuit Television (CCTV) Video Surveillance

System Installation

Indiana National Guard — Camp Atterbury (Buildings 733, 734, and 735)

SPECIAL NOTICE TO PROSPECTIVE OFFERORS

1. Performance-Based Design-Build Baseline: This Statement of Work (SOW) serves as a functional, performance-based specification baseline only. The selected Contractor shall hold sole and absolute design-build responsibility for the physical design, engineering, configuration, procurement, installation, cabling, testing, commissioning, and end-user training of a complete, fully integrated, and turn-key Closed-Circuit Television (CCTV) system.

2. Requirement for Contractor-Authored SOW: Bidding vendors are required to submit their own comprehensive, detailed Statement of Work (SOW) and technical design proposal as an integral part of their bid package. This contractor-authored SOW must detail the exact hardware models, physical mounting elevations, connection architectures, and cable pathways proposed to meet or exceed the performance thresholds established in this document.

3. Completeness of Quote and Post-Award Fiscal Responsibility: The Indiana National Guard (ING) and the Government will not be responsible for, nor will they fund, any additional equipment, licenses, mounting brackets, adapters, power injectors, or specialized connectors once the contract has been awarded. Any auxiliary components or structural modifications required to deliver a fully operational system that were omitted from the vendor's submitted proposal shall be provided at the Contractor’s sole expense.

4. Site Visits and Field Inspections: It is highly recommended that all interested vendors schedule an appointment for an on-site walkthrough and field inspection prior to submitting a proposal. Failure to conduct a site visit will not relieve the winning contractor from their obligation to fully evaluate, design, and integrate the system within the physical constraints of the existing facility at no additional cost to the Government.

1.0 PROJECT TITLE & OBJECTIVE

The objective of this project is to design, procure, and install a turn-key, closed-network Closed- Circuit Television (CCTV) video surveillance system to monitor the exteriors and parking lot areas of Buildings 733, 734, and 735 at Camp Atterbury, Indiana.

To satisfy the Federal Acquisition Regulation (FAR) requirements for open competition, any brand names, part numbers, or manufacturer models referenced in this document are for illustrative and performance-standard purposes only.
