W912L6-25-R-A002: FY26 Catered Meals BPA Solicitation Vendor Questions and Answers

Q1: Can you please advise if this was a previous contract and what the award amount was per meal?

Response: This was a previous contract, which reached its 3-yr limit. Please list your best price for the Breakfast-Lunch-Dinner-Holiday-Box Lunch meals.

Q2: Is there a current or previous incumbent contractor for this requirement, and if so, the contractor’s name?

Response: In the past, there were multiple vendors that were selected for the Blanket Purchase Agreement pool. They were selected based on the requirement location and utilized throughout the year.

Q3: Do you have any indication estimated numbers for each location?

Response: The metro area will have a lower number (50-150) but with multiple locations. The training sites (Braggs, OK & FT Smith, AR) will have a higher headcount number than others.

(100-700 headcount per meal)

Q4: What are the minimum and maximum headcounts per location?

Response: This would be your min /max number of meals that you can provide for the locations you selected to service. There may be locations that you cannot support.

Q5: Could you please provide additional details regarding the scope of the contract, number of meals, meal requirements, and the selection process?

Response: We’re targeting 12-15 vendors to select to support up to 45 monthly meal requirements throughout the State with headcount numbers anywhere from 15 to 700 per meal.

Q6: Section 1.4.2 states that the contractor must perform on the specific holidays listed.

If the contractor typically are closed for the big holidays such as, New Year's, Easter, Thanksgiving, and Christmas. Would that be an issue for your team.

Response: Yes, this could impact the selection process. There may be requirements that will be scheduled and executed during holidays.

Q7: How many events, on average, would this be a month?

Response: Historically, we have had 35-45 events per month but dependent on the location, a vendor would receive approximately 5 - 7 events to support per month.

Q8: What is the average price per person you are looking at?

Response: Please provide your best price for each meal.

Q9: What are the most commonly requested service levels (full-service, delivery-only, pickup)?

Response: Delivery only.

Q10: Should meals be bulk or individual packaging outside of box lunches?

Response: Both are acceptable, but food temperature must be at a safe level when arriving at the location.

Q11: Are there anticipated peak periods or high-volume events we should prepare for?

Response: Typically, summer months are when high volume events are being conducted. These are normally two-week (14 day) events.

Q12: Will multiple locations require simultaneous service?

Response: Yes, this may be required during several weekends during the month.

Q13: Are there priority service locations or recurring sites?

Response: There are no priority locations but there may be repeated locations each month.

Q14: What are the typical lead times for meal orders, changes, and cancellations?

Response: Historically, vendors have submitted lead times anywhere from 24 – 120 hrs. prior for increase/decrease changes, and cancellations. Monthly meal details for vendor acceptance are sent out 21 days prior to the meal requirement dates.

Q15: Are there any access restrictions or security protocols at certain facilities?

Response: Yes, locations may require proper I.D. for access. Also, there will be a Point of Contact for each event that vendors can contact if issues arise.

Q16: What if security checks and gate closures cause late meals?

Response: There will be a Point of Contact that vendors will contact if issues arise.

Q17: Are we able to turn down a meal request due to availability?

Response: Yes, this is adequate to not accept an event.

Q18: Will pricing be reviewed annually or remain fixed for the full 3-year term? Are we allowed to adjust pricing based on market fluctuations?

Response: Pricing provided is for a three year ordering period. Per Section 1.4.1.4 of the PWS provided: BPAs are non-binding agreements. The Government or vendor can leave the agreement at any time. Individually orders placed thru the BPA by authorized Government personnel and signed by the vendor are contractually binding actions. Pricing adjustments may be requested with 30 day written notice to the Contracting Officer and a modification to this agreement may be issued upon mutual agreement between vendor and the government.

Q19: Are special dietary meals included in base pricing?

Response: Yes. This should be included in your proposed cost.

Q20: In section 5 it goes into meal standards. This section goes into the requirements of what is needed but does not state anything of specifics. Would you guys want to have a set entree w/ side for the events based on breakfast, lunch, and dinner. Or would you be interested in something with a little more free reign?

Response: No specific entrée guidelines are set but the vendor must meet all the meal requirements listed in section 5.
