W912L7-18-Q-5017 Auditorium Upgrade Question and Answers 1-11
1. Billing-
What will be the Bill to Address?
Project like this are typically invoiced progressively with a % deposit at time of order. What will be the allowable invoicing amounts and frequency?
Billing will be accomplished in Wide Area Work Flow in accordance with DFAR 252.232-7006.
Payments may be made based off percent progress based off contractor submitted and approved schedule.
2. Video Wall –
Who will be responsible for blocking and support structure for Video Wall?
The ideal solution would not require additional structural support, however if deemed necessary, we would have to submit a 332 to CE for personnel and materials ( 2x4’s, Sheetrock etc.)
Is this treated as 1 large display or are you wanting a video processor to show multiple sources at the same time?
The video wall we had in mind would do both. The controller would allow you split the big display in to smaller sections or combine them in to one large image
If multiple sources are needing displayed on the wall how many images and what sources?
At least 4 images sources including: our PCs, our media players (dvd, blu-ray etc.), and the 2 cameras. Multiple HDMI, DVI, AV and VGA should allow for visitors bringing laptops or other media to plug in to the system.
3. Video Distribution –
What are the sources besides the wall plate input that you are wanting to connect? In the list of eqt there are (2x) DMC-4k-HDO cards listed as input cards. These are actually output cards so we will need to know the input configuration please.
The wall plate will provide options for guest speakers to plug in their equipment. Other, more permanent inputs will be a DVD/Blu-Ray player (we will provide), the 2 Vaddio Cameras, and a
PC (We will provide).
4. OFE-
There is a reference to owner furnished equipment. Please provide the list.
No additional OFM will be provided outside of PWS, section 4.2 list.
5. Network & Video Conferencing:
There is mention in section 1.2 that the system will not be connected to a Network at this time.
In section 3 it mentions network analysis with 118 ISR IT staff. Can you please clarify networking needs?
The Video/Audio System that we are asking to be put in will not be on our network, there is a self-contained network that links all the components together and powers some components via PoE. Any connectivity to our network will be via a computer we provide. The computer(s) we provide will use the systems displays, speakers, cameras etc… Our networking needs would be only that leave one of the existing network connections in place.

6. In section 1.3.1 there is a scope for Audio/Video conferencing. It mentions incorporating contractor furnished eqt. Is there existing Video Conference hardware? In section 3 it states non-VTC. We just want to clarify again what the scope is with regards to Video Conferencing.
It is not a VTC, will not have a site ID or anything of that sort. We want the ability take advantage of online classes using Adobe Connect or similar products. We also want the ability to host an instructor and stream/record the class to others.
7. Recording-
In the list of eqt there are (2x) Vaddio camera’s. Are these for recording purposes? Where will the controller be located? There is also an Extron Hard drive specified. How much storage are you needing?
The cameras are for recording purposes. Recording classes, ceremonies, Commander’s Calls etc...
1 TB of storage should be enough storage locally before we need to move the files to something external or in to archives.
8. If recording, what portion of this needs to be automated and built into the Graphical User
Interface?
The ability to start/stop/pause recording needs be in the GUI, but there does not need to be automated recording. (I’m not sure I understand what is meant by automated)
9. Procurement and Personnel Requirements-
Are there any security clearance requirements other than driver’s license, proof of insurance and furnished security training?
We will need info to complete back ground checks to vet. This is typically individual’s information such as: drivers license, date of birth and social security number. Format and information will be discussed with contractor after award.
10. The period of performance is 45 days. Is that 45 days from issued purchase order & deposit, OR
45 days after cable pathways, power and structural blocking have been completed?
The period of performance will be 45 days after contract issue date. If additional time is needed for equipment lead times period of performance may be extended.
11. Is there a points system for business classification, or will award be made on lowest overall price?
Award will be made based on lowest price technically acceptable.
