About this file
This is a Government Response to Request for Information (RFI) for the G4 - Camp Guernsey DFAC IDIQ telecommunications contract. The solicitation number is W912L3-26-R-A002, issued by the Wyoming Army National Guard (WYARNG) for services at Camp Guernsey in Cheyenne, Wyoming. The RFI due date was 17 August 2026 at 10:00 MST, with quotes due by 4 September 2026 at 10:00 MST (later extended by one week). The contract is classified under NAICS code 517111 (Wired Telecommunications Carriers).
The Government's intent is to consolidate all active Lumen/CenturyLink telecommunications services under a single firm-fixed-price contract line item, with the service provider assuming financial responsibility for all underlying carrier charges, taxes, regulatory fees, and surcharges. The contractor will not be authorized to submit carrier orders, negotiate rates, or perform circuit grooming and account management activities. Critical services include IDS and fire alarm lines, which must maintain 99.9 percent uptime calculated per the service provider's Service Level Agreement. The Government will provide real-time circuit and trouble ticket visibility through an online portal containing Controlled Unclassified Information with Government system access required. The contract will begin upon award at the start of the next billing cycle. Service inventory has been validated, and the Government confirmed that Attachment 1B represents the complete inventory of telecommunications services required at contract start. The contractor may rely on underlying telecommunications carriers for service delivery while remaining fully responsible for overall contract performance. All Moves, Adds, Changes, and Disconnects occurring during performance will be addressed through contract modifications.

Question Type Govt Response
Does the Government intend for the contractor to assume financial responsibility for the existing Lumen/CenturyLink telecommunications services and include all underlying carrier charges within the firm-fixed-price Contract Line Item Number, or will the Government continue paying the carriers directly while the contractor provides account consolidation, circuit management, reporting, repair coordination, and service-grooming support?
Technical
The intent of this contract is to consolidate all active services for payment through the contract to the service provider. Circuit and account management is not required. Transfer of authority over services to a third party is not the intent. Pricing is to be determined by the service provider.
If the contractor is expected to assume the existing carrier services, will the Government facilitate the transfer or management of the current Lumen/CenturyLink accounts, Enterprise IDs, service records, and required Letters of Authorization?
Technical
See Question No. 1
If underlying carrier charges are included in the firm-fixed price, how should offerors address carrier-imposed rate increases, taxes, regulatory fees, surcharges, construction charges, emergency dispatch charges, and other costs outside the contractor’s control?
Contracting See Question No. 1
May the contractor separately identify underlying carrier costs and contractor management fees on monthly invoices, or must all costs be presented as a single consolidated firm-fixed amount?
Contracting See Question No. 1
Does the requirement include proactive circuit grooming, service rationalization, identification of redundant or underutilized services, rate optimization, and recommendations for service elimination, consolidation, or modernization?
Technical No, we do not require these services. See Question No. 1
Is the contractor expected only to recommend circuit-management and grooming actions, or will the contractor be authorized to submit disconnects, service changes, migrations, and other carrier orders following Government approval?
Technical No, the contractor will not be authorized to submit. See Question No. 1
Will the contractor be authorized to negotiate rates, credits, service terms, and billing adjustments directly with Lumen/CenturyLink and other carriers on the Government’s behalf?
Contracting See Question No. 1
Are there established cost-reduction, circuit-reduction, account-consolidation, or service-standardization targets the contractor will be expected to achieve?
Contracting No. See Question No. 1
Does WYARNG_Telecom_Summaryby_ServiceID.xlsx represent the complete and current inventory of all accounts, circuits, services, and locations to be included in the proposed price? Are all listed services currently active, billable, and required to remain operational at contract start?
Technical Yes
Are there additional accounts, services, locations, pending orders, disconnect requests, billing disputes, or carrier agreements not reflected in the provided inventory?
Technical No, all previous disconnects have been completed. Balances are to be paid before start of contract.
Will the Government provide recent carrier invoices, Customer Service Records, circuit records, current service agreements, and available repair histories either before proposal submission or during post-award transition?
Contracting These can be made available during post-award transition
Will the Government permit an initial inventory-validation and reconciliation period to confirm service status, billing, location, ownership, and continued need before final account consolidation?
Technical Inventory has already been validated.
How should offerors price services where the underlying carrier rate is unavailable, the inventory is incomplete, or the current billing amount is disputed?
Contracting See Question No. 1
Are moves, additions, changes, disconnects, relocations, bandwidth upgrades, new services, and replacement circuits included within the firm-fixed monthly price? If not, how will those actions be ordered and priced?
Contracting Firm fixed monthly price should account for everything.
Will the contractor be responsible for early-termination fees, installation charges, construction costs, or other nonrecurring charges resulting from Government-directed service changes?
Contracting No the government is respensible for costs associated with these changes.
Which circuits, locations, or service types are designated as critical for purposes of the required 99.9 percent uptime standard, and how will uptime be calculated?
Technical IDS and fire alarm lines are critical, uptime is calculated based on service provider's SLA
Will outages caused by the underlying carrier, commercial power failures, Government-furnished equipment, force majeure, or other events outside the contractor’s control be excluded from the uptime calculation?

Technical This requirement is for the service provider
Is the contractor expected to dispatch its own personnel to Wyoming Army National Guard facilities, or may the contractor rely on carrier technicians and qualified local service providers for on-site repair?
Contracting See Question No. 1
Are there required acknowledgment, response, escalation, restoration, or resolution times for service-affecting incidents?
Technical calculated based on service provider's SLA
What transition period will be provided between award and the contractor’s assumption of account-management and service-support responsibilities? May the contractor propose a phased transition and consolidation schedule?
