About this file
This is a Performance Work Statement (PWS) dated April 26, 2025, for telecommunications services consolidation with the Wyoming Army National Guard (WYARNG).
The contract requires the contractor to provide and maintain ongoing, active telecommunications services across all WYARNG armories and facilities. The primary objective is to consolidate multiple existing CenturyLink/Lumen telecom accounts—each currently operating with separate billing, enterprise IDs, and service footprints—into a single streamlined contract. This consolidation aims to improve visibility, reduce costs, and ensure standardized service delivery across all locations. The contractor must maintain all personnel, supervision, equipment, tools, materials, and services necessary to support POTS lines, data circuits, and legacy telecom services. The contractor is fully responsible for furnishing all required workspace, equipment, materials, and services (CFP/M/E); the Government will not provide these resources. Key requirements include: consolidating all existing accounts under a single master account with unified billing and oversight; ensuring uninterrupted service during transition; assigning a dedicated account manager as the single point of contact; submitting monthly billing and usage reports to the Contracting Officer Representative with breakdowns by location, service type, and cost; maintaining 99.9% uptime for critical circuits; and providing 24/7 customer service and repair support. The period of performance runs from July 15, 2026, through July 14, 2027. Performance will be evaluated in accordance with FAR 52.246-4. The PWS includes an attachment (WYARNG_Telecom_Summaryby_ServiceID) detailing current accounts and services to be consolidated.
