3.5 Utilities: All utilities in the facility will be available for the contactor’s use in the performance of this contract. The contractor shall instruct employees in utilities conservation practices. The contractor shall operate under conditions that preclude the waste of utilities, which include turning off the water faucets or valves after using the required amount. The Tennessee National Guard or its sub-contractors will provide all electrical circuits.
4.0 Contractor Furnished Property, Materials, and Equipment (CFP/M/E):
4.1 General: Except for those items specifically stated to be Government-Furnished in Paragraph 3.0, the contractor shall furnish everything required to perform these services as indicated in Paragraph 1.1.
5.0 Requirements: The contractor shall:
5.1 Furnish and Install a six tier flooring system to support 58 workstations, 20 theater seats, and a 10 person conference table. The first row of desks will be at ground level.
Each subsequent row will be 4” higher than the one in front of it with the top deck sitting at 20” to allow each row of desks to sit 4” higher than the row in front of it. With the first row at ground level, the sixth row would be approximately 20” off the existing room floor.
5.1.1 Furnish and Install stairs and ramps in accordance with the attached diagram and local code requirements.
5.1.2 Cover the tiered floor with carpet suitable for an office environment. The customer will select color based off of a menu of options made available by the vendor after contract award.
5.1.3 Furnish and Install railing on the raised floors where required for compliance with local codes.
5.1.4 Provide pathways within the tiered flooring structure to carry the Ethernet and electrical wiring.
5.1.5 Furnish and Install an area for a conference table on the top tier suitable for holding a 10 person conference table. This conference table will be at the same height as the last row of desks to allow for access from the tiered desks and sight lines to presenters at the front of the JEOC. The conference table area will be surrounded by a modular wall outfitted with glass on the top half of the wall to allow for views of the front of the JEOC by those seated at the table while reducing noise. This modular wall will not go to the ceiling in order to allow air flow. Vendor will provide and install the wall.
Option: Vendors are requested to provide option pricing for the conference table and chairs and sliding track doors on the entrances to the conference table area.
5.1.6 Provide a pricing option for the purchase and installation of 20 theater style seats with a small fold out note taking desk at each seat. These seats will be positioned behind the last row of desks on the 20” tier. The color of these chairs will be black. If black is unavailable, the COR will approve alternatives.
5.2 Furnish and install 58 desks on the main JEOC floor. The 12 desks on the front row must be capable of raising or lowering a customer provided 34” wide screen (16:9) monitor via electric motor below the surface of the desk to allow for an unobstructed sight line. The remaining 46 desks in the base quote (rows 2-6) will not be motorized and instead will feature a mounting arm capable of supporting a 34” monitor at a user adjustable height. The Tennessee National Guard will run electrical power to the desks.
The desks must be capable of receiving the electrical wiring from the facility and distributing out via no less than four 110-120V outlets per desk to accommodate computers, monitors, and phones provided by the Tennessee National Guard. The desks must be appropriately sized to fit into the space available on the tiered floors, preserve a ~4’ aisle between the six rows, and allow personnel to move across rows behind personnel seated at workstations (see attached diagram).
5.2.1 Option: Vendors are requested to provide a price option for making all 58 of the desks motorized in order to facilitate the use of the space as an auditorium outside of JEOC activations.
5.2.2 Option: Vendors are additionally requested to provide an option to purchase 20 Herman Miller Aeron chairs to match the 38 that will move from the existing JEOC.
5.3 Furnish and Install a video sharing system in the new JEOC utilizing equipment from the attached “Government Furnished Property and Materials,” where practical, or new equipment provided by the vendor. The video controller that powers the exportation of video:
5.3.1 Must be Joint Interoperability Test Command (JITC) approved for operations on Department of Defense networks.
5.3.2 Should have the capability to “window” inputs at variable sizes across the main and side video walls.
5.3.3 Must have a control panel capable of linking individual inputs (cable television channels, the 35 Crestron DM-TX-4K-302-C DM transmitters attached to various computers across the JEOC, and a Cisco VTC) to individual screens along the main wall, side wall, and standalone screens on the pillars in the room and the conference table area.
5.3.4 Must integrate with the TNNG’s existing Cisco VTC system to allow the JEOC floor to participate in VTCs through the state’s Cisco Call Manager. The customer will provide the VTC cameras and Cisco hardware. The vendor will integrate the audio and video with the video sharing system.
5.3.5 Must be capable of pushing video inputs to the Tennessee Emergency Management Agency’s State EOC in the basement of the TNNG headquarters as well as the Adjutant General’s office on the fourth floor of the same building. The CAT6 for these connections has already been run by the TNNG.
5.3.6 Must be capable of pushing any video source and microphone audio to an attached classroom (room 106). The current JEOC is capable of doing this with existing equipment and all that equipment will be provided by the government to support this project. Room 106 has five large screen monitors, ceiling mounted speakers, a wall microphone jack, one camera, and a wall HDMI port for local input.
5.4 Provide a 20’ x 54” video wall capable of displaying image inputs from up to 50 different inputs. The assigning of inputs and outputs are controllable from two points: A fulltime JEOC operator desk and a Crestron touch panel in a neighboring classroom (Room 106). This video wall will consist of high definition LCD or LED monitors designed for 24/7 operations for at least ½ brightness at 50,000 hours. Tiled bezel width must be 1.7mm or less.
5.4.1 Option: Vendor is invited to provide a pricing option to increase the main video wall to approximately 28’ x 54”. In addition to supplying additional monitors, this will require the installation of a mounting system that extends beyond two structural pillars located at the front of the JEOC.
5.5 Furnish and Install and integrate a side video wall that is approximately 80” x 45”.
The TNNG will provide four used 40.3” x 22.7” Planar monitors and mounts from the old JEOC for this role. The vendor will tie the wall into the JEOC video sharing system.
5.6 Move four additional 40.3” x 22.7” Planar monitors from the old JEOC and mount them in the new JEOC. Three will mount to pillars in the JEOC that obstruct sight lines.
The fourth will go in the conference table area. All devices will be wired by the vendor as outputs on the video sharing system.
5.7 Move 20 desk microphones and the ceiling mounted speakers (6 x JBL Control 26CT 6.5”) from the existing JEOC to the new expanded JEOC and integrate them with the video controller system. Additionally, the existing wireless microphone system and two wireless microphones will be moved to the new JEOC and integrated.
5.8 Contractor Manpower Reporting Application (CMRA):
5.8.1 The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the National Guard Bureau via a secure data collection site.
5.8.2 The contractor shall completely fill in all required data fields using the following web address: https://www.sam.gov. Reporting inputs shall be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with
2021. Contractors may direct questions to the help desk at https://www.sam.gov.
