About this file
This is a Statement of Work (SOW) for the design, procurement, and installation of a comprehensive closed-network IP-based CCTV system at the Indiana National Guard's MTC-ATT facility, Camp Atterbury. The project covers video surveillance for the exterior of Buildings 733, 734, and 735, and the adjacent parking lot area, and will integrate with the existing Galaxy Controls Access Control system and network infrastructure already in place.
The system shall consist of six IP cameras total: five Axis P1467-LE fixed bullet-style cameras (5MP resolution, OptimizedIR, IK10 vandal-resistant, IP66/IP67 weatherproof) and one Axis Q3839-PVE 180-degree panoramic camera (29MP, remote pan/tilt/roll). Head-end equipment includes one Axis S2208 Mk II Network Video Recorder (8-channel, 4TB internal storage, minimum 21 days of video retention, 5-year warranty with Advance Replacement Service) and Axis Camera Station 5 video management software installed in Building 735's Security Office. Network infrastructure requires installation of one Planet Technology IGS-504HPT industrial-grade 4-port PoE++ Gigabit Ethernet switch in Building 733's Communications Room, with all cameras connected via Cat6 Plenum-rated cabling using Power over Ethernet. All products must be Trade Agreements Act (TAA) compliant and approved for National Guard facility use. The contractor must provide professional installation, system testing, training for government personnel, as-built documentation, wiring schematics, equipment maps, and a one-year warranty on all materials and labor upon government acceptance.

Indiana National Guard | Statement of Work
DRAFT STATEMENT OF WORK
Video Surveillance System Installation MTC-ATT Camp Atterbury
Indiana National Guard August 5th, 2026
1. Executive Summary Background: The Indiana National Guard at the MTC-ATT facility, Camp Atterbury, requires the design and installation of a comprehensive CCTV system to monitor the exterior of buildings 733, 734, and 735, including the adjacent parking lot area. An existing Access Control system (Galaxy Controls) and associated network infrastructure are already in place across these buildings.
Objective: The objective of this project is to procure and install a complete, turn-key video surveillance solution that integrates with the existing network infrastructure. The system must provide high-quality video monitoring and recording capabilities for enhanced security and situational awareness.
2. Scope of Work The contractor shall provide all necessary hardware, software, materials, and labor to design, install, test, and certify a fully operational video surveillance system as described herein.
2.1 General Requirements
The system shall be a closed-network IP-based CCTV system.
All proposed products must be TAA (Trade Agreements Act) Compliant.
All recording equipment (hardware and software) must be approved for use at National Guard facilities.
2.2 Head-End Equipment
The contractor shall install and configure the following head-end equipment in the Security Office of Building 735:
Component
Minimum Specifications
Qty
Network Video Recorder (NVR) Axis S2208 Mk II or equiv.
• 8-channel standalone appliance with integrated 8-port PoE switch.
• Includes 8 AXIS Camera Station Pro licenses.
• 4 TB of internal storage.
• Capacity to record up to 8 cameras continuously (24/7/365) in HD.
• Minimum of 21 days of video storage.
• Dual-port Gigabit Ethernet interface.
• 5-year hardware warranty with Advance Replacement Service.
Video Management Software (VMS) Axis Camera Station 5 or equiv.
Includes licenses for all installed cameras. The VMS must provide an intuitive interface for live viewing, playback, incident handling, and exporting high-definition video evidence. It must include a smart search function to identify persons and vehicles.

2.4 Network and Cabling
Component
Specification
Ethernet Switch (Building 733) Install one (1) Planet Technology IGS-504HPT or equivalent industrial-grade 4-port PoE++ Gigabit Ethernet switch in the Comm Room of Building 733.
Cabling
All cameras shall be connected using Cat6 Plenum-rated cable. The system will utilize Power over Ethernet (PoE+) to power the cameras, eliminating the need for local AC power.
Connectivity
The system will utilize the existing fiber network infrastructure between the buildings to connect all components to the NVR in Building 735.
3. Installation and System Design Building 733: Mount three (3) bullet-style cameras to monitor the northeast corner (parking lot exit), southeast corner (south side of buildings), and the west side of the building.
Building 735: Mount one (1) panoramic camera and two (2) bullet-style cameras. Camera locations will be the northwest corner (parking lot entrance), southwest corner (south side of buildings), and the southeast corner (parking area).
All installation work, including cabling and mounting, shall be performed in a professional and workmanlike manner.
4. Contractor Responsibilities Conduct project review meetings as required to discuss status, schedule, and any open items.
Coordinate any changes to the scope of work with the designated Indiana National Guard project manager.
Conduct a final walkthrough, operational test, and system turnover upon completion.
Provide training to MTC-ATT personnel on the use and maintenance of the system.
Create “As-built” drawings and label all system connections.
5. Deliverables A fully installed and functional video surveillance system.
System training for government personnel.
