FY24 XCTC EXERCISE

1.0 General: The Tennessee Army National Guard’s 278th Armored Cavalry Regiment is participating in an Exportable Combat Training Capability (XCTC) training exercise in North Fort Cavazos, TX in preparation for an overseas mission in calendar year 2024.

Based on the unit’s analysis of the mission and capabilities of organic military units, it has been determined various life support functions must be contracted to ensure the safety, welfare, and mission success of the operation and the personnel involved.

1.1 Scope: The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary, except as specified in Paragraph 3.0 as Government Furnished, to perform Life Support Services in support of the 278TH’s Exportable Combat Training Capability training exercise, as defined in this PWS.

1.1.1 Objective: To provide life support services to 3,230 to 3,600 Tennessee Army National Guard (TNARNG) Soldiers at North Fort Cavazos, TX as well as across multiple training areas in the vicinity of Main Fort Cavazos, TX from May 27, 2024 – July 01, 2024.

1.2 Background: The mission of the 278th Armored Cavalry Regiment (ACR) is to conduct Annual Training XCTC to prepare its Task Force for overseas missions. The Government does not have sufficient organic assets to provide life support during this rotation. The contractor will provide specific life support services for a personnel count ranging from a minimum of 3,230 to a maximum of 3,600 primarily at North Fort Cavazos, TX with limited services required across multiple training areas in the vicinity of Main Fort Cavazos, TX in support of a training exercise from May 27, 2024 through July 01, 2024.

1.2.1 General Concept of Exercise and Impacts on Contractor Support: The 278th ACR’s XCTC exercise consists of the following phases: scaled occupation of the Logistical Staging Area (LSA); scaled movement of main body personnel from the LSA to multiple training areas southwest of the LSA; approximately eleven (11) days of field training in TA’s located southwest of the LSA; and a scaled reoccupation of the LSA by the main body of personnel.

A scaled arrival of 3,230 to 3,600 personnel to the LSA will take place over the course of 4-5 days between the dates of 28 May 2024 and 01 June 2024. The total final number of on-ground personnel participating in the exercise will be between 3,230 and 3,600. The LSA must be fully erect and operational by no later than 27 May 2024 prior to the arrival of the first wave of personnel on 28 May 2024. A final personnel count will be provided by the Government upon award. Contractor provided meals will be served from the beginning of this phase to the beginning of the next phase between 28 May 2024 and 06 June 2024.

A scaled movement of approximately 2,800 to 3,150 main body personnel from the LSA to multiple TA locations will take place over the course of 2 days beginning 04 June 2024 and ending 06 June 2024. Approximately 450 support personnel will remain in the LSA between 06 June 2024 and 16 June 2024. Contractor provided meals will not be required between 07 June 2024 and 15 June 2024.

Main body personnel will be conducting field training exercises beginning 04 June 2024 and ending 17 June 2024. Contractor services required to support the personnel moving to, and operating within, the training areas between the dates of 04 June 2024 and 17 June 2024 will consist of the servicing, placement and on-demand relocation of dumpsters and portable chemical latrines. Power generation to designated sleeping tents in the LSA will cease for a specified duration during this period as they will be unoccupied. Contractor provided meals will not be required beginning 07 June 2024 and ending 15 June 2024.

A scaled movement of approximately 2,800 to 3,150 main body personnel from the training areas to the LSA will take place between 16 June 2024 and 18 June 2024. The LSA will be restored to full operational capability to support 3,230 to 3,600 personnel.

Contractor provided meals will be served from 16 June 2024 to 22 June 2024.

1.3 Period of Performance (PoP): The Period of Performance for the majority of LSA Base Camp Support Services begins May 27, 2024 and ends June 23, 2024. Limited portable chemical latrine, dumpster and refrigerated truck services will have a period of performance extending through July 01, 2024.
