QUESTIONS AND ANSWERS FOR RFP W912L7-24-R-0005

DATE: 03/07/2024

Question: Do we have to provide all services for this performance work statement or could we just provide the meals?

Answer: In order for an Offeror to be considered for award, the proposal must receive an “Acceptable” rating in each of the non-price sub-factors identified in the 52.212-1 and 52.212-2 Addendums located in the Solicitation Document.

Question: Is this a brand new contract OR is there (was) an incumbent performing these services? If not brand new, could you please provide the current / previous contract number?

Answer: This is a new requirement. There is no incumbent. Information regarding any and all contracts awarded by this office can be found at https://www.fpds.gov/ezsearch/fpdsportal?s=FPDS.GOV&templateName=1.5.3&indexName=awardfull&q=.

Question: Is there a QA timeline?

Answer: Questions shall be furnished electronically to the Contracting Officer (KO), Randal Halbrooks, randal.d.halbrooks.mil@army.mil and to the Contract Specialist (CS) , Justin McQueen, justin.t.mcqueen.mil@army.mil. Questions shall be submitted by no later than February 27th, 2024, at 10:00 AM CDT.

Question: Are we to provide the fuel or will the government provide fuel and we just manage the handling?

Answer: The Government will not be providing any fuel. The contractor shall provide fuel in accordance with section 5.0 of the Performance Work Statement. The Requirements section of the PWS, section 5.0, annotates the Government’s fuel and re-fueling requirements in the relevant and applicable requirement paragraphs.

Question: On the price sheet, are we to provide pricing for evaluation only as the amounts required on the price sheet do not match the quantities in the PWS?

Answer: Offerors shall complete the pricing spreadsheet titled “W912L724R0005 Pricing Sheet” and provide the total price for each CLIN in the solicitation that is all inclusive of the cost elements associated with each CLIN, (see extended descriptions in the schedule section of the solicitation). The evaluation quantities are for evaluation purposes only and are not indicative of any future task and/or delivery orders. As an example, see CLIN 0002 Light Sets on the Pricing Sheet. For CLIN 0002 the Government is requiring pricing for an evaluation quantity of 120 Weeks for Light Sets which equates to a quantity of 30 Light Sets for 4 weeks given the unit price includes one light set for one week. Please note the personnel quantities annotated in the PWS refer to a range of known minimum and maximum numbers of personnel, meaning the Government anticipates there may be no less than 3,230 personnel and knows definitively there will be no more than 3,600 personnel participating in the exercise. The exact number of personnel participating in the exercise and requiring life support services will not be known until closer to the exercise start date.

Question: On the price sheet, the volumes for daily and weekly rates do not correlate, is this a concern?

Answer: This is not a concern as evaluation quantities are for evaluation purposes only with the daily evaluation quantities being sufficient for the Government to evaluate daily pricing for a given line item in a given proposal. Evaluation quantities are not indicative of any task and/or delivery orders.

Question: Can we provide a total fixed firm price for each line item?

Answer: Yes as the Government will order all services under this contract via issuance of firm, fixed-price indefinite quantity indefinite delivery task orders (TOs) in accordance with (IAW) FAR subpart 16.5 Indefinite Delivery Contracts as implemented by DFARS 216.505, Indefinite Delivery Contracts. Please reference the Solicitation Document for more details.

Question: Are we to provide the food or will the government provide the food via UGRs?

Answer: Please reference section 5.15 of the PWS which annotates the two periods of performance for contractor provided meals. The Government will self-feed during periods where contractor provided meals are not required.

Question: The meals to be picked up, are those mermites?

Answer: Please reference section 5.15.2 of the PWS that outlines the Government’s Packaged Meals for Field Consumption requirements.

Question: If we provide the kitchen and wrap around services, can we cook on site?

Answer: The contractor has the option to cook on site or off site. If the contractor elects to cook on site the contractor is responsible for obtaining any required permits or permissions from Fort Cavazos. The POC for Fort Cavazos site specific questions is Ms. Darlene Smith who can be reached via email at Darlene.r.smith4.civ@army.mil and via phone at (254)-288-2393.

Question: Can we use pole tents if they are engineered and rated at 85 mph winds?

Answer: All sleeping tents shall be clear span, pole or other technically acceptable alternative and shall be able to withstand wind gusts of 75mph. Please reference section 5.8 of the PWS for more details.

Question: Could you please explain the methodology employed for the Unit of Issue to the Evaluation of quantities? It appears that there is a lack of correlation between the various amounts and the referenced term.

Answer: The evaluation quantities are for evaluation purposes only and are not indicative of any future task and/or delivery orders. As an example, see CLIN 0002 Light Sets on the Pricing Sheet. For CLIN 0002 the Government is requiring pricing for an evaluation quantity of 120 Weeks for Light Sets which equates to a quantity of 30 Light Sets for 4 weeks given the price includes one light set for one week.

Question: Does the OPSEC Coordinator have to be onsite 24/7? If no, what are the expected timeframes they would be expected to be onsite?

Answer: There is no specified amount of time the OPSEC Coordinator will need to be onsite. However, the OPSEC Coordinator shall be identified and an OPSEC SOP shall be developed, submitted and approved in accordance with paragraph 1.4.5.7.1 of the PWS.

Question: Section 5.6 (page 14) of the PWS- Can you explain how you arrived at the number 4,230?

Answer: The contractor shall provide portable chemical latrines (portalets) capable of supporting up to 4,230 personnel given the required 1:10, one portalet per 10 persons ratio. Though the number of personnel will not exceed 3,600, the increased portalet support capacity requirement due to several factors the Government has taken into account to include but not limited to the geographical distances across training areas and the unpredictable movements of personnel as they conduct various training exercises across different locations.

Answer: No.
